A. Board of Zoning Adjustment to conduct a public hearing relative
to BZA 85-11 submitted by Drees Homes and consideration of the
same.
B. Board of Zoning Adjustment to conduct a public hearing relative
to BZA 85-12 submitted by Mr. John Ball and consideration of the
same.
C. Board of Zoning Adjustment to conduct a public hearing relative
to BZA 85-13 submitted by Tanlee Custom Hams and consideration
of the same.
D. Board of Zoning Adjustment to conduct a public hearing relative
to BZA 85-14 submitted by Charles and Peggy Rouh and
consideration of the same.
E. Board of Zoning Adjustment to conduct a public hearing relative
to BZA 85-15 submitted by Crow Development Company and

The Board of Zoning Adjustment for the City of Grapevine, Texas, net in
Regular Session on Thursday, April 4, 1985 at 6:00 P.M. in Room 204, The
Conference Roorn of the Police-Library Building, 307 West Dallas Road,
Grapevine, Texas with the following persons present to wit:

CALL TO ORDER
Chairman Lamb called the meting to order and explained the purpose and
procedures thereof.
Chairman Lamb then issued the Oath of Truth to those in attendance who
expressed a wish to speak relative to the evening's agenda.
The Oath of Truth was then issued to the following persons: Mr. Gary
Laney, Pete Piatak, Lee Rouh, Peggy Rouh, Sharron Spencer, James Garraty,
Don Riecss, John Ball, Reynold Johnson, Carol Johnson, Gary Venable, Bill
Hudson and Mark Thorne.
OLD BUSINESS
Chairman Lamb reiterated the dates of the scheduled meetings for BZA Case
85-09 Fred Brodsky, which are May 2nd at 6:00 P.M. and May 28th at 7:30
P.M. to be held in the City Council Chambers, 413 Main Street, Grapevine,
Texas.
The Board of Zoning Adjustment was first to consider BZA Case 85-11
submitted by Drees Homes.
Chairman Iamb noted that there was no one present to speak on behalf of
this case. Then a member of the City Staff suggested that the case be
tabled to the next months regularly scheduled Board of Zoning Adjustment
meting because Drees Homes will have two more cases for consideration at
that time.
Then a motion was made by Garry Tischler to table the case until the next
regular meting and Glenn Deavers seconded the motion, which prevailed by
the following vote:
Ayes- Tischler, Waldrip, Deavers, Lamb, Troy and Thompson
Nays: None

Mr.. Ball spoke relative to the case stating that the variance is needed to
allow for larger homes to be built on the lots. There were persons present
to speak in opposition to the variance because their homes back up to the
subject development. It was noted that there are already existing problems
such as flooding caused by grading of the lots and also the destruction of
more trees could be a result if the variance is granted.
Sharron Spencer, Chairman of the Planning and Zoning Commission spoke
relative to the developers of the subject property, clear cutting the
property of trees and that they were aware of what they were doing at the
time of the platting. It was noted that the subject property is what
prompted the Tree Preservation Ordinance to be put forth.
Then Chairman Lamb noted that the City had received same correspondence
from concerned Grapevine citizens who were in opposition to the granting of
the variance on this property.
There being no further discussion relative to the case, a motion was made
by Vice Chairman Deavers to deny the requested variance and 'Ron Troy
seconded the motion, which prevailed by the following vote:
Ayes: Tischler, Waldrip, Deavers, Lamb, Troy and Thompson
Nays: None
Next for consideration by the Board of Zoning Adjustment was BZA Case 85-13
submitted by Tanlee Custom Hcmes.
Mr. Bill Hudson, a representative for Tanlee Custom Homes spoke stating his
request for variance. The request is for an eight inch (8") front and side
yard variance to the setback requirements for an existing home at 3021
Thomas Court or Lot 13, Block 1 of the Harwell Addition. A comw-nt was
made noting that the request for variance is due to an oversight on the
part of the concrete contractor that poured the slab for the house.
Following a brief discussion, a motion was made by Garry Tischler to grant
the variance as requested and Bill Waldrip seconded the motion, which
prevailed by the following vote:
Ayes: Tischler, Waldrip, Deavers, Lamb, Troy and Thompson
Nays: None
Next for consideration by the and of Zoning Adjustment was BZA Case 85-14
submitted by Charles and Peggy Rouh.
It was noted that Mr. Rouh has submitted an application requesting an
exception to 84-16 Grapevine Zoning Ordinance requirements for his
residence located at 2948 Rivercrest or Lot 8, Block 7 of Trail Lake
Estates. The request for variance is so that the Rouh's can construct a
utility building for his existing swimming pool five (5) feet from the
existing garage rather than the ten feet (10') as per the "R-7.5" district
requirements.
Mr. Tommy Hardy commented that 2202 and 2208 Rivercrest have utility
buildings located closer than ten feet (101).
There being no further discussion, a motion was made by Bill Waldrip to
grant the variance as requested and Gerald Thompson seconded the motion,
which prevailed by the following vote:
Ayes: Tischler, Waldrip, Deavers, Laub, Troy and Thompson

Next for consideration by the Board of Zoning Adjustment was BZA Case 85-15
submitted by Crow Development.
The subject applicant is requesting permission to place development signs
at the Southeast corner of Hughes and State Highway 121 and signs at
Highway 121 (or W. D. Tate Ave.) at the Southwest corner of Hall-Johnson.
Mr. Mark Thorne of Crow Development Company spoke relative to the
application stating that there has been a considerable amount of drop-off
of traffic in the vicinity of their development because there are no signs
to direct people to the location.
Then a resident of the development area spoke in behalf of the sign
request, stating that one large development sign would look more appealing
than all the small signs along the highway in that area.
Then there was a motion made by Ron Troy to deny the request as submitted,
and Bill Waldrip seconded the motion, which failed by the following vote:
Ayes: Troy, Waldrip and Lamb
Nays: Thompson, Tischler and Deavers
Then there was discussion relative to the Sign Ordinance which is in its
final form to be presented to the Council on April 8th. There were a few
suggestions made as to whether to postpone the subject BZA Case or whether
to table the case.
After a brief discussion, a motion was made by Vice Chairman Deavers to
table the case to the regular scheduled meting in June and Gerald Thompson
seconded the motion, which prevailed by the following vote:
Ayes: Tischler, Waldrip, Deavers, Troy and Thompson
Nays: Lamb
Next for consideration by the Board of Zoning Adjustment was BZA Case 85-16
submitted by Pete Piatak.
Mr. Piatak's request is for an exception to Grapevine Zoning Ordinance
84-16 front yard set-back requirements relative to the driveway easement.
Following a brief discussion, a motion was made by Garry Tischler to grant
the variance as requested and Vice Chairman Deavers seconded the motion,
which prevailed by the following vote:
Ayes: Tischler, Waldrip, Deavers, Lamb, Troy and Thompson
Nays: None

Next for consideration by the Board of Zoning Adjustment was BZA Case 85-17
submitted by Gary Laney.
It was noted that Mr. Laney is requesting an exception to Grapevine Zoning
Ordinance 84-16 requirements for a structure existing across a required
thirty foot (30') front building line at 2847 O'Dell Court or Lot 1, Block
1, of the Brown Addition.
A member of City Staff stated that he had approved the Site Plan which did
not have the building line as shown; and felt like the plan was within
reason for approval.

There being no further discussion, Vice Chairman Deavers made a motion to
grant the variance as requested and Gerald Thompson seconded the motion,
which prevailed • the following vote:
Ayes: Tischler, Waldrip, Deavers, Lamb, Troy and Thonpson
Nays: None
Finally, the Board of Zoning Adjustment was to consider the Minutes of the
meeting of March 7, 1985.
There being no questions or amendments to the Minutes, a motion was made by
Ron Troy to approve the Mi-nutes as written and Gerald Thompson seconded the
motion, which prevailed by the following vote:
Ayes: Tischler, Waldrip, Deavers, Lamb, Troy and Thompson
Nays: None

There being no further business to be considered, a motion was made •
Gerald Thompson to adjourn the meting and Chairman Lamb seconded the
motion, which prevailed by the following vote:
Ayes: Tischler, Waldrip, Deavers, Lamb, Troy and Thompson
