HomeMy WebLinkAbout1953-12-15 Regular MeetingThe regular meeting of the City Council of the City of Grapevine was held on December 15, 1953 with the follow ember present Mayor H. M Cosnahan; Aldermen Joe Box, Rill. Guest, J. `J. Daniel E. M. Pair, & R. P Shelton; Secretary Hugh Millican8 -Minutes of the preceeding meeting were read and approved. Hills on the following pages, with the operational statement, were noted and approved Alderman Daniel introduced-, a resolution and moved its , adoption with Alderman Shelton's second, Motion carried. Resolution asked the St. Louis Southwestern Railway Co. to install signal devices at the crossing; of Main Street and the R. R. Peddler's Ordinance was read but was deferred until some changes can be made in wording. Mr. Earl Deacon presented a letter to the Council, (original is made a part of these minutes). Notion by Alderman Box and sedond by Alderman Shelton that no action be -taken on subject content of letter until further® study can be made at a later meeting was passed. Bob Nichols, of the firm of geese & Nichols, presented a review of the recommendations of their firm in connection with water and sewer improvements® ?-Iotion. by Alderman Box that the firm be in- structed to proceed with the specifications and plans for these im- provements in the following orders 1. 200,000 P-allon overhead water storage tank, 2. Sewer outfall line from Coppell street to sewer plant, 3®-:'ater lines connecting water plants and new tank, 4. Sewer plant improvements. was seconed by Aderman. Shelton and passed by vote. Alderman Shelton introduced and moved the adoption of the following resolution: "BY THE, CITY COUNCIL OF THE CITY OF GRAPEVINE, T ; A="' CAT ASST TGRETURNES AND DECLARING RESULTS OF AN ELECTION H7LU ON THE 12th DAY OF DECEMBER, 1953, ON THE QUESTION OF THE I93UAivCE OF $150,000 SEWER IT - PROVEMI NTS AND EXTENSION BONDS; AND ON THE QUESTION OF THE ISSUANCE OF $Q0,O00.00 iATFRgfflRKS IMPROV,7JTIENT AND EXTENSION REVENUE BONDS." The motion was seconded by Alderman Guest and passed by vote 6-0. Motion by Alderman Shelton that an auction be held at the City Hall January 12, 1954 at ®00 P. M. ,for the sale of these bonds was seconded by Alderman Paas and passed by vote. Motion by Alderman Daniel that the Bonds be dated January 15, 1954 was seconded by Alderman. Box and passed by vote. See reverse side Motion. by Alderman Shelton that the schedule of maturities Dresented be accepted, ' 24 years for the tai: bonds and 30 ' gears for the revenue 'ponds was seconded by Alderman Guest and passed, Alderman Box roved that the Cite pay into the Grapevine Firemen's Relief & Retirement Fund $5.00 per firemen for the year of 1953 Motion was passed after Alderman. Guest's second. Motion by Alderman Box the City purchase box of -candy for each of the employees and the firemen and the telephone operators was seconded by Alderman Shelton and passed®, Meeting Adjourned. Tax revenue sh3u d be used soley for the purpose of fin nc rig non-revenue producing services, such as, fire protection, law enforcement, road repairs, adm nstrat ve expenses, pare developement, etc, In bringing in new subdivic ons, we believe n refunding plan should be developed which can be extended to all developers and whick will not penalize the developer or the city. In our judgement the past fans and the present plan of refunding to developers will require additional tax increases, as new subAivisicns are added to the city In as much as, refunding is a controversial subject and since refunding invo v;s the peoples money, we recommend Vat the issue b submitted to a vote of the 'cople to decide rhe ther the developer shall receive one of the following 1. No refund at all. 2. Refund 25% of the nater and sewer revenue from the subdivision involved for 15 gears or the dexo?o0o? has a 100" refund, whict ever occurs first. 3Refund 50% of the water and sewer r- -venue from the sub- , division involved for 15 years or unt-J-1 the developer has been reimbursed for '--is cost, which ever occurs first.
