The Planning and Zoning Commission of the City of Grapevine, Texas met in Special
Briefing Session on this the 20th day of November 2007 at 7:00 p.m. in the Planning
and Zoning Conference Room, 200 South Main Street, 2nd Floor, Grapevine, Texas
with the following members present -to -wit:

Chairman Oliver called the meeting to order at 7:06 p.m.
ITEM 1. BRIEFING SESSION
Chairman Oliver announced the Planning and Zoning Commission would conduct a
briefing session relative to the following cases:
CU07 -33 ATRIA OF GRAPEVINE
CU07 -35 GRAPEVINE MEDICAL OFFICES
to discuss development issues.
ADJOURNMENT
After a brief discussion, Chairman Oliver adjourned the meeting at 7:22 p.m.

Public Hearing with the City Council, on this the 20th day of November 2007, in the City
Council Chambers, 200 South Main Street, 2nd Floor, Grapevine, Texas with the
following members present -to -wit:

Mayor Tate called the joint meeting to order at 7:32 p.m. and Chairman Oliver called the
Planning and Zoning Commission deliberation session to order at 8:07 p.m.
INVOCATION
Commissioner B J Wilson delivered the Invocation.
JOINT PUBLIC HEARINGS
CONDITIONAL USE APPLICATION CU07 -33 - ATRIA OF GRAPEVINE
First for the Commission to consider and make recommendation to the City Council was
conditional use application CU07 -33 submitted by Mark D Jessee for property located at
3975 William D Tate Avenue and platted as Lot 1, Block 1, Atria Grapevine Addition.
The applicant was requesting a conditional use permit to amend the previously
approved site plan of CU99 -37 (Ord. 00 -38) for a personal care facility, specifically to
allow the addition of an entrance canopy, two pavilions, fencing and various landscape
features.

Mr. Joel Bodway, representing the application, was available for questions and
requested favorable consideration of the applications. Discussion was held regarding
restaurant hours.
With no further questions, guests to speak, nor letters or petitions, the public hearing
was closed.
In the Commissioner's deliberation session, Chris Coy moved to approve conditional
use application CU07 -33. B J Wilson seconded the motion, which prevailed by the
following vote:
Ayes: Oliver, Fry, Coy, Murray, Wilson, Lowery and Hotelling
Nays: None
CONDITIONAL USE APPLICATION CU07 -35 - GRAPEVINE MEDICAL OFFICES
Next for the Commission to consider and make recommendation to the City Council was
conditional use application CU07 -35 submitted by Skip Blake for property located at 815
and 823 Ira E Woods Avenue and platted as Lot 17, Block 1, Towne Center Addition
No. 2. The applicant was requesting a conditional use permit to amend the previously
approved site plan of CU06 -39 (Ord. 06 -74) for a planned commercial center specifically
to allow for the development of two medical office buildings.
Mr. Derrick DeGuire, the property owner, was available for questions and requested
favorable consideration of the application.
With no further questions, guests to speak, nor letters or petitions, the public hearing
was closed.
In the Commissioner's deliberation session, Danette Murray moved to approve
conditional use application CU07 -35. Mark Lowery seconded the motion, which
prevailed by the following vote:
Ayes: Oliver, Fry, Coy, Murray, Wilson, Lowery and Hotelling
Nays: None
Next for the Commission to consider were the minutes of the October 16, 2007,
planning and Zoning joint public hearing
Herb Fry moved to approve the Planning and Zoning Commission minutes of October
16, 2007. Chris Coy seconded the motion, which prevailed by the following vote:
