Mayor Tate called the joint meeting to order at 7:34 P.M., and Chairman Larry Oliver called 1 P & Z Joint Public Hearing November 18, 1997 the Planning & Zoning Commission deliberation session to order at 8:54 P.M. CU97-53 KIT CAMPBELL First for the Commission to consider and make a recommendation to the City Council was Conditional Use Request CU97-53 submitted by Kit Campbell for property located at 617 East Dallas Road and platted as Lot 1, Block 1, Pioneer Addition. The applicant is requesting a conditional use permit to allow for outside storage in conjunction with a truck and van leasing facility, and a waiver to Section 47.E.2 in accordance with Section 47.F. Tommy Hardy, Director of Development Services, stated that the applicant proposes an 11,700 square foot office/service repair building. Mr. Kit Campbell representing the applicant, was available for questions regarding the application. With no further questions, guests to speak, nor letters or petitions, the public hearing was closed. In the Commission's deliberation session discussion was held regarding Spill Prevention Control and Counter (SPCC) requirements of the self contained storage vaults. Fire Chief, Bill Powers, informed the Commission that the City requirements for these tanks are the same as the SPCC. With no further discussion, Stephen Newby moved, with a second by Chris Coy, to approve Conditional Use Request CU97-53 with a waiver to Section 47.E.2 in accordance with Section 47.F., which prevailed by the following vote: Ayes: Oliver, Freed, Coy, Martinez, Newby, Fry and Dunn Nays: None CU97-55 GRAPEVINE KAWASAKI Next for the Commission to consider and make a recommendation to the City Council was Conditional Use Request CU97-55 submitted by Phil Morley of Morley Architects located at 418 East Northwest Highway and platted as Lot 1, Block 2, A.F. Leonard Addition. The applicant was requesting a Conditional Use Permit to amend the approved site plan of CU97-04 (Ord. Number 97-23) for automotive sales and service for motorcycles, all terrain vehicles and watercraft, specifically to allow the relocation of an existing twenty (20) foot pole sign, and a 126 square foot outside display area along Northwest Highway, to be 91 P & Z Joint Public Hearing November 18, 1997 utilized during business hours only, and a waiver to Section 47.E.2. in accordance with Section 47.F. Tommy Hardy, Director of Development Services, stated that the applicant has filed an application with the Board of Zoning Adjustments (BZA97 -29) requesting a variance to the City of Grapevine Comprehensive Zoning Ordinance 82 -73, Section 60.J.5., Sign Standards, which requires a ten (10) foot setback for on- premise pole signs in the "HC" Highway Commercial District. The applicant has requested a six (6) foot variance to the ten (10) foot setback requirement for an on- premise pole sign. If the Board of Zoning Adjustment approves the request, it would allow the proposed twenty (20) foot pole sign to be located four (4) feet from the western property line, as shown on the site plan. In the Commission's deliberation session, Darlene Freed moved, with a second by Stephen Newby, to approve Conditional Use Request CU97 -55 with a waiver to Section 47.E.2 in accordance with Section 47.F. with the condition that the moveable planters on the sidewalk surrounding the building be eliminated and the outside display be approved for the sidewalk area only, which prevailed by the following vote: Ayes: Oliver, Freed, Coy, Martinez, Newby, Fry and Dunn Nays: None CU97 -57 PAVESTONE COMPANY Next for the Commission to consider and make a recommendation to the City Council was Conditional Use Request CU97 -57 submitted by Paul Marshall of Pavestone Company located at 3215 State Highway 360 and platted as Lot 1R, Block 1, Pavestone Industrial Addition. The applicant was requesting to amend the approved site plan of CU95 -30 (Ord. Number 95 -95) with outside storage, in conjunction with a manufacturing establishment, specifically to reduce the overall square footage of the future production facilities from 72,000 square feet to 55,403 square feet, the addition of a new mixer which will be housed within a forty -two (42) foot high penthouse, and a waiver to 3 P & Z Joint Public Hearing November 18, 1997 Section 47.E.2 in accordance with Section 47.F. Tommy Hardy, Director of Development Services, stated that the applicant is requesting to revise the previously approved request and is proposing an expansion of only 4,209 square feet, a total reduction of 16,597 square feet. The proposed expansion will be constructed of concrete tilt wall panels to match the facade of the existing facility and will be utilized for additional drying racks for the concrete pavers. All the production facilities are contained within enclosed buildings and there are no proposed changes to the outside storage areas. In addition to the proposed 4,209 square foot production facility expansion, the applicant was requesting approval to replace the current mixer within the OMAG plant. The newer model mixer is taller than the current one and will protrude through the existing roof, which necessitates the construction of a forty-two (42) foot high penthouse, in order to enclose the mixer within the building. The penthouse will be six and one-half (6 1/2) feet lower than the existing cement silo and constructed of metal siding to match the existing panels. Mr. Ed Kellie and Mr. Paul Marshall representing the applicant, were available for questions regarding the application. In the Commission's deliberation session, Kathy Martinez moved, with a second by Stephen Newby, to approve Conditional Use Request CU97-57 with a waiver to Section 47.E.2 in accordance with Section 47.F. with the condition that a ten (10) foot landscape easement with similar tree size and spacing as along the north property line be installed along the State Highway 360 service road, which prevailed by the following vote: Ayes: Oliver, Freed, Coy, Martinez, Newby, Fry and Dunn Nays: None Z97-22 & CU97-60 BASS PRO Next for the Commission to consider and make a recommendation to the City Council was Zone Change Request Z97-22 submitted by Erick Collazo for Grapevine Mills Residual L.P. and Conditional Use Request CU97-60 submitted by Geoffrey Butler of Butler Rosenbury S P & Z Joint Public Hearing November 18, 1997 and Partners located at 2401 & 2501 Bass Pro Drive and proposed to be platted as Lots 1, 2, and 3, Block 1, Grapevine Mills Addition Phase 2. The applicant was requesting a Zone Change Request to rezone 11.825 acres from "PCD" Planned Commerce Development District and 26.43 acres from "HCO" Hotel /Corporate Office District to "CC" Community Commercial District. The applicant was also requesting a Conditional Use Permit to amend the approved site plan of CU97 -42 (Ordinance 97 -92) for a Planned Commercial Center in excess of 1,000,000 square feet of gross leasable space, specifically to establish a Phase 2 development incorporating 38.255 acres into the Grapevine Mills Mall Planned Commercial Center to include the establishment of a 175,538 square foot retail building (Bass Pro Shops Outdoor World) for the retail sale of sporting goods, boat and RV sales and service, an indoor pistol, rifle, and archery range, a restaurant with the possession, storage, retail sale, and on- premise consumption of alcoholic beverages (beer, wine and mixed drinks), three - -40 foot pole signs, one - -115 foot by 240 foot roof sign, and a waiver to Section 47.E.2. in accordance with Section 47.F. Mrs. Janet Briel and Mr. Geoffrey Butler representing the applicants, were available for questions regarding the application. In the Commission's deliberation session, Herb Fry moved, with a second by Darlene Freed, to approve Zone Change Request Z97 -22 and Conditional Use Request CU97 -60 with a waiver to Section 47.E.2 in accordance with Section 47.F. , which prevailed by the following vote: Ayes: Oliver, Freed, Coy, Martinez, Newby, Fry and Dunn Nays: None CU97 -61 EMBASSY SUITES Next for the Commission to consider and make a recommendation to the City Council was Conditional Use Request CU97 -61 submitted by Geoffrey Butler of Butler, Rosenbury and Partners in conjunction with Grapevine Mills Residual L.P. located at 2501 Bass Pro Drive and proposed to be platted as Lot 1, Block 1, Grapevine Mills Addition Phase 2. The applicant is requesting to amend the approved site plan of CU97 -42 (Ordinance 97 -92) for a 5 P & Z Joint Public Hearing November 18, 1997 Planned Commercial Center in excess of 1,000,000 square feet of gross leasable space on the Phase 2 portion of the Grapevine Mills Mall Planned Commercial Center specifically to establish an 83,840 square foot, twelve story, 325 room hotel (Embassy Suites Hotel) with 20,000 square feet allocated for convention and meeting rooms, to include a restaurant with the possession, storage, retail sale, and on-premise consumption of alcoholic beverages (beer, wine and mixed drinks), two 40 foot pole signs, and a waiver to Section 47.E.2. in accordance with Section 47.F. Mrs. Janet Briel and Mr. Geoffrey Butler representing the applicants, were available for questions regarding the application. The applicant is requesting to amend the approved site plan of CU97 -42 (Ordinance 97 -92) for a Planned Commercial Center in excess of 1,000,000 square feet of gross leasable space, specifically to establish 39,870 square foot retail building for furniture sales (Rooms to Go) in the Phase 1, outparcel area of the Grapevine Mills Planned Commercial Center, and a waiver to Section 47.E.2. in accordance with Section 47.F. Kathy Martinez moved, with a second by Paul Dunn, to approve the minutes for the October 21, 1997 meeting.
