Mayor Tate called the joint meeting to order at 7:30 p.m., and Chairman Larry
Oliver called the Planning and Zoning Commission deliberation session to order
at 8:09 p.m.
INVOCATION
Commissioner Chris Coy offered the Invocation.
PUBLIC HEARING
First for the Commission to consider and make a recommendation to the City
Council was Conditional Use Request CU97 -52 submitted by Michael Twichell
located at 1700 State Highway 121 North and platted as Lot 1, Block 1, Bethel
Center. The applicant was requesting to amend the approved site plan of CU97-

24 (Ord. 97-51) for a planned commercial center, specifically to allow the
possession, storage, retail sales and off-premise consumption of alcoholic
beverages (beer and wine only), in conjunction with a convenience store,
gasoline sales, fast food restaurant, a forty (40) foot pole sign, and a waiver to
Section 47.E.2. in accordance with Section 475.
The applicant was proposing the development of a 6,254 square foot
convenience store with gasoline sales and a fast food restaurant. The applicant
is also proposing a 4,900 square foot future retail building located on the same
lot.
Mr. Michael Twichell requested favorable consideration of the application.

CU98-01 — FARHAT BROTHERS, INC.
Next for the Commission to consider and make a recommendation to the City
Council was Conditional Use Request CU98-01 submitted by Mike Farhat
located at 3501 Grapevine Mills Parkway and platted as Lot 1, Block A, Magic
Mikes Addition. The applicant was requesting to allow for the possession,
storage, retail sales and off-premise consumption of alcoholic beverages (beer
and wine only), in conjunction with a convenience store, fast food restaurant, car
wash, gasoline sales, a thirty-five (35) foot pole sign, and a waiver to Section
47.E.2. in accordance with Section 47.F.
The applicant was proposing a two-story, 7110 square foot fast food restaurant
and convenience store, in conjunction with alcoholic beverage and gasoline
sales.
Mr. Mike Farhat requested favorable consideration of the application.

In the Commission's deliberation session Chris Coy moved, with a second by
Stephen Newby, to approve Conditional Use Request CU98 -01 with the condition
that the required trees be from the City's Recommended Tree List, with a waiver
to Section 47.E.2 in accordance with Section 471, which prevailed by the
following vote:

CU98 -05 —ABLE MACHNIERY MOVERS INC.
Next for the Commission to consider and make a recommendation to the City
Council was Conditional Use Request CU98 -05 submitted by Eugene Mason
located at 600 Westport Parkway and platted as Lot 1, Block 1, Westport
Business Park. The applicant was requesting to allow for outside storage in
conjunction with a 58,775 square foot, office /warehouse facility, and a waiver to
Section 47.E.2. in accordance with Section 47.F.
The applicant also proposes to construct a 13 -foot tilt -wall, exposed aggregate,
screening fence along Westport Parkway to the west of the building for security
and aesthetic reasons. This request will require a variance from the Building
Board of Appeals at their May 11, 1998 public hearing to exceed the maximum
fence height of eight feet and will require a second reading of the ordinance by
Council at the May 19, 1998 joint public hearing.
Mr. Bob Day requested favorable consideration of the application.

Next for the Commission to consider and make a recommendation to the City
Council was Conditional Use Request CU98 -06 submitted by Brian Jones
located at 1202 William D. Tate Avenue and platted as Lot E, Block 1, Towne
Center 1. The applicant was requesting to amend the approved site plan of

CU92-05 (Ordinance 92-24) for the possession, storage, retail sale, and on-
premise consumption of alcoholic beverages (beer, wine, and mixed drinks) in
conjunction with a restaurant, specifically to allow the placement of a 20-foot, on-
premise pole sign, and a waiver to Section 47.E.2. in accordance with Section
47.F.
Mr. Brian Jones requested favorable consideration of the application.

Next for the Commission to consider and make a recommendation to the City
Council was Conditional Use Request CU98-07 submitted by Dennis Robinson
located at 3000 Grapevine Mills Parkway #529 and platted as Lot 1, Block 1,
Grapevine Mills Addition Phase 1. The applicant was requesting to amend the
approved site plan of CU98-03 (Ordinance 98-17) for a planned commercial
center in excess of 1,000,000 square feet of gross leasable area, specifically to
establish a 6,337 square foot restaurant (Corner Bakery) to be located within the
Grapevine Mills Mall proper with the possession, storage, retail sale, and on-
premise consumption of alcoholic beverages (beer, wine, and mixed drinks), and
a waiver to Section 47.E.2. in accordance with Section 47.F.
Mr. Dennis Robinson requested favorable consideration of the application.

SU98 -02 — JULIAN AND VALERIE HEAD
Next for the Commission to consider and make a recommendation to the City
Council was Conditional Use Request SU98 -02 submitted by Julian Head located
at 205 East College Street. The applicants propose to establish a bed and
breakfast in the existing single family residence. Issues associated with a
proposed ground sign on the site arose after the case had been set for public
hearing and could not be resolved prior to the public hearing, thus the applicant's
request to be tabled to the April 21, 1998 joint public hearing and take any other
action necessary.
With no further questions, the public hearing was tabled.
FINAL PLAT — LOTS 1 R THRU 3R HIGH OAKS ESTATES
Next for the Commission to consider and make recommendation to the City
Council was the Statement of Findings and Final Plat application of Lots 1 R thru
3R, High Oaks Estates submitted by Ben Johnson. The applicant was final
platting 4.356 acres to reduce the number of residential lots from four to three.
The property is located on the southeast corner of Roberts Road and Hall -
Johnson Road. The property is currently zoned "R -20" Single Family.

AMENDMENTS TO THE GRAPEVINE CODE OF ORDINANCES APPENDIX D
SECTION 28A "HGT" HISTORIC GRAPEVINE TOWNSHIP DISRICT SECTION
47 SITE PLAN REVIEW AND SECTION 60 SIGN REGULATIONS
Next for the Commission to consider and make a recommendation to the City
Council was the amendments to Appendix D, City of Grapevine Comprehensive
Zoning Ordinance 82 -73, specifically to establish Section 28A, "HGT" Historic
Grapevine Township District and by amending Section 47 Site Plan Review and
Section 60 Sign Regulations relative to appropriate revisions reflective of the
development criteria of the new district.

During the past year, several worksessions with Council and the Planning and
Zoning Commission have been conducted to discuss and evaluate the various
development parameters associated with the creation of this new district. The
last worksession, a joint session with Council and the Planning and Zoning
Commission which occurred on February 3, 1998, recommended the addition of
a side yard requirement and the elimination of all conditional uses except for bed
and breakfast facilities to the district. Section 47, Site Plan Review and Section
60, Sign Regulations was also submitted for consideration with the appropriate
revisions reflective of the development criteria of this new district.
The proposed new Historic Grapevine Township District was drafted to provide
extra land use control for historic Grapevine in an area where boundaries are
approximately Northwest Highway, Ball Street, Cotton Belt Railroad, Austin and
Woods Street. The proposed district would add additional control in uses that
would require a conditional use to insure the preservation of a historic building in
the Historic Grapevine Township District. It also takes into account an area
which is unusual and somewhat difficult to develop in that it gives the Council
and the Planning and Zoning Commission the ability to vary from the design
criteria such as parking lot development, yard requirements, and screening and
buffering of the development.

Stephen Newby, to approve the Amendments to the Grapevine Code of
Ordinances, Appendix D, Section 28A "HG7 Historic Grapevine Township
District, Section 47, Site Plan Review and Section 60 Sign Regulations with the
addition of a Wine Tasting Facility permited as a Conditional Use, which
prevailed by the following vote:

Next for the Commission to consider and make recommendation to the City
Council was the Statement of Findings and Preliminary Plat application of Lot 1,
Block 1, Magic Mikes Addition submitted by David C. Dick. The applicant was
preliminary platting 1.492 acres for the development as a gas
station/convenience store. The property is located on the northeast corner of
Grapevine Mills Boulevard North and FM 2499. The property is currently zoned

property is located on the northwest corner of Euless- Grapevine Road and the
future Westport Parkway. The property is currently zoned "LI" Light Industrial.

Next for the Commission to consider and make recommendation to the City
Council was the Statement of Findings and Preliminary Plat application of Driskill
Place submitted by Phifer and Associates. The applicant was preliminary platting
34.642 acres for the future development of a commercial center. The property is
located on the southeast corner of William D. Tate Avenue and Hall-Johnson
Road. The property is currently zoned "PCD" Planned Commerce Development.

Paul Dunn, to approve the Statement of Findings and Preliminary Plat

Next for the Commission to consider and make recommendation to the City

1, Wall Street Addition submitted by Tim Lancaster. The applicant was final
platting 0.737 acres for the development of an office building. The property is
located on the south side of Wall Street, west of Ball Street. The property is
currently zoned "PO" Professional Office.

AMENDMENTS TO THE GRAPEVINE CODE OF ORDINANCES, APPENDIX D.
SECTION 26 "HC" HIGHWAY COMMERCIAL, SECTION 28 "CBD" CENTRAL
BUSINESS DISTRICT AND SECTION 60 SIGN REGULATIONS
Next for the Commission was to consider was setting a public hearing for
amendments to Appendix D, City of Grapevine Comprehensive Zoning
Ordinance 82-73, specifically changes to Section 26, "HC" Highway Commercial
District, Section 28, "CBD" Central Business District, and Section 60, Sign
Standards.
Section 26, "HC" Highway Commercial District has two distinct sets of permitted
and conditional use categories based on whether or not the property in question

has driveway access and frontage along a State Highway /Central Avenue. If
property has frontage along a State Highway /Central Avenue, the permitted use
category cumulatively includes the permitted uses allowed in the "CC"
Community Commercial District, "PO" Professional Office District, "CN"
Neighborhood Commercial District, and "LB" Limited Business District. This
cumulative inclusion of less intensive uses does not currently apply to those
areas zoned "HC" Highway Commercial District that do not have driveway
access and frontage along a State Highway /Central Avenue. It is Staff's opinion
that the less intensive uses that are a part of the "PO" Professional Office District
would be applicable to those areas zoned "HC" Highway Commercial District that
do not have driveway access or frontage along a State Highway /Central Avenue.
Staff recommends a change to the "HC" Highway Commercial District that will
allow any permitted use in the "PO" Professional Office District for property
zoned "HC" Highway Commercial District that does not have drive access or
frontage along a State Highway /Central Avenue.
At the February 17, 1998 joint public hearing, a zone change request and
conditional use request rezoning a small lot from "CBD" Central Business District
to "GV" Grapevine Vintage District for a wine tasting facility with on- and off -
premise consumption of alcoholic beverages (wine only) was approved by
Council. Due to the evolving nature of businesses located within the "CBD"
Central Business District and the future possibility of more requests for
wineries /wine tasting facilities in the area, it is Staff's opinion that an amendment
to the "CBD" Central Business District regulations allowing wineries and wine
tasting facilities as a conditional use is a more equitable solution than to
encourage a zone change to "GV" Grapevine Vintage District and seek multiple
variances to the lot in question. Staff recommends a change to the "CBD"
Central Business District regulations to allow wineries and wine tasting facilities
as a conditional use.
Section 60, Sign Standards currently . allows on- premise ground signs in
residentially zoned districts in conjunction with churches, parks, playgrounds,
multifamily dwellings and neighborhood day care centers. It does not however,
allow on- premise signs for bed and breakfast facilities that are located in
residentially zoned districts. An application has been received to establish a bed
and breakfast at 205 East College Street and an on- premise ground sign is part
of the request. Staff recommends a change to Section 60, Sign Regulations that
will allow the inclusion of an on- premise ground sign as part of the Special Use
Permit/site plan review process for bed and breakfast facilities in residentially
zoned districts.

February 5, 1998 workshop. The motion prevailed by the following vote:

Next for the Commission to consider were the minutes of the February 17, 1998
