The Planning and Zoning Commission of the City of Grapevine, Texas met in a
workshop session Monday, January 28, 1985, at 7:00 P.M. in the Conference
Room, Room 204, of the Police-Library Building, 307 West Dallas Road, with
the following members of the Planning and Zoning Commission, Ordinance
Mop-Up Committee present, to wit:

Chairman Spencer declared that the meeting was in session and stated the
procedures and purposes of the meting. The Committee reviewed and made
recommendations for amendments to the following draft copy sections of the
Comprehensive Zoning Ordinance.
There was discussion relative to Conditional Uses.
The item changes in this section were suggested as follows:
Item A, Permitted Uses, Number 4, It was suggested to eliminate the words,
governmental and administrative use.. It was also suggested to eliminate
Numbers 5 and 6 from this item.
Item B, Accessory Uses, Number 2, the words advertising uses on the
premises are to be inserted following the word Signs.
Item C, Conditional Uses, It was suggested to eliminate Number 4d.
Item F, Density Requirements, Number 5, Maximum Impervious Surface, it was
recommended to change (4 0) percent to (70) percent.
Item K, Off-Street Parking, It was suggested to change (10) feet to (50)
feet and (5) feet to (10) feet.
SECTION 53 - LANDSCAPING REGULATIONS
Item A, Purpose, It was suggested to eliminate the words the functional and
to change the word landscape to landscaping. It was also suggested to
change the last sentence to read as follows: These regulations provide
standards and criteria for new landscaping which are intended to enhance
the value of property, promote the welfare, and improve the physical
appearance of the City.
Item B, Scope, The zoning codes R-20, R-7.5 and R-12.5 are to be inserted
before the words siLi2le family.
Item C, Enforcement, It was suggested to change the words Director of
Public Works or his designee to Director of Community Development.
Item E, Landscape Plans, It was suggested

Itern I, Landscaping Requirements for Non-Vehicular Open Space, Number 1, It
was suggested to insert the word LLying before the word landscape. Number
3 b., It was suggested to change (10) percent to (15) percent.
MISCELLANEOUS DISCUSSION
Following discussion and suggested amendments to the sections of the
Comprehensive Zoning Ordinance, it was mentioned that in the next "CMUC"
CamLittee meting, discussion will be relative to the Sign Ordinance, more
specifically (Off-premise and Portable) signs.
There being no further review or recommended amendments to the sections of
the Comprehensive Zoning Ordinance, the meeting was considered adjourned at
approximately 9:20 P.M.

Chairman Spencer declared the meting was in session and stated the
procedures and purposed thereof. The Committee was to review the
amendments made by the Ordinance Mop-Up Committee of the Planning and
Zoning Commission with regard to the Comprehensive Zoning Ordinance.

The OMUC Ccra-aittee has really not made any changes in this whatsoever.
There's really not a whole lot that can be done. Marlin Smith has drafted
this very closely in line with the College Station Ordinance; which, .. has
stood up in court.
We do expect a change in paragraph E, as relates to the payment of cash in
lieu of open space. The College Station Ordinance has a provision giving
their City Council the right to veto any offer of cash in lieu of land. In
other words, they had the right to determine which of the two it would be.
The OMC Committee does not read the Grapevine Ordinance in that way,
therefore, Marlin is going to clarify it and give the Council the absolute
clear cut right.
You will note that the Parks and Recreation Board has met and they have had
a change of heart, and decided this is a good idea and they will support it
after all. Parks is mainly concerned with Item 3, which deals with
maintenance over the years for open space which would be kept as a private
area onto a specific subdivision without dedicating it to the City.
Apparently two (2) of their members lived in other states, and were
involved in a situation like this, and after ten (10) to twelve (12) the
private open space land had the appearance of a ghetto. It appears that as
the homes are resold, after a number of years, the new homeowners really do
not want anything to do with this open space area and its upkeep. Parks
and recreation is extremely concerned about this. This needs to be worked
out in a workshop or something!
Item 4, is something that we will probably also get into in a workshop.
They are wanting the nuxdmum size tract to be 2/3 acre rather than 15,000
square feet. This is a size that is workable; it is a developable size
which will provide more amenities. It is not so small that they have
difficulty getting things in there and still have room enough. Kevin has
pretty well dug his heels in on Item 4, and that is that. Parks and
Recreation further feels that the 1/2 mile radius distance from subdivision
should be extended.
Section 21, B delete the following wording: "except for customary home
occupations"

The above mentioned changes, deletions, etc, were gone over with the
Planning and Zoning Commissions in this Workshop Session by Chairman,
Spencer. The changes (except keeping the term "Density") were made by the
Ordinance Mop-Up Committee and read to the Planning and Zoning Commission
Members. At this point in this workshop the numbers or acres of land
necessary to build a shopping area in the CN District was discussed. At
present the acreage is set at (5) acre parcels. The members took an
informal vote and arrived at (8) acre parcels for this district, which
would only take effect if the LB District was not made a part of the
current commercial zoning in the City. If the TB District is made a part
of the zoning ordinances, they would recommend that the acreage for CN be
only (5) acres.

At this time Mr. Tommy Hardy, suggested that developers/builders be

As this completes sections gone over by the Planning and Zoning Commission
at this workshop session, Chairman Spencer asked for a motion to have Tony
Wiles incorporate into his word processor all changes and suggestions, and
request a workshop with the Council, Planning and Zoning, Tony Wiles and
Marlin Smith at the first possible date so that the previously mentioned
questions can be ironed out. Mr. Ron Cook requested that Tony Wiles meet
with the Planning and Zoning Commission first, before any workshop with the
Council. Mr. Harlen Joyce made a motion to the effect that the Planning
and Zoning Commission meet with Tony Wiles at the first possible date to
go over questions and suggestions from the Planning and Zoning Can-nission.
This being prior to any meeting with the Council. This motion was seconded
by Mr. Ron Cook, and prevailed by the following vote, to wit:
Ayes: Spencer, Cook, Joyce, Norman, Wilbanks, Atkins
and Engholm
Nays: None
After a short period of discussion, Chairman Spencer asked for a motion to
adjourn this workshop meeting. A motion to adjourn was made by Mr. Ron
Cook, which prevailed by the following vote:
Ayes: Spencer, Cook, Joyce, Norman, Wilbanks, Atkins
and Ehgholm
Nays: None
The workshop meting adjourned at approximately 9:35 P.M.
