I
Notice is hereby given to all interested parties that the Planning
and Zoning Commission and the City Council of the City of Grapevine,
Texas will hold a public hearing on October 262 1971 at 7:30 P.M.
in the Council Room at the City Hall in Grapevine, Texas to consider
the rezoning of the following described property from 11R-111
Residential Zoning to Specific Use Permit for electric sub -station.
That certain tract of land in the A. Foster Survey, Abstract No.
518, Tarrant County, Texas, containing 1.265 acres of land, being
part I of a 17.52 acre tract of land, called first tract, described

Gentlemen:
I am against rezoning Case # Z 71-18 for the following reasons:
1® 1 believe an electric sub -station to be an industrial use and therefore
should not be located in or adjacent to a residential neighborhood.
In view of good city planning, this needed facility should be moved
to an industrial area or this entire area should be rezoned to industrial
use
2. 1 believe a "seven foot chain link fence with redwood pickets" is
inadequate screening and not in tune with today's ecology movement.
If Dallas Power and Light can build a beautiful brick wall around their
sub -stations why can't Texas Power and Light do better than a gray,
cold looking, industrial, chain link fence?

This letter is in regard to your question concerning the proposed
location of a Texas Power & Light Company substation on Ball Street
in the City of Grapevine.
We understand that the proposed location of this station is behind
the existing rubber manufacturing plant facing on Ball Street and north
of Highway 114. Immediately across the street to the east is single
family residential housing. The remainder of the triangular shaped
area where the substation will be built is unoccupied except for the
rubber manufacturing company.
Our proposed land use plan, which was prepared for you in 1968,
indicated this area to be zoned industrial. We still feel that this is
the proper zoning for the area, however, we would certainly recommend
any industrial type improvements such as the T.P. & L. substation be
required to beautify the east side of their area to the maximum extent
possible.
In view of the need expressed by T.P. & L. for this location, we
would recommend that your City approve this zoning. However, we would
certainly hope that it would be conditional to the extent that an attrac-
tive fence would be built around the substation and a landscaped green
area of between ten and twenty feet width be provided by T.P.'& L. on the
Ball Street side and perhaps on the north and south sides of the substation.
It would also be adviseable to have some sort of written agreement with
T.P. & L. that they will permanently maintain this landscaping.
