The Planning and Zoning Commission of the City of Grapevine, Texas met in
Workshop on this the 21st day of September, 1998, in the Conference Room, 200 S.
Main Street, 1 st Floor, Grapevine, Texas with the following members present -to -wit:

CALL TO ORDER
Chairman Larry Oliver called the Workshop to order at 6:15 p.m.
DISCUSSION REGARDING SECTION 60 SIGN STANDARDS
First for the Commission to consider was the proposed amendments to Section 60,
Sign Standards. Under the current sign ordinance, signage is not regulated in the
"GU" Governmental Use District. Staff was given direction from Sharron Spencer to
revise the sign ordinance to allow the regulation of signage in the "GU"
Governmental Use District. The proposed amendments to the sign ordinance would
require any signs within a "GU" Governmental Use District, to meet the sign
requirements of the most restrictive adjacent or contiguous district, except wall,
ground, or monument signs are permitted for public schools adjacent to any district.

Signs of a duly constituted governmental body, for traffic or similar regulatory
devices, legal notices, warnings at railroad crossings, recreational scoreboards for
football, baseball fields or other sports attractions, and city park signage; and other
instructional or regulatory signs having to do with health, hazards, parking, dumping,
etc., would be exempt from the requirements of Section 60, Sign Standards.
After brief discussion Stephen Newby moved, with a second by Herb Fry to
authorize staff to set a public hearing to consider the recommended amendments to
Section 60, Sign Standards. The motion prevailed by the following vote:
Ayes: Oliver, Coy, Martinez, Newby, Fry, Busbee and Murray
Nays: None
CONTINUED DISCUSSION REGARDING SECTION 26, "HC" HIGHWAY
COMMERCIAL DISTRICT
Next for the Planning and Zoning Commission was to continue discussion regarding
Section 26, "HC" Highway Commercial. City Council has directed staff to review and
suggest amendments to the "HC" Highway Commercial District along the Northwest
Highway corridor, in an effort to revitalize and redevelop this area.
Discussion was held on the following items:
Types of uses in the District.
Moving some of the permitted uses to conditional uses.
Removing some of the more intense uses from the conditional use list.
Requiring all outside storage to be located behind the buildings.
Restricting screening fences to be of masonry construction.
Limiting the number of vehicles on a car lot.
After the discussion the Planning and Zoning Commission choose not to take any
action regarding Section 26, "HC" Highway Commercial and would continue the
discussion at the next Planning and Zoning Workshop.
DISCUSSION REGARDING SECTION 49, SPECIAL USE PERMITS
Next for the Planning and Zoning Commission to consider was the proposed
amendments to Section 49, Special Use Permits relative to Gas and Oil Well Drilling
and Production in any Nonresidential District.
Discussion was held regarding an application submitted, but since withdrawn,
regarding gas drilling in the northeast portion of the City.

After brief discussion Chris Coy moved, with a second by Kathy Martinez to
authorize staff to set a public hearing to consider the deletion of gas and oil well
drilling and production in any nonresidential district. The motion prevailed by the
following vote:
Ayes: Oliver, Coy, Martinez, Newby, Fry, Busbee and Murray
Nays: None
DISCUSSION REGARDING SECTION 26 "CBD" CENTRAL BUSINESS DISTRICT
Next for the Planning and Zoning Commission to consider was the proposed
amendments to Section 26, "CBD" Central Business District. Under the current
"CBD" Central Business District, a conditional use permit is required for studios for
the creations of crafts, furniture, and heritage arts, which are homemade or
handcrafted. Such use is limited to 20 percent of the total floor area of the permitted
use. The proposed amendments would not limit the percent of floor area utilized by
artisan studios, for the creation of crafts, furniture, and handmade or handcrafted
arts.
After brief discussion Herb Fry moved, with a second by Stephen Newby to
authorize staff to set a public hearing to consider the amendments to Section 26,
"CBD" Central Business District. The motion prevailed by the following vote:
Ayes: Oliver, Coy, Martinez, Newby, Fry, Busbee and Murray
Nays: None
DISCUSSION REGARDING THE APPOINTMENT OF A PLANNING AND ZONING
COMMISSION MEMBER AS REPRESENTATIVE TO THE HISTORIC
PRESERVATION COMMISSION
Chairman Larry Oliver asked for a volunteer to represent the Planning and Zoning
Commission on the Historic Preservation Commission. There were no volunteers,
therefore Chairman Larry Oliver appointed Cathy Martin to this position.
DISCUSSION REGARDING PROCEDURAL POLICIES
Chairman Larry Oliver went over the procedural policies with the Commission.

With nothing further to discuss, Stephen Newby moved to adjourn the meeting at
8:02 p.m., Chris Coy seconded the motion, which prevailed by the following vote:
