The Planning and Zoning Commission of the City of Grapevine, Texas met in Joint Public
Hearing with the City Council, on this the 17th day of June, 2003, in the City Council
Chambers, 200 South Main Street, 2nd Floor, Grapevine, Texas with the following members
present -to -wit:

Mayor Tate called the joint meeting to order at 7:50 p.m. and Chairman Oliver called the
Planning and Zoning Commission deliberation session to order at 8:05 p.m.
INVOCATION
Commissioner, Chris Coy delivered the Invocation.
JOINT PUBLIC HEARINGS
ZONE CHANGE REQUEST Z03 -02 —WRIGHT OFFICE BUILDING
First for the Commission to consider and make a recommendation to the City Council was
Zone Change Request Z03 -02 submitted by Martin Shelling for property located at 1600

West Northwest Highway and platted as Lot 1, Block 1, Grapevine Office Park Addition. The
applicant was requesting to rezone approximately 7.64 acres from "PO" Professional Office
District to ,CC" Community Commercial District Regulations for a proposed office
development.
Martin Shelling was present to answer questions and request favorable consideration of the
request.
Citizen Richard Spies, a neighboring property owner, spoke in protest of the request stating
that the proposed development would harm the surrounding property values.
With no further guests to speak, no letters, and no petitions, the public hearing was closed.
In the Commission's deliberation session, Chris Coy moved, with a second by Danette
Murray, to approve Zone Change Request Z03-02, and the motion prevailed by the
following vote:
Ayes: Fry, Coy, Busbee,
Nays: None
Abstain: Oliver
Murray, Nicholson, and Undersander
ZONE CHANGE REQUEST Z03-03 AND CONDITIONAL USE REQUEST CU03-16 —
GRAPEVINE PERSONAL CARE FACILITY AND FINAL PLAT APPLICATION OF LOTS
I R1, 1 R2 AND 2R3 BLOCK 1, S.H.26 AND POOL ROAD ADDITION
Next for the Commission to consider and make a recommendation to the City Council was
Zone Change Request Z03-03 and Conditional Use Application CU03-16 submitted by
Kristen Newland for property located at the southwest corner of Ira E. Woods Avenue and
Pool Road and platted as Lot I R2, Block 1, State Highway 26 and Pool Road Addition. The
applicant was requesting to rezone approximately 3.975 acres from "CN" Neighborhood
Commercial District and 3.819 acres from "PO" Professional Office District to "CC"
Community Commercial District. The applicant was also requesting a conditional use permit
for a proposed personal care facility and future office/retail development. Additionally, the
applicant was final platting 3.90 acres for the proposed development.
The applicant requested to withdraw the applications without prejudice to allow further
changes to be made.
In the Public Hearing, Chris Coy moved, with a second by Herb Fry, to withdraw without
prejudice Zone Change Request Z03-03, Conditional Use Request CU03-16, and the
Statement of Findings and Final Plat Application of Lots I R1, 1 R2, 2R3, Block 1, SH 26 and
Pool Road Addition. The motion prevailed by the following vote:

City Council also voted in favor of withdrawing without prejudice Zone Change Request
Z03 -03, Conditional Use Request CU03 -16, and the Statement of Findings and Final Plat
Application of Lots 1R1, 1R2 and 2R3, Block 1, S.H.26 and Pool Road Addition.
FINAL PLAT APPLICATION LOTS 1 AND 2 BLOCK A AND LOTS 1 AND 2 BLOCK B
GRAPEVINE VINEYARD
Next for the Commission to consider and make a recommendation to the City Council was
the Statement of Findings and Final Plat Application of Lots 1 and 2, Block A and Lots 1 and
2, Block B, Grapevine Vineyard submitted by R. L. Lemke for property located at the
northeast corner of State Highway 121 and Grapevine Mills Parkway. The applicant was
requesting to final plat 34.352 acres for the proposed development of a furniture store. The
property is zoned "CC" Community Commercial District and is owned by Grapevine
American, Ltd.
Mr. Lemke was present to answer questions and request favorable consideration of the
request.
In the Commission's deliberation session, Kevin Busbee moved, with a second by B. J.
Nicholson, to approve the Statement of Findings and Final Plat Application of Lots 1 and 2,
Block A and Lots 1 and 2, Block B, Grapevine Vineyard Addition. The motion prevailed by
the following vote:
Ayes: Oliver, Fry, Coy, Busbee, Murray, Nicholson, and Undersander
Nays: None

CONSIDERATION OF MINUTES
Next for the Commission to consider were the Planning and Zoning Commission minutes of
the May 20, 2003 regular meeting.
Rob Undersander moved, with a second by Danette Murray, to approve the Planning and
Zoning Commission minutes of May 20, 2003. The motion prevailed by the following vote:
Ayes: Oliver, Fry, Coy, Busbee, Murray, Nicholson, and Undersander
Nays: None

ADJOURNMENT
With no further business to discuss, Rob Undersander moved, with a second by Danette
Murray, to adjourn the meeting at 8:10 p.m. and the motion prevailed by the following vote:
Ayes: Oliver, Fry, Coy, Busbee, Murray, Nicholson, and Undersander
Nays: None
