The Planning & Zoning Commission of the City of Grapevine, Texas met in Special
Briefing Session on this the 3rd day of June, 1997 at 7:00 p.m. in the Planning and
Zoning Conference Room, 200 S. Main Street, 2nd Floor, Grapevine, Texas, with the
following members present to-wit:

Chairman Oliver called the meeting to order at 7:05 P.M.
ITEM 1. BRIEFING SESSION
Chairman Larry Oliver announced the Planning & Zoning Commission would conduct
a briefing session relative to the following cases:
CU97-29 The Mills Corporation
to discuss development issues.

ITEM 2. AMENDMENTS TO APPENDIX D, COMPREHENSIVE ZONING
ORDINANCE NO. 82-73, AS AMENDED, SECTION 53 LANDSCAPING REGULATIONS
After brief discussion Chris Coy moved, with a second by Kathy Martinez to recommend
approval of the proposed amendments to Section 53, Landscaping Regulations,
regulations relative to minimum tree size. The motion prevailed by the following vote:
Ayes: Oliver, Balvin, Stamos, Coy, Martinez, Newby, and Fry
Nays: None
ADJOURNMENT
After a brief discussion, Chairman Larry Oliver adjourned the meeting at 7:30 P.M.

PUBLIC HEARING
Mayor Tate called the joint meeting to order at 7:45 P.M., and Chairman Larry Oliver called
the Planning & Zoning Commission deliberation session to order at 8:50 P.M.

CU97-25 - TRES HOMBRES/MILLS CORPORATION
First for the Commission to consider and make a recommendation to the City Council
was Conditional Use Request CU97-25 submitted by Geoffrey Butler of Tres Hombres
located at 2550 Grapevine Mills Circle. Staff recommends the City Council and Planning
and Zoning Commission consider tabling this conditional use request until the June 17,
1997 joint public hearing per the applicant's request.
Marcy Ratcliff, Planner, informed the City Council and Planning and Zoning Commission
that this case was tabled May 20, 1997 to June 3, 1997 at the applicant's request and
is the first submittal associated with outparcel development at the Grapevine Mills Mall
project along State Highway 26. The applicant has requested that the case be tabled
in order to address staff comments that could not be resolved prior to the June 3, 1997
meeting.
With no further questions, guests to speak, nor letters or petitions, the public hearing was
tabled.

Next for the Commission to consider and make a recommendation to the City Council and
Planning and Zoning Commission was the Statement of Findings and the Final Plat
application of Grapevine Mills Addition. The applicant is requesting to table the Statement
of Finding and Final Plat application of Grapevine Mills Addition to June 17, 1997.
This plat was tabled May 20, 1997 to June 3, 1997 at the applicant's request.
With no further questions, guests to speak, nor letters or petitions, the public hearing was
tabled.
CU97-29 - THE MILLS CORPORATION
Next for the Commission to consider and make a recommendation to the City Council was
Conditional Use Request CU97-29 submitted by Erick Collazo for The Mills Corporation,
located at 3000 Grapevine Mills Parkway and platted as Lot 1, Block 1, Grapevine Mills
Addition. The applicant is requesting a Conditional Use Permit to amend the approved site
plan of CU97-18 (Ordinance 97-40) for a Planned Commercial Center in excess of
1,000,000 square feet of gross leasable space to allow for signage, and a waiver to
Section 47.E.2. in accordance with Section 47.F.
Marcy Ratcliff, Planner, stated that Section 25, "CC" Community Commercial District

provides for Planning and Zoning Commission recommendation and City Council approval
of requests that vary from the established regulations associated with Section 60, Sign
Regulations, for Planned Commercial Centers in excess of 1,000,000 square feet. The
following is a breakdown of the signage types and heights requested:

* The forty (40) foot site entry feature signs have been reduced in number from six (6) to
four (4). Signs T.1.05 and T.1.06 are not part of this request because they are off -
premise signs and are not a part of the planned commercial center.
Erick Collazo of The Mills Corporation was present to answer any question from the
Council or Commission regarding the request.
With no further questions, guests to speak, nor letters or petitions, the public hearing was
closed.
In the deliberation session Commission reviewed and discussed each requested sign. The
Commission specifically discussed the merits of the proposed six fifty foot signs and the
one hundred foot entertainment globe. The Commission discussion on the out parcel
tenant signs revolved around the impact to allowing fifty foot signs versus forty foot
signs. The Commission's discussion on the entertainment globe centered on the heights,
location and whether it is a sign or an architectural feature with a small sign.
Steve Stamos moved, with a second by Marvin Balvin, to approve Conditional Use

Request CU97-29, which prevailed by the following vote:

END OF PUBLIC HEARING
Next for the Commission to consider and make a recommendation to the City Council
was Conditional Use Request CU97-20 submitted by Michael Twichell for North Dallas
Retail, LP located at 300 Park Boulevard South and platted as Lots 1-5, Park & Wall
Addition. The applicant is requesting a Conditional Use Permit to amend the approved
planned commercial center site plan of CU96-11 (Ordinance 96-34) for retail
development on Lot 2. The applicant is also requesting a waiver to Section 47.E.2. in
accordance with Section 47.F.
Marcy Ratcliff, Planner, informed the Commission that this case had been tabled at the
May 20, 1997 meeting to address serious concerns about the traffic patterns and cross
access between the existing Chevron Service Station and the proposed drive through
dry cleaners. The Commission requested the applicant to eliminate the signage, remove
the cross access between the Chevron Station and the proposed development and to
redesign the drive through for the dry cleaners on the proposed development of a 3,600
square foot building for personal service and retail development.
The revised site plan eliminates the sign, the cross access with the Chevron Station and
the drive through for the cleaners. The applicant has increased the building size from
3,600 square feet to 4,800 square feet. The applicant proposes to develop 23 parking
spaces. The revisions include a new site plan, exterior building elevations and landscape
plan.
In the Commission's deliberation session, Chris Coy moved, with a second by Marvin
Balvin, to approve Conditional Use Request CU97-20, which prevailed by the following
vote:
Ayes: Oliver, Balvin, Stamos, Coy, Martinez, Newby and Fry

With nothing further to discuss, Steve Stamos moved to adjourn the meeting at 8:50 p.m.
