The following was approved on this Certificate of Appropriateness: 1. Remove unapproved extension of the original entrance roof overhang constructed without an approved Certificate of Appropriateness or a building permit; reconstruct the overhand to extend be no more than 12" beyond the original roof overhang; 2. Encase wood beams at each end of the projecting gable with wood; encase existing wood columns with wood and rap top and bottom of column to create a wood capital and a wood base on the column; 3. Install wood shutters on the front facing windows of the house; as per the attached plans, photos and detail sheets with the condition a permit is obtained from the Building Department. An approved Certificate of Appropriateness is not an approved building permit; a building permit is / is not required. Best regards, David Klempin 817 454-4422 cell Historic Preservation Officer's Notes *Historic Preservation Officer Notes Procedures for Permit Approvals 513 East Texas Street #CA20-84 15 January 2021 9 a.m. The requested meeting was Friday January 15, 2021 at 9 a.m. with attending: Property owner/applicant Joseph Tenney, Historic Preservation Officer David Klempin and HPC Secretary Mary Bush met in the Grapevine Convention & Visitors Bureau, 2"d Floor Grand Hall at 636 South Main Street, Grapevine, Texas. The work started without a permit on December 10, 2020 was shut down by Code Enforcement for no permit and no approved Certificate of Approval. In the December 16, 2020 meeting the HPO explained the structure was protected as Landmarked. The ornamental brackets Mr. Tenney was asking for were from the 1920's, favored items from different time periods are not appropriate for the house; he told Mr. Tenney he would help find better, appropriate embellishments within the Minimal Traditional 1940 style of the home. The HPO advised they could not move forward until Mr. Tenney had the BZA determine the setback allowed with a structure already built over it now. He advised him to make an appointment with Ron Stombaugh, Assistant Building Director of Development Services. Mr. Stombaugh determined the decorative gable could protrude the existing distance of the original gable plus 12 inches or less. 1) The HPO asked Mr. Tenney to get him the number of inches the original gable protruded to be able to determine the depth before the unpermitted work was started; plus, the 12-inch extension allowed above. 2) The HPO agreed with the shutters made of "boards with two cross boards" proposed and asked Mr. Tenney if there was any decorative hardware to be used, Mr. Tenney said no, no hardware on the shutters. 3) Mr. Tenney suggested for decorative purpose to bracket five beams coming out under and past the gable roof shingles. The HPO suggested removing the lapboard underneath the eaves and facing it with matching bead board; then setting the posts and extending straight out a 3.5 X 9.5- inch purlin from the gable wall, under the gable roof, stopping several inches short of the gable roof edge. This would pair up and visually connect the character of the existing original rafter tails. (No third purlin in the gable peak.) The two slender posts are to be painted and measure approximately 6 X 6 inches around. Mr. Tenney agreed to bring back a #CA application with drawings proportioned to the above criteria. With the above design followed on a #CA application with proportioned drawings, as discussed for a #CA Letter of Approval and application stamped PRE -CON meeting required. At the to be scheduled PRE -CON meeting at City Hall, Mr. Joseph Tenney is to attend as applicant/owner; Mr. Tenney's contractor(s); Building Code Officer, Historic Preservation Officer and staff aid. If all in agreement, and all signatures completed, this paperwork should be documented for Permit.
