PLANNING AND ZONING CONFERENCE ROOM 2ND FLOOR 200 SOUTH MAIN STREET GRAPEVINE, TEXAS In accordance with Orders of the Office of the Governor of the State of Texas the Site Plan Review Committee will conduct the meeting scheduled at 8:00 am on March 3, 2021 in the Planning and Zoning Conference Room at 200 South Main Street, by telephone conference in order to advance the public health goal of limiting face-to-face meetings (also called "social distancing") to slow the spread of the Coronavirus (COVID-19). There will be no public access to the location described above. This supplemental written notice, the meeting agenda, and the agenda packet are posted online at www.g rapevi netexas.gov. The public toll-free dial-in number to participate in the telephonic meeting is 1-210-469-4097. The audio conference PIN is 249 597 532#. The public will be permitted to offer public comments telephonically as provided by the agenda and as permitted by the presiding officer during the meeting. Starting at 8:00 am on Tuesday, March 2nd citizens can submit a Citizen Appearance request form from the City's website at https://www.grapevinetexas.gov/89/Agendas-Minutes. During the meeting, the names of those that have submitted a form will be called on to speak in the order the forms were received. The deadline to submit requests to speak is 5:00 pm on Tuesday, March 2nd. TRIPLETT, JR PLANNER II DEVELOPMENT SERVICES i k S TO: SITE PLAN REVIEW COMMITTEE MEMBERS FROM: RON STOMBAUGH, ASSISTANT DIRECTOR, DEVELOPMENT SERVICES DATE: MARCH 3, 2021 SUBJECT: CONDITIONAL USE REQUEST CU21-02—GRAPEVINE FAITH CHRISTIAN SCHOOL RECOMMENDATION Staff recommends the Site Plan Review Committee consider the proposed changes to conditional use request CU19-25 (Ord. 2019-83) approved at the December 17, 2019 meeting to amend the previously approved site plan for a non-profit educational institution, specifically to revise an educational (STEAM) classroom area, and take any other action necessary. BACKGROUND INFORMATION With this request the applicant proposes modifications to the previously approved outdoor STEAM (Science, Technology, Engineering, Art and Math) classroom/learning area located near the southwest corner of the school. The applicant intends to expand the existing canopy structure from 2,135-s.f. to 5,920-s.f. by adding approximately 3,785-s.f. of canopy throughout the learning area. New sidewalks, ramps and railing are proposed throughout the learning area. Improved vehicular circulation and a new seven-foot refuse container enclosure are proposed adjacent to the learning area. This property to the south of the subject site received a conditional use permit at Council's April 18, 2006 meeting to allow for a non-profit educational institution in the "Ll" Light Industrial District. The site also received a planned development overlay at that same meeting to allow the height of the light standards for the ball field to exceed the 30-foot height maximum within the district. At a July 18, 2006 meeting a zone change request Z06-07 (Ord. 06-49) and a conditional use permit CU06-27 (Ord. 06-50) were both approved by the City Council rezoning 16.75 acres from "GU" Governmental Use District to "R-7.5" Single Family District and allowing for a non-profit educational institution in the "R-7.5" Single Family District for the Faith Christian School. During the July 15, 2014 meeting, the City Council approved a conditional use request CU14-29 (Ord. 14-42) on the subject property to allow for 4,944 square foot expansion to the existing gymnasium. At the August 19, 2014 meeting, Council approved a conditional use request CU14-34 (Ord. 14-51) on the subject property to allow re-development of the athletic facilities to include a new football field and running track, concessions, stadium seating, restrooms and parking along with the abandonment of Cannon Street. A subsequent conditional use request CU15-04 (Ord. 15-12) and planned development overlay PD15-01 (Ord. 15-12) were approved on the subject property at the March 17, 0AZCU\CU21-02.4sprc 2015 meeting which allowed for sports field light standards and outdoor speakers and a deviation to the height requirement to allow for four LED light standards 63 feet in height. Also at the meeting a stadium use agreement was presented detailing the hours of operation, lighting for non-athletic events and special exception provisions. BACKGROUND INFORMATION With this request the applicant intends to convert the former Cozymel's Restaurant into a 7,887-s.f. Denny's American Diner. All exterior elevations will change including a 22- foot main entry tower for Denny's located on the east elevation. An uncovered outdoor dining area for16-patrons is proposed along the east elevation. Denny's operates 24 hours a day seven days a week. The seating layout will accommodate 254 patrons. Required parking for the restaurant and the retail space is 100-parking spaces; 124 parking spaces are provided. Additional site improvements include relocating the refuse container enclosure and installation of missing and or dead landscaping. No additional changes are proposed.
