HomeMy WebLinkAbout2021-02-24 Regular Meeting (2) Grapevine Historic Preservation Commission City Hall 2nd Floor Council Chambers 200 South Main Street Grapevine, Texas 76051 Wednesday, February 24, 2021, 6:00 p.m. In accordance with Orders of the Office of the Governor of the State of Texas, the Grapevine Historic Preservation Commission will conduct the meeting scheduled at 6:00 pm on February 24, 2021 in the Council Chambers at 200 South Main Street, by telephone conference in order to advance the public health goal of limiting face-to-face meetings (also called "social distancing") to slow the spread of the Coronavirus (COVID-19). The members of Commission may attend this meeting in person. There will be no public access to the location described above. This supplemental written notice, the meeting agenda, and the agenda packet are posted online at www.grapevinetexas.gov. The public toll-free dial-in number to participate in the telephonic meeting is 1-210-469-4097. The audio conference PIN is 249-522-370#. The public will be permitted to offer public comments telephonically as provided by the agenda and as permitted by the presiding officer during the meeting. Starting at 5:00 pm on Tuesday, February 23rd citizens can submit a Citizen Appearance request form from the City's website at https://www.grapevinetexas.gov/89/Agendas-Minutes. During the meeting, the names of those that have submitted a form will be called on to speak in the order the forms were received. Please submit forms by 5:00 pm on Wednesday, February 24th. A recording of the telephonic meeting will be made, and will be available to the public in accordance with the Open Meetings Act upon written request. 1. Call to Order 2. Citizen Comments Any person who is not scheduled on the agenda may address the Historic Preservation Commission under Citizen Comments or on any other agenda item by completing a Citizen Appearance Request form with staff. A member of the public may address the Historic Preservation Commission regarding an item on the agenda either before or during the Commission's consideration of the item, upon being recognized by the Chairman or upon the consent of the Commission. In accordance with the Texas Open Meetings Act, the Commission is restricted in discussing or taking action during Citizen Comments. 3. Work Session A. Approved Certificates of Appropriateness as follows: #CA21-04 for property located at 530 South Main Street; #CA21-05 for property located at 815 East Texas Street; #CA21-06 for property located at 319 East College Street. 4. Public Hearing A. Commission to hold a public hearing relative to a Certificate of Appropriateness #CA21-07 for property located at 415 South Dooley Street, Block 112, Lot Y2 1-2, College Heights Addition, City of Grapevine and take any necessary action. 5. Minutes A. Commission to consider the minutes of the January 27, 2021 Regular Meeting. 6. Adjournment The next meeting of the Grapevine Historic Preservation Commission will be held at 6:00 p.m. on March 24, 2021 in the 2nd Floor Council Chambers, Grapevine City Hall, 200 South Main Street, Grapevine, Texas 76051. The Historic Preservation Commission for the City of Grapevine, Texas met in Public Hearing on Wednesday, February 24, 2021 at 6:00 p.m. in the Grapevine City Hall, 2nd Floor Council Chambers, 200 South Main Street, Grapevine, Texas with the following members present to wit: Sean Shope Chairman Ashley Anderson Commissioner Jason Parker Commissioner Margaret Telford Commissioner Paula Wilbanks Alternate Paul Slechta City Council Liaison Monica Hotelling Planning & Zoning Liaison Member(s) present via telephone: Vick Cox Eric Gilliland Chuck Voelker Vice Chairman Commissioner Commissioner The above commissioners constituted a quorum with no Commissioner(s) absent. Boyle City of Grapevine Attorney David Klempin Historic Preservation Officer (HPO) Mary Bush Historic Preservation Secretary CALL TO ORDER Chairman Shope announced City Council had appointed Jason Parker to serve on the Planning & Zoning Commission (P & Z); this would be his last meeting serving on the Historic Preservation Commission. He thanked Council Liaison Paul Slechta, City Attorney Matthew Boyle, Executive Director Paul W. McCallum and P & Z Liaison Monica Hotelling for their service; and acknowledged the telephone participation of Commissioners Cox and Gilliland. PUBLIC HEARING Chairman Shope declared the Public Hearing for #CA21-07 open for the property located at 415 South Dooley Street, legally described as Block 112 Lot Y2 1-2, College Heights Addition, Grapevine, Texas to the Grapevine Historic Preservation Ordinance 91-73 (Appendix G — Grapevine Code of Ordinances), as amended for the following items: Chairman Shope called on David Klempin to present the case: FEBRUARY 24, 2021 HPC\Minutes\2021 2 H PCO2/24/21 BACKGROUND: Certificate of Appropriateness application #CA21-07 was submitted on January 27, 2021 by owner/applicant Eric Whetstone to demolish the existing one -car detached garage/storage structure currently built over the rear property line; to reconstruct the structure using wood salvaged from the original structure to serve as a workshop and storage building for the house; to renovate the existing front porch roof, expanding its width to enhance its design with period details following the Design Guidelines. The property was landmarked by the Grapevine Historic Preservation Commission at the October 2020 Meeting. Since then the Whetstones have worked with staff on plans to adapt the house to serve as their family home. The structure was constructed without a concrete foundation and is in poor structural condition. The existing porch roof extends beyond the building line. The Whetstones propose to enhance the appearance of the porch roof by widening it with period appropriate architectural details (sketches as proposed were shown); this dimensional change required approval from the Grapevine Board of Zoning Adjustment. RECOMMENDATION: Staff recommended the Historic Preservation Commission approve with conditions Certificate of Appropriateness #CA21-07 for the property located at 415 South Dooley Street, legally described as Block 112, Lot '/2 1-2, College Heights Addition, City of Grapevine, to the Grapevine Historic Preservation Ordinance 91-73 (Appendix G — Grapevine Code of Ordinances), as amended for the following items: 1) To demolish the existing one -car detached garage/storage structure built over the rear property line; reconstruct the structure using wood salvaged from the original structure and six feet from the south and rear property lines; 2) Renovate the existing front porch roof, expanding the width to enhance its appearance with period details following the Design Guidelines; and 3) Construct a new two -car Porte-cochere on the south side of the house; as per the attached plans and specifications with the conditions the Board of Zoning Adjustment (BZA) does approve expanding the width of the porch roof and a Building Permit is obtained from the Building Department; and all exterior materials, finishes, paint colors, doors and hardware, windows and exterior light fixtures are required to be approved on a separate Certificate(s) of Appropriateness. Staff review of the Secretary of Interior Standards for Rehabilitation of Historic Structures Ten Criteria (attached) with regard to the proposed plans for the property found the proposed new workshop with storage structure to be in compliance. Exterior materials of the workshop would match the materials of the house with the workshop painted to match the color scheme of the house. Mr. Klempin said The Whetstones had worked hard to maintain the existing house down to the hardwood floors and the original footprint of the house; the front porch is a matter of tweaking if the BZA will permit. Commissioner Parker thanked them for their attention to preservation. Margaret Telford made the motion to close the Public Hearing for #CA21-07; Jason Parker seconded the motion prevailing in a vote of: Ayes: 4 (Shope, Anderson, Parker and Telford) Ayes: 3 (Cox, Gilliland and Voelker by telephone) Nays: 0 Absent: 0 Jason Parker mad the motion to approve #CA21.07 with the conditions as presented; Vick Cox seconded the motion prevailing in a vote of: Ayes: 4 (Shope, Anderson, Parker and Telford) Ayes: 3 (Cox, Gilliland and Voelker by telephone) Nays: 0 Absent: 0 Chairman Shope thanked the Whetstones and wished them well with their project.
