MEMO TO: PLANNING AND ZONING COMMISSIONERS
FROM: H.T. HARDY, DIRECTOR OF DEVE MENT SERVICES
MARCY RATCLIFF, PLANNER
MEETING DATE: OCTOBER 17, 1995
SUBJECT: PROPOSED AMENDMENTS TO GRAPEVINE COMPREHENSIVE
ZONING ORDINANCE 82-73, SECTION 60, SIGN
REGULATIONS
RECOMMENDATION:
Staff recommends the Planning and Zoning Commission review the proposed
amendments relative to 40 foot poles signs and take any action deemed necessary.
BACKGROUND INFORMATION:
The proposed amendments before you are a result of requests by City Council and the
Board of Zoning Adjustment. The Board of Zoning Adjustment had two cases this
month, each requesting a 40 foot pole sign for existing businesses that are not within
a planned commercial center. The Board of Zoning Adjustment denied the cases, but
requested that the Commission review the Sign Regulations relative to allowing 40
foot pole signs outside of planned commercial centers on highways 114, 121 and
360. The Board of Zoning Adjustment questioned the reasoning why only planned
commercial centers could apply for conditional use permits for 40 foot pole signs.
Council Liaison to the Board of Zoning Adjustment, Gil Traverse brought the issue of
40 foot pole signs before City Council the following night. City Council requested the
Planning and Zoning Commission review Section 60, Sign Regulations relative to 40
foot pole signs. Council noted the original intent was to control the amount and size
of signage along the major highways.
Staff has proposed language that allows lots along specific highways and not within
a planned commercial center the ability to apply for a conditional use permit to allow
a 40 foot pole sign. Staff also proposed for your consideration adding highway F.M.
2499 to the existing list of highways (highways 114, 121 and 360) allowing as a
conditional use permit 40 foot pole signs. See the attached language.

SUBJECT: PROPOSED AMENDMENTS TO SECTION 60, SIGN REGULATIONS
RELATIVE TO TEMPORARY DIRECTIONAL SIGNS FOR
RESIDENTIAL SUBDIVISIONS
RECOMMENDATION
Staff recommends the Planning and Zoning Commission set a public hearing to
consider amendments to Section 60, Sign Regulations, defining a temporary
directional sign and its dimensions and placement for a residential development.
BACKGROUND INFORMATION
Attached is proposed draft language for Section 60.B.1.h. and 60.B.2.k., Temporary
Directional Signs. These amendments are a result of input received from Joe Wright
of Wright Construction Company. Home builders have expressed concerns about the
decrease in new home starts over the last several years. According to area
homebuilders, a major cause for the decrease in new home starts is a result of the
limited number of new home residential subdivisions, which normally generate the
essential traffic flow necessary to attract prospective buyers to these areas. It has
been suggested if temporary directional signs were allowed in key locations, along the
freeways and thoroughfares in the City of Grapevine, attention would be attracted to
new residential developments, thereby improving new home sales.
The proposed amendment to Section 60.13.1.h. creates and defines a new functional
classification of signage allowed in the City of Grapevine termed Temporary
Directional Signs. Temporary Directional Signs are further classified in Section
60.B.2.k. as a structural type sign allowed in all zoning districts. The location of
these signs are limited to State Highways and designated thoroughfares. Temporary
signs along State Highways shall have a maximum cabinet size of 64 square feet.
Signs on thoroughfares shall have a maximum cabinet size of 32 square feet.
Subdivisions would be limited to only two signs each. These signs shall be permitted
for a period of up to two years and shall be removed when ninety five (95%) percent
of the lots in a subdivision have been issued a building permit.

SUBJECT: PROPOSED AMENDMENTS TO THE GRAPEVINE
COMPREHENSIVE ZONING ORDINANCE 82-73 - SECTION 60,
SIGN REGULATIONS
RECOMMENDATION:
Staff recommends the Planning and Zoning Commission and City Council consider the
proposed amendments to Section 60.B.2.c.12., Sign Regulations relative to 40 foot
pole signs as a conditional use permit and take any action deemed necessary.
BACKGROUND INFORMATION:
The Planning and Zoning Commission, at the request of the Board of Zoning
Adjustment and City Council, on October 17, 1995, reviewed Section 60, Sign
Regulations relative to allowing 40 foot pole signs outside of planned commercial
centers on Highways 114, 121 and 360. Currently, only properties with a planned
commercial center designation and located along Highways 114, 121 and 360 are
allowed to request a conditional use permit for a 40 foot pole sign containing a
maximum of 288 square feet. The Planning and Zoning Commission authorized Staff
to set a public hearing for November 21, 1995 to consider proposed amendments.
Attached are proposed amendments that would allow lots along specific highways and
not within a planned commercial center the ability to apply for a conditional use permit
to allow a 40 foot pole sign. Also, the amendments proposed for your consideration
include adding ~Highway F.M. 2499 to the existing list of highways (Highways 114,
121 and 360) allowing a 40 foot pole sign as a conditional use permit.
