Kevin Mitchell, Director of Parks & Recreation CITY OF GRAPEVINE COUNTY OF TARRANT STATE OF TEXAS The City of Grapevine Parks & Recreation Advisory Board met March 18, 2021 at 6:00 p.m. at Stewart Hall at The REC, 1175 Municipal Way, Grapevine, Texas with the following members present, to-wit: MEMBERS LIAISONS Morgan Nichols Lina Grace Assaad — GCISD Student Liaison Lavon Light Paul Slechta — City Council Terry Musar Becky St. John — GCISD Board Liaison Roy Robertson Ray Harris ABSENT Mark Assaad Dana Gibson Joe Luccioni Christian Ross Constituting a quorum with the following members of City staff: Kevin Mitchell, Director Chris Smith, Deputy Director Teresa Hiner, Administrative Manager Christian Ross called the meeting to order at 6:00 p.m. A moment of silence was observed Approval of Minutes A motion was made to approve the January 21, 2021 meeting minutes. Motion: Harris Second: Assaad Ayes: Nichols, Musar, Robertson, Harris, Ross, Light, Luccioni, Assaad Nays: None Absent: Gibson Approved: 8-0 Citizen Comments There were no citizen comments. New Business • Adopt-An-Area o A packet containing 15 renewals and 6 new Adopt-An-Area Agreements was prepared and sent to the board for review prior to the board meeting. There was a brief review and any questions or clarifications were addressed. 1 A motion was made to approve the renewal agreements. Motion: Robertson Second: Nichols Ayes: Nichols, Musar, Robertson, Harris, Ross, Light, Luccioni, Assaad Nays: None Absent: Gibson Approved: 8-0 A motion was made to approve the new agreements. Motion: Lavon Second: Nichols Ayes: Nichols, Musar, Robertson, Harris, Ross, Light, Luccioni, Assaad Nays: None Absent: Gibson Approved: 8-0 Park Development • Kevin Mitchell introduced the possible park development currently identified as Panhandle Park, located at 2801 Panhandle Dr. This location is the former Fire Station 2. Kevin updated the board on the deliberations had at city council meeting regarding the purchase, exchange, lease, sale and value of the real property. It is the Park and Recreation's suggestion that the property be used to develop a park to continue to align with the Master Plan. The new park development would allow 144 homes to have access to a park or trail within a 10-mile walk. Park Board was in support of the park development. There will be a public hearing held on April 20, 2021 at 7:30 p.m. at City Hall. A motion was made to support the creation of Panhandle Park. Motion: Assaad Second: Robertson Ayes: Nichols, Musar, Robertson, Harris, Ross, Light, Luccioni, Assaad Nays: None Absent: Gibson Approved: 8-0 Presentation • Winter Storm Update o Kevin Mitchell gave an overview of the impacts that the February winter storm had on Grapevine Parks and Recreation. This included an overview of the warming shelter that was held at The REC, the staffs roles and accomplishments during that difficult time, as well as citizen's appreciation letters. He also went over some of the damage that was incurred from broken pipes to pools and restrooms that needed repairs. • Awards o Grapevine Park and Recreation was awarded the Texas Recreation and Park Society's Gold Medal Award on Wednesday, March 10, 2021. The award is the highest honor given to a city's park system. It honors excellence in planning, resource management, 2 environmental stewardship, volunteerism, program development, professional development, and agency recognition. Miscellaneous Board Items: • Grapevine Baseball and Softball Opening Day will take place on March 27. The Wall of Honor reveal and baseball scholarship winners will be announced at this event. • Grapevine Softball Wall of Honor reveal and scholarship winners will be announced on April 3. GCISD Student Liaison: • Lina-Grace provided an update as the GCISD Student Liaison. She announced that baseball season has started. Grapevine High School won the district rivalry game. Also, track season has begun. GCISD Board: • Becky St. John provided an update as the GCISD Board Liaison. She advised that almost every GCISD campus experienced some damage from the winter storms. They are, or have, made needed repairs. The Walk of Honor is the last week of March. GCISD will have prom and graduation this year.
