The site T____o contains 31,270 square feet and has approximately LJ Glade Rd —_ 1 117.63 feet of frontage along West Northwest Highway and approximately 117.50 feet of frontage along West Wall Street. REQUESTED CONDITIONAL USE AND COMMENTS: The applicant is requesting a conditional use permit to allow fora drive -through restaurant, with outside dining, outdoor speakers and a 20-foot pole sign. The applicant intends to re -image the former Taco Bueno restaurant into a HTeaO, self- service restaurant featuring flavored ice tea and flavored water. Indoor seating is not proposed, however outdoor seating for six patrons is proposed on a 293 square foot unenclosed, covered patio located adjacent to the north and west building elevations. Two outdoor speakers are proposed on the patio and the main entrance respectively. The existing drive through lane adjacent to the east property line will remain and a dual lane configuration will be used during peak times. Total required parking for the restaurant is 0:\ZCU\CU21-01.4 1 February 11, 2021 (1:42PM) 35 parking spaces; 35 parking spaces are provided. A 20-foot, 90 square foot pole sign with changeable copy will replace an existing non -conforming sign. Numerous pole signs with heights ranging from 27-feet to 20-feet exist on West Northwest Highway between North Main Street and Park Boulevard. A proposed access easement maintains vehicular circulation between the subject site and the adjacent property to the west. If approved, this will be the first reading of an ordinance given the subject site requires approval of a special exception, due to the minimum open space, maximum impervious and interior/perimeter landscaping requirements for the subject site. These items will be heard before the Board of Zoning Adjustment at their March 1, 2021 meeting. If approved by the Board, the second reading will take place at the Council's March 16, 2021 meeting. PRESENT ZONING AND USE: The property is currently zoned "HC" Highway Commercial District and is developed with an unoccupied building. HISTORY OF TRACT AND SURROUNDING AREA: The subject site and sites to the north, east and west were rezoned in the 1984 City Rezoning from "C-2" Community Business District to "HC" Highway Commercial District. The site to the south was rezoned from "C-2" Community Business District to "PO" Professional Office District. A portion of the site to the east was rezoned from "R-3" Multiple -Family Dwelling District to "HC" Highway Commercial District. and WHEREAS, the City Council of the City of Grapevine, Texas, has determined that there is a necessity and need for this conditional use permit and has also found and determined that there has been a change in the conditions of the property surrounding and in close proximity to the property requested for a change since this property was originally classified and, therefore, feels that the issuance of this conditional use permit for the particular piece of property is needed, is called for, and is in the best interest of the public at large, the citizens of the City of Grapevine, Texas, and helps promote the general health, safety and welfare of this community. That this ordinance shall be cumulative of all other ordinances of the City of Grapevine, Texas, affecting zoning and shall not repeal any of the provisions of said ordinances except in those instances where provisions of those ordinances which are in direct conflict with the provisions of this ordinance. That the terms and provisions of this ordinance shall be deemed to be severable and that if the validity of the zoning affecting any portion of the tract or tracts of land described herein shall be declared to be invalid, the same shall not affect the validity of the zoning of the balance of the tract or tracts of land described herein.
