BRIEFING SESSION Chairman Oliver announced the Planning and Zoning Commission would conduct a briefing session relative to the following cases: CU08-15 FOURMILE HOLDINGS HL08-02 YATES-ALLISON HOUSE HL08-04 E A BUSHONG-TURNAGE HOUSE HL08-08 ED DAVIS HOUSE HL08-09 GALLAGHER HOUSE to discuss development issues. JOINT PUBLIC HEARINGS CONDITIONAL USE APPLICATION CU08 -15 - FOURMILE HOLDINGS First for the Commission to consider and make recommendation to City Council was conditional use application CU08 -15 submitted by Glacier Commercial Realty for property located at 810 Mustang Drive and proposed to be platted as Lots 10R1, 10R2 and 10R3, Block 6, Metroplace 2nd Installment Addition. The applicant was requesting a conditional use permit to establish a planned business park. At the July 15, 2008 meeting the applicant requested tabling of the conditional use application to work out details relative to a mutual access easement with their neighbor to the north. The applicant was not able to reach an agreement with that neighbor, 081908 P & Z JOINT PUBLIC HEARING AUGUST 19, 2008 therefore the applicant requested to withdraw without prejudice conditional use application CU08-15. City Council and the Planning and Zoning Commission accepted the applicant's request to withdraw without prejudice. HISTORIC LANDMARK SUBDISTRICT HL08-02 - YATES-ALLISON HOUSE Next for the Commission to consider and make recommendation to the City Council was historic landmark subdistrict application HL08-02 submitted by International Porcelain Artists and Teachers, Inc. for property located at 204 East Franklin Street and platted as Lot 1R, Block 16, City of Grapevine Addition. The applicant was requesting a historic landmark subdistrict to be known as the Yates-Allison House. With no further questions, guests to speak, no letters or petitions, the public hearing was closed. In the Commission's deliberation session Herb Fry moved to approve historic landmark subdistrict application HI-08-02. B J Wilson seconded the motion, which prevailed by the following vote: Ayes: Oliver, Fry, Wilson, Lowery, Hotelling, Fechter and E. Martin Nays: None HISTORIC LANDMARK SUBDISTRICT HL08-04 - E A BUSHONG-TURNAGE HOUSE Next for the Commission to consider and make recommendation to the City Council was historic landmark subdistrict application HL08-04 submitted by Sherry Jaquess for property located at 220 East Franklin Street and platted as Lot 1D, Block 31, City of Grapevine Addition. The applicant was requesting a historic landmark subdistrict to be known as the E A Bushong-Turnage House. With no further questions, guests to speak, no letters or petitions, the public hearing was closed. In the Commission's deliberation session Monica Hotelling moved to approve historic landmark subdistrict application HI-08-04. Elaine Martin seconded the motion, which prevailed by the following vote: Ayes: Oliver, Fry, Wilson, Lowery, Hotelling, Fechter and E. Martin Nays: None HISTORIC LANDMARK SUBDISTRICT HL08-08 - ED DAVIS HOUSE Next for the Commission to consider and make recommendation to the City Council was historic landmark subdistrict application HL08-08 submitted by Keith Roberts for 081908 2 P & Z JOINT PUBLIC HEARING AUGUST 19, 2008 property located at 613 Ball Street and legally described as Tract 10D1, Abstract 518, A Heirs Foster Survey. The applicant was requesting a historic landmark subdistrict to be known as the Ed Davis House. With no further questions, guests to speak, no letters or petitions, the public hearing was closed. In the Commission's deliberation session Mark Lowery moved to approve historic landmark subdistrict application HL08 -08. Jimmy Fechter seconded the motion, which prevailed by the following vote: Ayes: Oliver, Fry, Wilson, Lowery, Hotelling, Fechter and E. Martin Nays: None HISTORIC LANDMARK SUBDISTRICT HL08 -09 - GALLAGHER HOUSE Next for the Commission to consider and make recommendation to the City Council was historic landmark subdistrict application HL08 -09 submitted by Gregory & Emily Florio for property located at 235 South Dooley Street and platted as 2A, Block 104, College Heights Addition. The applicant was requesting a historic landmark subdistrict to be known as the Gallagher House. With no further questions, guests to speak, no letters or petitions, the public hearing was closed. In the Commission's deliberation session Herb Fry moved to approve historic landmark subdistrict application HL08 -09. Monica Hotelling seconded the motion, which prevailed by the following vote: Ayes: Oliver, Fry, Wilson, Lowery, Hotelling, Fechter and E. Martin Nays: None CONSIDERATION OF JULY 15 2008 MINUTES Next for the Commission to consider were the minutes of the July 15, 2008, Planning and Zoning joint public hearing Jimmy Fechter moved to approve the Planning and Zoning Commission minutes of July 15, 2008 as written. Monica Hotelling seconded the motion, which prevailed by the following vote: Ayes: Oliver, Fry, Wilson, Lowery, Hotelling, Fechter and E. Martin Nays: None .P 081908 3 P & Z JOINT PUBLIC HEARING AUGUST 19, 2008 With no further business to discuss, B J Wilson moved to adjourn the meeting at 8:16 p.m., Herb Fry seconded the motion which prevailed by the following vote: Ayes: Oliver, Fry, Wilson, Lowery, Hotelling, Fechter and E.
