Re: Reference Case No. 69-5
The application request that the property located at 522 South
Scribner, Block or Tract Foster Survey, Lots 10F, 10G, 10H, 10 1,
10 !-2 and 10 1-3, be changed from its current zone, the "B''
Dwelling District Zone to the "E" Modified for Mobile Home Zone.
Gentlemen:
The group who are signing this letter desire to express their serious
concern over the number of trailer parks being proposed for the City of
Grapevine and to oppose specifically the proposed captioned amendment
to the zoning ordinance. Our opposition falls in two areas. The first
is due to the extra taxes which the community will have to pay to subsidize
the trailer park. To demonstrate this point, we are submitting below
statistical tax data relative to our School taxes.
Appraised tax value required to support
one child in the Grapevine schools sle'000.00
Average appraised value per trailer $2,000.00
Average tax value on which School taxes
are collected* - 1.000.00
Deficit in appraised tax value per
trailer per child $17,000.00
*Approximately 50Z of mobile homes avoid all School and City taxes
by moving during the year or by pulling their mobile home out of
location for the first week in January.
As our national average gives two school children per trailer, then the
net subsidy by the former taxpayers of the School District is $34,000.00
in tax value for each trailer added within the School District. If the
City Zoning Commission continues to approve mobile home parks, then this
additional subsidy required of the community will lead to serious conse-
quences.
We are sure that the City Zoning Commission sees how unfair it is to require
current home owners to subsidize mobile home parks. In addition, you
recognize that business is attracted to areas where taxes are reasonable.
The continued Policy Of allowing trailer parks within the City Limits of
Grapevine could raise School taxes to a point where no new business would
locate here. We strongly urge you not to approve any additional proposals
for mobile home parks.

How, regarding the captioned proposal, many beautiful homes are located on
either side of the proposed park. If the City Zoning Commission approves
the captioned proposal, then the value of these homes will be greatly reduced.
The owners of these homes feel that they must take all legal steps to prevent
this devaluation of their property. ',,,%fe, as a group, are appealing to the
City Zoning Commission to recognize our plight and to turn down the captioned
amendment to the zoning ordinance.

A. Zoning Hearing - There will be a joint meeting of the
City of Grapevine Planning & Zoning Commission and the
City Council for the purpose of a public hearing in
connection with Zone Change Application 69-5 on which
J. L. Bryce requests "Ell Modified for Mobile Homes on
his property on Scribner Street.
B. Public Hearing for consideration of annexation of 3
tracts of land.
IV. READING of minutes of previous meeting.
V. OLD BUSINESS
A. Need council action on Zone Change Application 69-2 on
which Truman Berry requests 11C & D11 Multiple Dwelling
on his 7 acres West of Shorecrest Acres.
VI. NEW BUSINESS
A. Final plat of Brookhollow Estates.
B. Application by Gwendolyn J. Lindgren to move house to
Lot 17., Block 3, Placid Peninsula.
C. Drainage problem off Lakeridge Drive in Forest Hills Addln.
Some property owners plan to be here in regards to this.
D. Set date for a drawing to determine placing of names on
ballots.
