Z87 -2e, Ai z .., E c�� On Monday, August 5, 1996, at approximately 10:30 a.m., Officers Margie Salame and Matt Petrie met with Mr. Marvin Balvin, owner of Grapevine Truck Leasing at 141 Central Avenue in Grapevine, Texas. The purpose of this meeting was to review plans for the new building to be located at 305 E. Nash Street. Construction start dat on the building is tentatively scheduled for December 1, 1996. Phase One is one large building that includes space for several offices, a repair shop, a tire shop, a body shop, a spray booth as well as 14 bays. It will also include a wash bay and an outdoor storage area. The approximate square footage is to be 18,000 square feet. Phase Two will add additional office space as well as a showroom. Construction will be determined at a future date. The approximate square footage for phase two is to be 5,146 square feet. Mr. Balvin has given careful consideration to his crime prevention measures at the new site. There are a few areas in which we have made suggestions. These changes have been added to the plans and will be easy to locate as they have been highlighted with green ink. LIGHTING Lighting is one of the most cost-effective deterrents to crime prevention. Along with the areas on the plans designated for security lights we suggest the following; Add exterior lights on all four corners of the building and above bay doors 1, 2, 5, 6, 9, 10, 13 and 14. Exterior lights should also be placed over the body shop bay door and the painting booth bay door.'(All exterior lights should be high pressure sodium with building mount cut-off type fixtures) 2. Lights over the main entry door on the north side of the building. Add Pole lights for Phase II area. 4. Add additional security light on the south end of property (Nash Street). 0 DOORS AND LOCKS �\JB� The concern with regard to securing a facility is the building exterior. The principal entry are windows, doors, skylights and roofs. The following will discuss steps to c building exteriors and suggest steps that can be taken to secure such entry points. Ensure that track door (overhang or bay doors) are tight and secure. Heavy duty screws should be used to insure that the tracks remain secure. All doors should be secured with case hardened hasps and padlocks on both sides of the doors. 2. Do not place locking devices on the exterior of the building. Bay doors should not have windows. 4. Exterior door placed on the east and west sides of the building should be as follows: A. Use only solid metal door except for the entry doors. Further definition of door is described in Sec.3304. (A) 1991 Uniform Building Code - City of Grapevine. It is recommended that the sheet metal used in the construction of a metal door be no thinner than 18 gauge. The doors should be reinforced at the lock and door knob assembly. B. Type of locks or latches to be used must meet the Uniform Building Code Sec. 3304 (C.), (D), and any other applicable sections. Doors should have a peeper or viewer with a wide angle of 180 degree view. C. No exterior locking devices. D. Interior doors should use solid wood doors with V throw deadbolt locks. 5. All windows should be constructed of burglary resistant glass. Burglary resistant glass is bonded with a polyvinyl butyral plastic interlayer (PVB) with a .60" thickness. SKYLIGHTS Skylights that provide ventilation and light to some buildings are a favorite point of entry for burglars. Recommendations to strengthen the skylights are as follow: S I . Place a grading on the inside, or outside, of the skylightjantry Pi9o roof 2. Equip skylight with security alarm contact. FENCING i Perimeter barriers are regarded as the first line of defense in crime prevention. Perimeter barriers fir (fencing, gates, etc.) are designed to represent a physical and psychological deterrent. It is most s important that the overall visibility of a building not be reduced. Fencing should be either the metal picket fence type or the traditional chain link fence type. It is recommended the fence completely surround the property and have an electronic gate at the entrance. The code to be provided to the Police Department Communication Center to provide access to emergency vehicles. 2. If a chain link fence is used, it should be 8 feet tall and should be free of slats which tend to obstruct visibility from the officers on routine patrol. If chain link fence is used, the woven wire should produce no more than a two inch square and should be made of number nine grade or heavier wire. LANDSCAPING Careful consideration must be given to landscaping to prevent foliage from becoming concealment to a burglar. Basic guidelines governing landscaping are as follows: Visibility of all possible entrance and exit points. 2. Shrubs should be 18 to 24 inches away from all entry points. Hedges should be cut at least 6 inches below window level or no higher than 18 inches. 4. Tall shrubs or trees can be trimmed from the bottom up to assure visibility. Hedges can be separated to prevent hiding. KEY CONTROL Key control represents another effective procedural technique to improve security. 1. Limit the number of keys that are issued to employees. 2. Have locks re -keyed or codes changed when an employee quits or is fired. 3. Keep a record of keys. 4. Provide a secured place to store keys. 5. Make entry door accessible from outside. All other exterior doors should be opened from the inside of the building. CAMERAS The placement of cameras and alarms deal with placing obstacles that will make it more difficult and riskier for a crime to be committed. The camera tapes can be used as evidence in the event a critne is committed. The blueprints call for the exterior of the building to have cameras mounted at each of the 4 corners. 1. Recommend a camera be installed in the foyer/leasing center area to record activity at the front counter. 2. Recommend cameras be monitored at all times. ALARMS l . Burglar and fire alarms should provide contacts on all exterior doors, exterior overhead doors and all windows. 2. Motion detectors be used in conjunction with the system. 3. Glass breakage sensors may also be a benefit if the building includes windows. SATES � 8 j99 There are basically two types of business safes. The fire safes are commonly used to store business records. Money safes are constructed to resist burglary and robbery but provide minimal fire protection. If money is left overnight, a floor safe should be installed. This survey does not provide all the answers, but should serve as a guide for asking challenging questions and offering practical answers to the people who make the decisions which affect the physical environment and the human functions in the community. Teresa Wallace administered the Oath of Office to Russell Anderson to serve as 1 st Alternate of the Board of Zoning Adjustment. Former Chairman of the Board of Zoning Adjustment, Chris Coy, was presented a plaque from Chairman Randy Howell for his years of service to the Board of Zoning Adjustment. Mr. Coy is now a member of the Planning and Zoning Commission. The first item for the Board of Zoning Adjustment to consider was BZA96-29 submitted by Eric Hansen who requested a variance and special exception for proposed Lot 9R, Block 2, Original Town of Grapevine Addition and addressed as 334 South Barton Street. The variance and special exception from the Grapevine BZA Minutes 09/09/96 Comprehensive Zoning Ordinance 82-73 are as follows: Section 28.G.2., Central Business District requires a minimum lot depth of seventy- five (75) feet. The proposed variance would allow a reduction of fourteen (14) feet from the required seventy-five (75) foot lot depth requirement. If approved, it would allow a minimum sixty-one (61) foot lot depth as shown on the site plan and proposed plat. Section 43.E.3., Nonconforming Uses and Structures allows the Board of Zoning Adjustment to approve the remodeling or enlargement of an existing nonconforming use. The proposed special exception would allow the applicant to remodel the exterior of the existing nonconforming 100% metal building. If approved, it would allow the existing metal building and any proposed remodeling to remain as developed. Marcy Ratcliff, City Planner, explained that Staff found a special condition existed for the proposed variance to the lot depth. The special condition was that the lot cannot be expanded to meet the depth requirement because of the development of the DFW Church of Christ at the rear of the property and the rear property line is the zoning line separating the Townhouse and Central Business District. Mrs. Ratcliff explained that Staff also found that a special condition existed for the proposed special exception to allow the existing building to remain as developed. The existing metal building was built around 1930 or earlier by Foust Funeral Home to be used for storage purposes and therefore, because of its age, had historical significance. Also, the property is located across the street from the Main Street Historic Landmark District. Mrs. Ratcliff indicated that Staff and the Historic Preservation Commission were interested in helping the owner/applicant maintain the building's historical appearance as much as possible. Mrs. Ratcliff noted that the first reading of Mr. Hansen's Conditional Use Request CU96-18 was approved August 20, 1996 by the City Council pending the outcome of the Board of Zoning Adjustment's decision. The second reading of the Ordinance will be heard on September 17, 1996. Mr. Hansen was present to answer any questions. The request was to the Grapevine Comprehensive Zoning Ordinance 82-73, as follows: Section 58.B., Parking and Loading Area Standards require all off-street parking areas and driveways to be paved to a minimum standard equivalent to four (4) inches concrete slab with six (6) inches by six (6) inches by six (6) gauge mesh or two (2) inch hot mix asphaltic concrete over six (6) inch crushed rock base. The .proposed variance would allow the deletion of paving for a driveway approximately 169 feet long. If approved, it would allow a gravel drive to be installed to serve as vehicular access from College Street as shown on the plot plan. Scott Williams, Building Official, explained to the Board that Staff found a special condition for the request in that the applicant was attempting to replicate a historically correct architectural environment. The use of gravel for the driveway, therefore, would be appropriate in this situation. Mr. Williams added the plans for the house were reviewed and approved by the Grapevine Historic Preservation Commission. Also a letter from P.W. McCallum, Acting Historic Preservation Officer, was included in their packet concerning the Preservation Commission's recommendation of approval for the request. Mr. Williams, stated that Staff had received one letter for and one letter against the request. Julian Head, applicant, 3845 Misty Glen Court, Bedford, Texas, took the Oath of Truth and explained that a gravel driveway look was much more representative of the time period that they were trying to capture. Mr. Head explained that there were several old trees along the driveway that would probably die if they had to put in forms for the driveway. Also there were two driveway runners that went with the house that was there years ago. If a concrete drive was put in, the concrete pads would have to be removed which would be a detriment to the historic value. He explained that the runners would contain the gravel, as well as the driveway approach 4 BZA Minutes 09/09/96 which is concrete. The gravel drive would be at least 10 feet from the neighbors property line and would not be encroaching upon their property. Councilman Roy Stewart of 309 Drexel Drive, Grapevine, Texas, took the Oath of Truth and explained that he owned the building across the street from the property and said he was in favor of the request. Member Ery Meyer asked if the Historic Preservation Commission would have to approve on the type of gravel that could be used. Mr. Williams explained that the Board could grant the request with the stipulation that the Acting Historic Preservation Officer approve the gravel to be used. Mrs. Ratcliff noted that she had spoken with Mr. Ron Tilllery, a property owner within 200 feet, that had sent in a response of opposition to the request. Mrs. Ratcliff indicated that Mr. Tillery was no longer in opposition after learning about what type and size of gravel the Historic Preservation Commission recommended. The first item for the Board of Zoning Adjustment to consider was BZA96-32 submitted by Marvin Balvin who requested a variance for Lot 1, Block 1, M & H Addition and addressed as 305 East Nash Street. The variance was from the Grapevine Comprehensive Zoning Ordinance 82-73: Section 31.C.4., Light Industrial District, requires outside storage in conjunction with permitted uses in Section 31.A. and conditional uses in Section 31.C., provided that such storage shall be screened in accordance with Section 50, Alternates A or E (6 foot masonry or wooden fence). The requested variance would allow outside storage without any required screening in conjunction with a truck leasing business which includes the retail sale and repair of new and used heavy trucks and miscellaneous outside land uses as shown on the site plan. Marcy Ratcliff, City Planner, explained that Staff found a special condition existed for the proposed variance to the screening requirement for outside storage due to BZA Minutes 10/07/96 security reasons. Mrs. Ratcliff explained that in the Board's packet was a report from the Grapevine Police Department indicating their security preference for outside storage. Mrs. Ratcliff also explained that Mr. Balvin submitted a Conditional Use Permit CU96-24 for his truck leasing business which involves the retail sale and repair of new and used heavy trucks, miscellaneous outside land uses and outside storage. The City Council approved the first reading of the Ordinance on September 17, 1996, and the second reading is scheduled for October 15, 1996. Mr. Marvin Balvin, applicant, took the Oath of Truth and explained to the Board the three main concerns for requesting the variance to the screening requirements, crime prevention, wanting the required landscaping to be seen, and to have marketing ability by having the display of equipment be visible. There was concern from Member Dennis Luers whether someone would be able to see wrecked trucks parked outside. Mr. Balvin explained there would be wrecked trucks out in the yard but mostly they would be parked inside the garage area. This request was for 1812-1814 Evergreen Court, legally described as Lot 8, Block 5, Ridgecrest Addition. The proposed variance would allow a reduction of ten (10) feet from the required twenty-five (25) foot lot depth requirement. If approved, it would have allowed a fifteen (15) foot lot depth on Lot 8R-1 as shown on the plot plan. Mrs. Ratcliff explained that the request for withdrawal was submitted after the public hearing notice was sent to the newspaper. 3 BZA Minutes 10/07/96 Carl Hecht moved to approve the withdrawal of BZA96-33 in accordance with the letter received from Mr. Casstevens on September 26, 1996.
