The Planning & Zoning Commission of the City of Grapevine, Texas met in Special Briefing
Session on this the 2nd day of September, 1997 at 7:00 p.m. in the Planning and Zoning
Conference Room, 200 S. Main Street, 2nd Floor, Grapevine, Texas, with the following
members present to-wit:

Chairman Oliver called the meeting to order at 7:05 P.M.
ITEM 1. BRIEFING SESSION
Chairman Larry Oliver announced the Planning & Zoning Commission would conduct a
briefing session relative to the following cases:
CU97-43 Grapevine/Colleyville I.S.D.
SU97-09 Paging Network of Dallas/Fort Worth
Z97-17 Roy Stewart
P & Z Briefing Session
September 2, 1997
to discuss development issues.
ADJOURNMENT
After a brief discussion, Chairman Larry Oliver adjourned the meeting at 7:15 P.M.

The Planning and Zoning Commission of the City of Grapevine, Texas, met in Joint Public
Hearing with the City Council, on this the 2nd day of September, 1997, in the City Council
Chambers, 200 South Main Street, Grapevine, Texas, with the following members present

Commissioner Stephen Newby offered the Invocation.
Mayor Tate called the joint meeting to order at 7:50 P.M., and Chairman Larry Oliver called
the Planning & Zoning Commission deliberation session to order at 8:08 P.M.

CU97 -43 - GRAPEVINE /COLLEYVILLE INDEPENDENT SCHOOL DISTRICT
First for the Commission to consider and make a recommendation to the City Council was
Conditional Use Request CU97 -43 submitted by Larry Groppel for the Grapevine /Colleyville
Independent School District to be located at 4344 Heritage Avenue and platted as Lots 1 and
2, Block 1, Minters Chapel United Methodist Church Addition. The applicant is requesting
a conditional use permit to allow two move -in buildings to be utilized for the
Grapevine /Colleyville Independent School District's Bridges Program, and a waiver to
Section 47.E.2 in accordance with Section 47.F.
Tommy Hardy, Director of Development Services, stated that the Bridges Program is a
program developed for "At- Risk" students which provides them an opportunity to attend
school in an alternative academic setting in order to complete the necessary coursework
required for high school graduation. No more than thirty students will attend each of the two
sessions provided during the day.
Mr. Hardy introduced Marilyn Rice, Coordinator of Student Support Services with the
Grapevine /Colleyville Independent School District. Ms. Rice informed the City Council and
Planning and Zoning Commission that there is an A.M. and a P.M. session with a
student/teacher ratio of 10 -1. The buildings will become the property of the Church after a
2 year period.
With no further questions, guests to speak, one letter of opposition, the public hearing was
closed.
In the Commission's deliberation session, Marvin Balvin moved, with a second by Chris
Coy, to approve Conditional Use Request CU97 -43, which prevailed by the following vote:
Ayes:
Freed, Balvin, Coy, Martinez, Newby, and Fry
Nays:
None

SU97 -09 PAGING NETWORK OF DALLAS /FORT WORTH INC
Next for the Commission to consider and make a recommendation to the City Council was
Special Use Request SU97 -09 submitted by Paging Network of Dallas /Fort Worth, Inc.
located at 1650 West College Street and platted as Lot 2, Block A, Grapevine Medical
Center Addition. The applicant was requesting to allow the installation of three (3) wireless
communications antennas to be utilized for paging to the building rooftop of Baylor Medical
Facility, along with accessory equipment to be placed within the existing elevator

equipment penthouse and a waiver to Section 47.E.2 in accordance with Section 47.F.
Tommy Hardy, Director of Development Services, informed the City Council and Planning
and Zoning Commission that the applicant is proposing a total of three (3) antennas to be
attached to the elevator equipment penthouse located on the roof of the professional
building. The antennas will have heights of 14 feet 5 inches, 8 feet 4 inches, and 8 feet 4
inches. The tallest antenna will protrude nine (9) feet above the roofline of the existing
equipment penthouse and the two shorter antennas will protrude six (6) feet above the
roofline of the existing equipment penthouse.
Ward Wilson of Paging Network of Dallas /Fort Worth was introduced to answer questions.
The City Council and Planning and Zoning.
With no further questions, guests to speak, no letters or petitions, the public hearing was
closed.
In the Commission's deliberation session, Stephen Newby moved, with a second by Kathy
Martinez, to approve Special Use Request SU97 -09, which prevailed by the following vote:
Ayes: Oliver, Freed, Balvin, Coy, Martinez, Newby and Fry
Nays: None
Next for the Commission to consider and make a recommendation to the City Council was
Zone Change Request Z97 -17 submitted by Philip Morley of Morley Architects located at
1125 Ball Street and platted as Lot 4R, Block 2, Bellaire Addition. The applicant is
requesting to rezone 0.6335 acres from "CN" Neighborhood Commercial District to "PO"
Professional Office District in accordance with a site plan to allow the construction of a
4,896 square foot office building.
Tommy Hardy, introduced Philip Morley of Morley Architects to answer any questions from
the City Council and Planning and Zoning Commission.
With no further questions, guests to speak, nor letters or petitions, the public hearing was
closed.
In the Commission's deliberation session, Darlene Freed moved, with a second by Marvin

Balvin, to approve Zone Change Request Z97-17, which prevailed by the following vote:
Ayes: Oliver, Freed, Balvin, Coy, Martinez, Newby, and Fry
Nays: None

ADJOURNMENT
With nothing further to discuss, Stephen Newby moved to adjourn the meeting at 8:12 p.m.,
Kathy Martinez seconded the motion, which prevailed by the following vote:
Ayes: Oliver, Freed, Coy, Martinez, Newby, Fry and Dunn
Nays: None
PASSED AND APPROVED BY THE PLANNING AND ZONING COMMISSION OF THE
CITY OF GRAPEVINE, TEXAS, ON THIS THE 16TH DAY OF SEPTEMBER, 1997.
