Hugh. Lee Higgins and G. H. Woolweaver were present in
the obser—
vance of hational Boy Scout Week. Mra Higgins and or.

made short talks on the subject of scouting.
Rev. Carroll Jackson asked if the retired Kremaen would
be
allowed the same privileges that active firemen are allowed.
Motion by Hemley and seconded Shelton that the Gouncil
take this
question under advisement and render action at the next
regular—a*
meeting. Kotion carried.
On motion by Yancey and seconded by Shelton, the City
is to
request Texas lower & Light Go, to install street light
on the
south aide of highway 114 on the Franactisco property.

emotion by Layne and seconded by Shelton that the City
pay the
social security for all employees which are elgible to
be covered.

motion by Yancey that the Gity adopt a resolution concerning
the
Brock property and secondedbyhemley. Carried. k copy
of this
resolution is attatched to and made a part of these minutes.

following pre ntt; mayor Tate; Councilmen J. hemley, J.J.Danie ,
&N.Payne, RMShelton, & Bill Yancey.
Motion made by Payne and seconded by Daniel that no eater connections
be made outside the City limits. Carried
Motion by Hemley and seconded by Daniel that the.proposal of; the
Grapevine filling Co. ( a &D Mills ) be submitted to our engineers
for approval and that the engineers draw up a contraat to be approved
and signed by the Grapevine Milling Co. and the City. Carried.
Motion by Payne and seconded by Shelton that all persons owing taxes
through the years 1951 be sent a statement ot the sate, warried
weeting, Carried

"it is recognized b this Council:
31. That it is the duty of the City of Opvn
to properly maintain its Heyer lines ond facilities in
mannerconsistent with good sanitation standards and so
as o protect the health of the community,
Wo That the lateral linehick carries procensed
sewage waters from its sewage processing plant located in
the north edge of Gropevins across the Bessie Brock
property is presently in a state of disrepair n ud,
one or more breaks in the the lateral llne4and
that
such breaks in the line permit and cause the processed
sewage -waters carried by It to flow across the surfaeo Of
the,ground in certain F; and that such breaks have
further caused suoh waters to leave the original
channel and flow by gravity n another course# and that
as a result of this chan.e of flow course, a large hole
and eroded ditch ban been:
That the Citywas and is ligated
and repair said lateral line and discharge ann which
crosses the Bessie Brook property and to rpr any damage
done to her Und by reason of breaks and conditions of dis-
repair in the line itself and to keep such line and dis-
