SUBJECT: APPROVAL FOR THE SOLE SOURCE PURCHASE FOR THE
RESTORATION OF A 1928 MODEL FIRE TRUCK FOR THE FIRE
DEPARTMENT
RECOMMENDATION: City Council to consider approval for the sole source purchase for the
restoration of a 1928 model fire truck from Moreno Custom Upholstery for
the Fire Department.
FUNDING SOURCE: Funds are available in the Fire Miscellaneous Projects and Festivals
Expense budgets for an amount not to exceed $28,000.
BACKGROUND: The Model A fire engine was purchased in 1928 and served the City as
the front line attack engine for several years. When the chemical tank
could no longer be certified, this apparatus was converted to a hose
wagon to transport an adequate amount of hose to fire scenes. When it
was retired from service, City staff made the decision to preserve it as part
of the history of the City of Grapevine.
This purchase is to restore the 1928 Model A fire engine to its original
luster by repairing the body, restoring the running boards, restoring the
tailboard, repainting, reupholstering, and lettering the apparatus. This
apparatus has been a part of the Fire Department since it was purchased
in 1928 and continues to serve and tell the story of the department to
everyone who sees it. Once completed, it will be on display in the lobby of
Fire Station 2.
Funds for this restoration come from two sources. One source is the
Miscellaneous Projects fund that comes from fundraisers/donations that
the Citizens Fire Academy Alumni have donated to this project. The other
portion comes from a historic preservation grant approved by the
Convention and Visitors Bureau Board of Directors.
This procurement will be made as a sole source in accordance with Local
Government Code Chapter 252, Subchapter B, § 252.022. General
Exemptions (a)(7)(A).
Staff recommends approval.
