The Planning & Zoning Commission of the City of Grapevine, Texas met in Special
Briefing Session on this the 6th day of May, 1997 at 7:00 p.m. in the Planning and
Zoning Conference Room, 200 S. Main Street, 2nd Floor, Grapevine, Texas, with the
following members present to -wit:

CALL TO ORDER
Vice- Chairman Freed called the meeting to order at 7:05 P.M.
ITEM 1. BRIEFING SESSION
Vice - Chairman Darlene Freed announced the Planning & Zoning Commission would
conduct a briefing session relative to the following cases:
Z97 -06 High Point Addition
CU97 -21 MultiRestaurant Concepts, Inc.
P & Z Briefing Session

to discuss development issues.
ADJOURNMENT
After a brief discussion, Vice-Chairman Darlene Freed adjourned the meeting at 7:30
P.M.

Hearing with the City Council, on this the 6th day of May, 1997, in the City Council

Mayor Tate called the joint meeting to order at 7:44 P.M., and Vice - Chairman Darlene
Freed called the Planning & Zoning Commission deliberation session to order at 8:44 P.M.
Z97 -06 HIGH POINT ADDITION
First for the Commission to consider and make a recommendation to the City Council was
Zone Change Request Z97 -06 submitted by Richard Carter to be located at 2820 Hall -
Johnson Road, and proposed to be platted as Lots 1 -31, Block 1, High Point Addition to

K48rCy Reto|iff, City Planner, stated that the applicant is proposing to develop thirty (30)
"R-12.5" Single Family District lots with a density of 1.83 units per acre. The rnininnurn
lot size in the proposed development is 12,5(lO square feet and the largest iS 21,358
square feet. The average 3qu8[8 fO0tOQ8 for all residential |OtS in this proposed
development is 16, 623 square feet. The "R-12.5" Single Family District aUOvvo a
rnaxinnurn density of three dwelling units per acre. The current "R-20" single Family
District zoning aUmvv a a rnexinOumn density 0ftwo dvvaUinQ units per acre.
Staff has received numerous protests against the request. k has been determined 33.24%
of the property owners within 200 feet have opposed the request. Therefore, this will
require a 3/4 (8 members) vote of the City Council to approve the request.
Jackie F|uitt representing FUuhanj Carter presented an overview of the proposed
development, noting that drainage tV the east would be Cut by 2 cubic square feet, the
pond would have a fountain and two overflow drains which one will flow underground to
Hall-Johnson Road and second emergency drain will flow across an easement from Lot 7,
Block 6, VVOVd|8Od Hills Addition, which has yet to be purchased.

Council and Planning &ZoninQ Curnrni98iOn regarding drainage problems and the Deed � 0
Restrictions on the subject property.
With no further questions, guests tospeak, many letters and petitions, the public hearing
was closed.
In the Commission's deliberation session, Chris C»« moved, with o second by Marvin
Balvin, to approve Zone Change Request Z97-06 with conditions that the easement on Lot
7, Block 8, Woodland Hills Addition will be purchased and the City of Grapevine will be
made e port of the Deed Restrictions, which prevailed by the fW|OvvinQ vote:

CU97-21 MULTIRESTAURANT CONCEPTS, LTD.
Next for the Commission to consider and make a recommendation to the City Council was
Conditional Use Request CU97-21 submitted by MuhiReatounant Concepts, Ltd. to be
located at 1000 International Parkway, Dallas/Fort Worth International Airport, Terminal 2E, �
Location .59' Columns 110- 1 12. The applicant is requesting a Conditional Use Permit to
allow the possession, storage, retail uo|o, and on-premise consumption of alcoholic

beverages (beer, wine, mixed drinks), in conjunction with the Dallas /Fort Worth International
Airport, and a waiver to Section 47.E.2, in accordance with Section 47.F.
Marcy Ratcliff, City Planner stated that the applicant proposes to provide alcoholic beverage
service for American Airlines in the American Airlines International First Class Passenger
Lounge located at Terminal 2E, Location .59, Columns 110- 1 12.
Howard Stockwell was present to answer any questions or concerns the City Council or
Commission may have.
With no further questions, guests to speak, nor letters or petitions, the public hearing was
closed.
In the Commission's deliberation session, Steven Newby moved, with a second by Kathy
Martinez, to approve Conditional Use Request CU97 -21, which prevailed by the following
vote:

Freed, Balvin, Stamos, Coy, Martinez, Newby and Fry
Nays:
None
Absent:
Oliver
Next for the Commission to consider and make a recommendation to the City Council and
Planning and Zoning Commission was the Statement of Findings and the Preliminary Plat
application of High Point Addition submitted by Richard Ware Carter. The applicant is
preliminary platting 16.367 acres to allow a Residential Subdivision. The property is
located north of Hall- Johnson Road at Roberts Road. The property is currently zoned "R-
20" Residential and is proposed to be zoned "R- 12.5" Residential.
Chris Coy moved, with a second by Steve Newby, to deny the Statement of Findings of
and the Preliminary Plat application of High Point Addition. The motion prevailed by the
following vote:
Ayes:
Freed, Balvin, Stamos, Coy, Martinez, Newby and Fry
Nays:
None

Oliver
MINUTES - APRIL 10 1997
Next for the Commission to consider were the minutes of the April 10, 1997 Planning and

Zoning Workshop.
Kathy Martinez moved, with a second by Chris Coy, to approve the minutes for the April
10, 1997 Workshop. The motion prevailed by the following vote:
Ayes: Freed, Balvin, Stamos, Coy, Martinez, Newby and Fry
Nays: None
Absent: Oliver
MISCELLANEOUS
Marcy Ratcliff informed the Planning and Zoning Commission of the upcoming Workshop
to be held May 27, 1997 at 6:00 p.m.
ADJOURNMENT
With nothing further to discuss, Marvin Balvin moved to adjourn the meeting at 8:56 p.m.
Chris Coy seconded the motion, which prevailed by the following vote:
