SUBJECT: RESOLUTION FOR CONSTRUCTION CONTRACT AWARD -46TH
YEAR COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)
PROGRAM
RECOMMENDATION: City Council to consider a resolution approving the Tarrant County
contract with Reliable Paving, Inc. for the 46th Year Community
Development Block Grant street reconstruction project.
FUNDING SOURCE: Funds are available in the Capital Project Street Fund 178 in the
estimated amount of$133,000.
BACKGROUND: The scope of the project is the reconstruction of the 200 block of South
Ruth Street (from Wall to Texas Streets) including concrete paving, curb
and gutter, sidewalks, handicap ramps, and driveway approaches.
The roadway reconstruction project is located in the Original Town of
Grapevine, CDBG Target Area designated as census tract 1137.05 Block
Group 4, in the Housing and Urban Development (HUD) Low/Moderate
Income Survey Data (LMISD).
These improvements will contribute to the upgrade of the area by
providing an improved travel surface for motorists and pedestrians in the
neighborhood.
On February 18, 2020, Council held a Public Hearing for the project.At
that time, the estimated cost of the project with engineering was $456,000,
of which $379,000 was the estimated construction cost.
The Application Process requires that the following statement be included
in the memo.:
"The City shall be responsible for all costs of the 46th Year CDBG project
that exceeds the amount of the grant fund."
Bids were received and opened on December 3, 2020.There was a total
of three bidders on this project. The bids were as follows:
Reliable Paving, Inc. $297,297
Pavecon Public Works, L.P. $328,029
A& B Construction, LLC $336,160
Bids have been reviewed and references checked. The Engineer of
Record and City staff recommend Council approving the resolution to
award the contract to Reliable Paving, Inc. in an amount estimated to be
$297,297.
In addition, funds in the amount of$47,567.52 (16%) are being requested
for construction related services. This includes 10% for construction
contingencies, 4%for inspection, and 2%for materials testing.
Tarrant County manages the CDBG program and will provide project
management and process payments from Reliable Paving, Inc. for the
project. Tarrant County will fund $212,000 in construction funding, which
leaves a City obligation of $85,297. Estimated cost to the City, including
the city obligation and contingency, is $132,864.52 (rounded to $133,000).
Funds are available in the Capital Projects Street Fund.
Staff recommends approval.
RESOLUTION NO. 2021-001
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, APPROVING THE 46TH YEAR
COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM
PROJECT CONTRACTOR AND CONTRACT PRICE AND
PROVIDING AN EFFECTIVE DATE
WHEREAS, on February 18, 2020, the City Council of the City of Grapevine,
Texas conducted a public hearing related to the proposed 46th year Community
Development Block Grant Program (CDBG); and
WHEREAS, on February 18, 2020, the City Council of the City of Grapevine,
Texas approved the 46th year CDBG program for the reconstruction of the 200 block of
South Ruth Street (from Wall to Texas Streets); and
WHEREAS, Tarrant County, Texas solicited bids for the 46th year CDBG
program; and
WHEREAS, The City of Grapevine City Council is approving the hiring of
Reliable Paving, Inc. as the low bidder for the 46th Year CDBG Project; and
WHEREAS, The City of Grapevine is approving the bid amount of $297,297
submitted by Reliable Paving, Inc. and a project contingency in the amount of
$47,567.52 for the 46th Year CDBG Project; and
WHEREAS, The City of Grapevine commits up to an amount of $133,000 toward
construction of the 46th Year CDBG Project; and
WHEREAS, The City of Grapevine accepts the construction time on the project
will be ninety (90) calendar days to substantial completion; and
WHEREAS, all constitutional and statutory prerequisites for the approval of this
resolution have been met, including but not limited to the Open Meetings Act; and
WHEREAS, the City Council deems the adoption of this resolution to be in the
best interests of the health, safety, and welfare of the public.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1 . That all matters stated hereinabove are found to be true and correct
and are incorporated herein by reference as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine, Texas, approves the
terms as set forth above concerning the 46th Year CDBG Project to be submitted to the
Tarrant County Community Development Division for approval by the Tarrant County
Commissioner's Court
Section 3. That this resolution shall take effect from and after the date of its
passage.
