Motion by J. J. Daniel and second by R. F. Shelton that the rrater
bill for Claude Smith be reduced for the month of 3eptember to
the amount of that bill for the month of October. Carried.

Minutee of the preceeding meeting were approved.
A. B,. Allen of the Grapevine Fire Department asked that the
fire��n be allowed full credit 'for water and sewer service.

grant. the rate ad�ustment and adopt an ordinance pro�iding for

Mr. d. C. Greener aeksd that the interest a�d penalty charged
for the year of' 1944 on property owned by E. B. Lor�g be reYunded
due to the fact that there �ras a misunderatanding as to the year
of deliquency. The amount of the charge was � ?.09.

charggd for deliquent taxes as stated a�bove by refunded. Carried.

WHEREA$, it has been braught to the attention
a1' the Clty Gounci2 that the automobile and truck traffic
on the publie streets and highway$ within the City oP
Grapevine has become very heavy and i� increasing, and
WHEREAS, the exi.stence af such traffic and the
probleme cre�.ted thereby make it imperativ� the the City
take all step� necee�eary to r�aeonably regulate the eame
within the Citq eo that the property and livee of its
citizene, more eap�clally its children, are protected,
THEREFURE, HE IT RE�C}LVED thgt eff�ctive De-
c�mber 1, 3952, th� City shall em�,loy a City P�ztrolman,
�cho shall patrol and regulate tra.ffic wi.thin the City and
shall activate the City Corporation Court, in order that ,�
the laws may be enforced . .
, BE IT FURTHER RESOLVED that thie re+aolution be
puhlished in THE GRAFEVINF SITN far two consedutive weeks
in ar�er that the citizen� of the communi�Gy may have notice '
� oP and understand th� reaeon for �uch act�.on, and have the
oppartunity to a�sist the City 3n a program oP Traffic
Safety.

RESOLUTION
TSE STATE OF T�AS Y
COUNTY OF TARRANT �
W�REAS, the City of Grapevine is in need of the
serviQes of a law enforoement offiaer for the purpose oP
regulating traffia wittiin the City, and to assist in main-
taining order an�d enforce the lav►; and
WHEREAS, Mr. Lee Tidwell, ConstaTale oP Precinct
3, Tarrant Caunty, Teaa s, is a quali Pl ed law enforcemen t o f-
ficer, and is not required to spend his fLlll time in flilfill-
ing his duties as Conatable of Preeinct 3; and
t'V�REAS, it is Pelt to be in the public interest
to the City of Grapevine that a law enforcement ofPicer be
on duty within the Citp a.nd/or Preeinct at all timss;
THEREFORE, BE IT RESOLYED that the said Lee Tidwell
is hereb� offered employmsnt as a City Patrolman for the City
of Grapevine, Texas, upoa the following terms and canditions:
1. That he shall keep and maintain order withia
the City of Grapevine , enforce State laws and City Ordinances
and shall do and perPorm all other duties consistent with the
ordinary duties of a law enforaement oPficer which he may be
requested to perform by the Mayor or City Council.
2. T2�t he shall remain on duty within the City
of Grapevine during such times and periods as may be necessary
and reasonable to enforce traffic regulations and maintain
order, it being ezpressly understood that his duties as City
Patrol.man should never be allawed to conflict or interfere
with his duties as Constable of Precinet 3, which are recog-
nized to be primary and foremost.
3. That he shall have available for use an auto-
mobile to Paailitate his transportation within the City and to
use in apprehending traPfic violaters; said autom�obile to be
marked and designated as a Police Car, with the understanding

that such markings ean be temporary and will be furnished at
the City's eapense.
4. Tha t he wear and prominentlg display at all
times a police offieer's badge ; the same to be either a City
police badge, v�hich will be furnished to him at the City's
eapense, or the badge of Constable.
5. That he secure a bond in an amount not less
than �1,000.00 conditioned that he will lawflilly perform his
duties as City Policeman, aad that he will furnish evidence
of publia liability insuranae, whic h will save harmless the
City from any liability whatsoever in Qonnection with, or
whiah may result from, any unlawful acts, trespasses or other
liabilities whieh the said officer may do or beoome liable

6. That he shall receive Por his ser�ices as
City Patrolman a sum of $200.00 per month ePfective the first
day of DeQember, 1952. Said �200.00 to include whatever
suma may be necessary for the operation oP the ear that said
oPficer is to use in connection with the perPormanoe of his
duti ee. - �
7. That he ahall be employ+ed as City Patrol.man
from month to month only, with the understanding by and be-
tween the City and tria said Lee Tidwell, that his employment
can be terminated b� either part� by the giving of thirty (30)
days notice.
Passed by the City Council at its regularly held
meeting on Navember 14, 1952.
