CHAPTER 227, ACTS OF
REGULAR BOARD OF ZONING ADJUSTMENT MEETING AGENDA WAS PREPARED
AND POSTED ON THIS THE 27TH DAY OF JUNE, 1986 AT 5:00 P.M.
The Board of Zoning Adjustment for the City of Grapevine, Texas met in
regular session July 10, 1986, at 413 main street, in the Council Chambers,
Grapevine, Texas with the following members present to wit:
Bill Waldrip
Ron Troy
Garry Tischler
Don Bigbie
John Ferguson
Charles Giffin
Vice Chairman

Bill Waldrip, presiding chairman, called the meting to order at
approximately 6:00 P.M.
ELECTION OF OFFICERS
Vice Chairman, Bill Waldrip, opened nomination for chairman. Ron Troy
nominated Bill Waldrip. Garry Tischler made motion to close all
nominations. Don Bigbie seconded the motion which prevailed by the
following vote:
Ayes: Troy, Tischler, Bigbie, Ferguson
Nays: None
Absent: Thompson
Abstain: Waldrip
Bill Waldrip was nominated as Chairman.
For nomination of Vice-Chairman, Garry Tischler made a motion to elect
Gerald Thompson. Bill Waldrip made a motion to close all nominations. Don
Bigbie seconded the motion which prevailed by the following vote:
Ayes: Waldrip, Troy, Tischler, Bigbie, Ferguson
Nays: None
Absent: Thompson
Gerald Thomspon was nominated as Vice-Chairman.
For nomination of Secretary, Garry Tischler nominated Ron Troy. Don Bigbie
made a motion to close all nominations. Garry Tischler seconded the motion
which prevailed by the following vote:
Ayes: Waldrip, Tischler, Bigbie, Ferguson
Nays: None
Absent: Thompson
Abstain: Troy
Ron Troy was nominated as Secretary.

The first item of new business was for the Board of Zoning Adjustment to
consider BZA 86-47, Springwood Homes, who is asking for exceptions from
Grapevine Zoning ordinance 82-73, Section 15.G.1, thirty foot (301) front
yard setback requireinents for an existing house located at 3509 High
Countryside Driver legally described as Lot 22, Block 2, High Country, II.
Glenn Brown of 1210 Killarney, Grapevine, took The oath of Truth and
explained that his concrete man was in error, four feet (41) into the
required front yard, when setting up forms for the foundation. When the
error was discovered, the slab had been poured and framing had begun. The
were no other houses built at the time to be able to line up with.
Joy Carroll stated that she had received a card from Mr. & Mrs. Richard
Bennett of 3502 High Timber Drive, Grapevine, expressing approval of the
variance.
With no one else to speak, Garry Tischler made a motion to close the Publllg
Hearing. Ron Troy seconded the motion which prevailed by the following vo 4

After further discussion, Ron Troy made a motion to grant the variance as
requested. John Ferguson seconded the motion which prevailed by the
following vote:

The next item of new business was for the Board of Zoning Adjustment to
consider BZA 86-48, Rainbow Lighting, who is asking for an exception to
Grapevine Zoning Ordinance 82-73, Section 60.B.C, 2-9, relating to pole sign
specifications.
Tommy Hardy stated that Competitive Flooring who is housed in the same
building as Rainbow Lighting Company, 151 West Northwest Highway, is wanting
to add forty-two square feet (421) to Rainbow's existing 128 square foot
sign.

Robert Hinson of 1807 Redwood Trail, Grapevine, Texas, and co-owner of
Rainbow Lighting Company, took The Oath of Truth and explained that their
sign was in compliance when it was constructed. Mr. Hinson also explained
that because of the location of their business from Highway 114, they must
show business identification.
With no one else to speak for or against the request, Ron Troy made a motion
to close the Public Hearing. Garry Tischler seconded the motion which
prevailed by the following vote:
Ayes: Waldrip, Troy, Tischler, Bigbie, Ferguson
Nays: None
Absent: Thcmpson
After further discussion, Ron Troy made a motion to deny the variance. John
Ferguson seconded the motion which prevailed by the following vote:
Ayes: Troy, Bigbie, Ferguson
Nays: Waldrip, Tischler
Absent: Thanpson
Bill Waldrip asked for another motion. Garry Tischler made a motion to
grant the variance as requested. Motion was denied for lack of a second.
The variance was denied.
BZA 86-49, K. Koelling
The last item of new business was for the Board of Zoning Adjustment to
consider BZA 86-49 submitted by Kendall Koelling.
Tomy Hardy stated that the applicant is requesting a twenty-five foot (25')
front yard instead of the thirty foot (30') for a residence to be
constructed at 3705 Oakwood Drive. The property drops off at the back of
the lot which creates a problem with buildable area.
Sherry Alexander of P. 0. Box 33C, Roanoke, Texas, representing Mr.
Koelling, took The Oath of Truth and explained the lot would be unbuildable
if he had to build on the back portion of the lot which creates a hardship.
Also, there is a drainage problem to the south of the property which creates
a problem of moving the house to the south.
Lou Hillman, of 140 Cross Creek Drive, Grapevine, Texas, took The Oath of
Truth and spoke in regards to the request.
With no one else to speak for or against the request, Garry Tischler made a
motion to close the Public Hearing. John seconded the motion which
prevailed by the following vote:
Ayes: Waldrip, Troy, Tischler, Bigbie, Ferguson
Nays: None
Absent: Thompson
After further discussion, Garry Tischler made a motion to grant the variance
as requested. Ron Troy seconded the motion which prevailed by the following
vote:
Ayes: Waldrip, Troy, Tischler, Bigbie, Ferguson
Nays: None
Absent: Thompson
