SUBJECT: APPROVAL OF CHANGE ORDERS FOR BARTON AND PEACH
ELEVATED WATER TOWER CONSTRUCTION PROJECT
CONTRACTS
RECOMMENDATION: City Council to Change Order No. 1 with CFG and ratify Change Order
No. 1 with DeltaTek for the Barton and Peach elevated water tower
construction projects.
FUNDING SOURCE: Funds are available in the Utility Enterprise Capital Fund 200.
BACKGROUND: On March 20, 2018, a design contract was awarded to DeltaTek
Engineering to prepare construction plans for the painting and
rehabilitation of Peach and Barton elevated water towers in the amount of
$130,750 and appropriated $1,700,000 for design, construction, and
inspection of the elevated water towers. On October 16, 2018, a
construction contract was awarded to CFG Industries, LLC for the Barton
and Peach elevated water storage tank renovations and repainting in the
amount of$1,452,850 and appropriated an additional $131,000, for a total
appropriation of$1,831,000.
As construction started, the plans were revised to allow some of the
cellular and city emergency management equipment to remain on the
towers during construction. As such, staff administratively approved
Change Order No. 1 for DeltaTek in the amount of$11,694.
As the project was being closed out, staff discovered a groundwater issue
in the newly installed valve vault. Change Order No. 2 in the amount of
$21,750 is to add a sump pump, associated electrical service and piping.
This work allows staff to access the valve that control the water elevation
in the tank.
The total change orders on this project are $33,444 or 2.3% of the original
contract bid. Funding is available in the construction contingency that was
appropriated when the contract was awarded.
Staff recommends approval.
