GRAPEVINE HOUSING AUTHORITY OFFICE 131 STARR PLACE, GRAPEVINE, TEXAS CALL TO ORDER: 4:00 p.m. CITIZEN COMMENTS 1. Any person who is not scheduled on the agenda may address the Board of Commissioners under Citizen Comments or on any other agenda item by completing a Citizen Appearance Request form with the Executive Director. A member of the public may address the Board of Commissioners regarding an item on the agenda either before or during the Board's consideration of the item, upon being recognized by the Chair of the Board or upon the consent of the Board. In accordance with the Texas Open Meetings Act, the Board is restricted in discussing or taking action during Citizen Comments. REPORT OF THE EXECUTIVE DIRECTOR (INFORMATIONAL ONLY) 2. Status of Grapevine Housing Authority A. Rent Delinquency and Information Sheet B. Capital Funds Report and Work in Progress C. Report of Public Housing Activity and Issues through February 22, 2021 D. Update the Board on HUD CARES Act waivers for alternative processes for statutory and regulatory requirements GHA has implemented. E. Quarterly Investment Report for Quarter 4 2020 NEW BUSINESS 3. Consideration of the minutes from the December 22, 2020 meeting and take any necessary action. 4. Consideration and acceptance of the November 2020 monthly financial statements and take necessary action. ADJOURNMENT In accordance with the Open Meeting Law, Texas Government Code, Chapter 551, 1 hereby certify that the above agenda was posted on the official boards at Grapevine City Hall, 200 S Main Street and on the City's website on February 22, 2021 by 4:00 p.m. C1 S-Pe,—r-t— Jawtorett Exe ive Director State of Texas County of Tarrant City of Grapevine The Board of Commissioners of the Grapevine Housing Authority met in Regular Session on this the 25th day of February 2021, in the Conference Room of the Grapevine Housing Authority,with the following members present to wit: Linda Troeger Chair Bonnie McHugh Vice-Chair, Finance Officer Ethel Anderson Resident Commissioner Shonda Schaefer Commissioner Absent: Terri Rhodes-Cantu Commissioner Constituting a quorum,with the following also present: Duff O'Dell City Council Liaison Jane Everett Executive Director REGULAR MEETING—CALL TO ORDER Chairperson Troeger called the meeting to order at 4:08 p.m. CITIZENS COMMENTS Item#1 No Citizen comments submitted. Item#2 Report of the Executive Director(Informational Only) A. Rent Delinquency and Information Sheet The Executive Director reported to the Board on the rent delinquencies, number of empty units,work orders and statistical information for the waiting list for Public Housing through February 22, 2021. B. Capital Funds Report and Work in Progress The Executive Director reported to the Board on the current Capital Funds and corresponding projects. The Department of Housing and Urban Development(HUD) has allocated$179,873 in capital funds for 2021. C. Report of Public Housing Activity and Issues The Executive Director provided an update that no residents lost power during the winter storm. Three apartments had a pipe burst, they were repaired within a couple of days. Cracker Barrel in Grapevine provided dinner for all housing authority residents. Several residents received the COVID 19 vaccination at GRACE. D. Update the Board on HUD CARES Act waivers for alternative processes for statutory and regulatory requirements GHA has implemented. The Executive Director updated the Board there have been no new HUD CARES Act Waivers adopted. E. Quarterly Investment Report for Quarter 4 2020 The Executive Director presented the Quarterly Investment Report to the Board of Commissioners. NEW BUSINESS Item#3-Consideration of the minutes from the December 22 2020 meeting and take any necessary action. The Board was provided the minutes from the December 22, 2020 meeting for approval. Commissioner McHugh moved and Commissioner Schaefer seconded to accept the December 22, 2020 minutes as presented. Ayes: Troeger, McHugh,Anderson, &Schaefer Nays: None Absent: Rhodes-Cantu Motion passed Item#4-Consideration and acceptance of the November 2020 monthly financial statement and take necessary action. The Executive Director presented the board with an electronic copy of the November 2020 financial statement for review. Commissioner McHugh moved and Commissioner Schaefer seconded to accept the November 2020 financial Statement. Ayes: Troeger, McHugh,Anderson, & Schaefer Nays: None Absent: Rhodes-Cantu Motion passed ADJOURNMENT Commissioner Schaefer moved and Commissioner Anderson seconded that the meeting be adjourned. Ayes: Troeger, McHugh,Anderson, & Schaefer Nays: None Absent: Rhodes-Cantu Motion passed.
