HomeMy WebLinkAbout1985-02-19The Planning and Zoning Commission of the City of Grapevine, Texas met in regular session February 19, 1985 at 7:30 P.M. in the Council Chambers of City Hall, 413 Main Street, in a joint public hearing with the City Council, then at 311 Main Street for the Planning and Zoning Commission Meeting at approximately 9:35 P.M., with the following persons present to wit: Sharron Spencer Ron Cook Gerald Norman Harlen Joyce Shane Wilbanks Richard Atkins Peggy Engholm. Chairman Vice Chairman Member Member Member Member Member constituting a quorum, with the following City Staff, to wit: J. R. Baddaker, P.E. Director of Public Works H. T. (Tommy) Hardy Director of Community Development Al Dugger Assistant Director of Public Works Joy Carroll Planning Aide Mary Peddycoart Secretary Chairman Spencer called the Planning and Zoning Commission portion of the meting to order and explained the procedures and purposes thereof. Mr. Phil Parker is resubmitting this zoning application to change zoning from R.3.5 Duplex 2-Family District to TH Townhome District. Mr. Parker was advised by City Council to come back in with revised concept plan or to file another application. Mr. Parker has brought in a new concept plan with traditional Townhome plans. After questions from the members of the Planning and Zoning Commission concerning landscaping, alleys, parking and type of building; Mr. Parker explained that all units would have rear entry and that all units are attached in true Tawnhome tradition. There are two additional twenty (20) foot alleys (one (1) alley is already in existence), and all three (3) alleys come out onto Park Boulevard. Regarding parking, Mr. Parker stated that this will comply with requirements of the City zoning. The developer has agreed to make a left turn lane on Park Boulevard with a median cut. There was some further discussion as to whether Duplex Zoning was actually better than the requested change to Townhome. It was pointed out by Mr. Tammy Hardy that in a Duplex situation, one side is usually owned while the other side is rented; however, in the Townhome situation both sides are usually owned separately. Following a short discussion by the members, a motion was made my Harlen Joyce to reconriend that Council approve the zoning change request to TH, Townhome. The motion was seconded by Ron Cook and prevailed by the following vote: Ayes: Joyce, Cook, Norman, Wilbanks, Atkins Nays: Spencer, Engholm. P. & Z. Mr. Washington, in answer to this, added that they were originally unaware • any open space requirements, and that the entire tract is good for building. Minutes February 19, 1985 Page 3. Industrial (Tract 9). The area involved in this zoning request is approximately 390.89 acres and is located North and East of Anderson-Gibson Road, East of Denton Creek (or Corps of Engineers property), South of the Denton-Dallas-Tarrant Counties (City of Grapevine's Boundary) and North and West of State Highway 121. Mr. Barry Knight, representing Terra Properties, gave a broad presentation of the proposed site, using slides to show the current condition of the site and the surrounding area, and examples of how the proposed zoning change could be used on this property. Mr. Knight advised that Terra Properties are land developers primarily, creating building sites, selling these sites to individual developers and putting in streets, utilities, etc. Mr. Knight then introduced Mr. John Joiner, who discussed his company's research on the airport noise corridor in this site, including all levels of the airplane noise in the area. At this point in the joint hearing several home owners living near this proposed site spoke against the proposed Multi-Family Zoning, One individual spoke in favor of the same. Several letters from property owners were received, and copies of same (including the names and addresses of those speaking and those sending letters) can be obtained from the office of the City Secretary. During the Planning and Zoning portion of the meeting, Planning and Zoning Commission Members questioned a Mr. Paul Spain, representing Terra Properties at length regarding the number of proposed Multi-Family units on the proposed 167± acre tract designated by the developer for this zoning. The Members were mainly concerned about the large number of planned Multi-Family units in this particular Airport Noise Corridor. Also present at the Planning and Zoning portion of the meeting were Mr. Marlin Smith and Mr. Tony Wiles, planning consultants for the City of Grapevine. Mr. Smith and Mr. Wiles were questioned by the members as to their opinion regarding the best way to rule on a case such as this. Mr. Wiles advised that in his opinion, standards should definitely be established, particularly relative to noise (sound proofing), ie. noise reduction standards where multi-family zoning is allowed in airport noise corridor. Mr. Smith, at this tire during the meting, also pointed out that the Commission could not amend the City's Master Plan on a case by case basis, but rather this should be done as a community whole. After more discussion, it was the consensus of the members that they would need more time to go over this zoning request, particularly where it has to do with the Master Plan. As this point in the meting, a motion was made by Shane Wilbanks and seconded by Gerald Norman to table this zoning request for further consideration at the March 19, 1985 meting. The motion prevailed by the following vote: Ayes: Spencer, Cook, Joyce, Norman, Wilbanks, Atkins and Engholm Nays: None PRELIMINARY PLAT - FELIX ADDITION This is preliminary plat submitted on project located on the east side of Parr Road, north of Woodland Hills Addition. A 6" inch water line in Parr Road is sufficient to serve the proposed structure. No City sewer facilities exist at present to serve this site, however, the lots are of sufficient size to meet the County requirements for septic tank service. A revised preliminary plat has been submitted showing the required 35' front setback complying with the R-12.5 zoning. A motion was made by Harlen Joyce to reconmend that Council approve this preliminary plat. The motion was seconded by Ron Cook, and prevailed by the following vote: Ayes: Spencer, Cook, Joyce, Norman, Wilbanks, Atkins and Enghchn Nays: None P. & Z. Minutes February 19, 1985 Page 4. This particular tract of land is located on the east side of Park Blvd., between Park Place Addition and Brookside Addition. The Planning and Zoning Ccmission earlier • zoning case Z85-04,voted 5-2 to recomneend that City Council approve the zoning change from R-3.5, Duplex to TH, Townhome. City Council has authorized expenditures to eliminate the existing drainage problem in Park Place. As this particular development is 21% of the project cost, the developer has agreed to pay $20,878.94. A motion was made by Peggy Engholm to reconTnend that Council deny this preliminary plat due to the alley-ways causing too many curb cuts. Chainnan Spencer asked for a second to the wtion. There being no second to this motion, the motion failed. • Baddaker stated that he thought there was more of a probl. regarding median cuts, and further stated that Woodlake developers been asked to provide a left turn lane through the median. At this point in the meeting, Gerald Norman made a motion to recom*aend that Council approve this preliminary plat. A second to this motion was made by Harlen Joyce and the motion prevailed by the following vote. Ayes: Cook, Wilbanks, Norman and Joyce Nays: Engholm, Spencer and Atkins The school district is platting for record all of its school sites, ti preliminary plat for Dove Elementary shows that water and sewer acili c are available, and that no additional right • way is necessary on Hood Lane or Sonnet. Mr. J. R. Baddaker recoure-nded that the right of way on Dove Road be field verified, and noted on the final plat. li As there was no further discussion, a motion to recomnend that Council approve this preliminary plat was made by Harlen Joyce and seconded by Shane Wilbanks. The motion prevailed by the following vote. Ayes: Spencer, Joyce, Wilbanks and Norman Nays: None Abstain: Cook, Atkins and Enghohn ISION"I . a I -U As there was little discussion, a motion to recomrend that Council approve this preliminary plat was made by Shane Wilbanks, and seconded by Gerald Norman. The motion prevailed by the following vote: Ayes: Spencer, Wilbanks, Nonvan and Joyce Nays: None Abstain: Cook, Atkins and Engholm P. &. Z. Minutes February 19, 1985 Page 5. The preliminary plat includes the original high school tract, as well as the recently purchased property between the high school and Poole Road. Mr. J. R. Baddaker advised that there are questions that need to be resolved on this before a decision is made. There is adequate water to serve this area. There is presently an 8" sanitary sewer stubbed in, but we need to work out an easement for sewer to Highway 26. The Staff is working with the Highway department in the latter's desire to five (5) lane Mustang Drive. Authorization has been received for a traffic signal at Poole Road. The Highway Department will start design work in about four (4) months. As there was no further discussion with regard to the subject plat, a motion was made by Shane Wilbanks to recommend that Council approve this preliminary plat. This motion was seconded by Harlen Joyce and prevailed by the following vote: Ayes: Spencer, Wilbanks, Norman and Joyce Nays: None Abstain: Cook, Engholm and Atkins This particular plat covers the "Chasewood" first phase apartment project, immediately north of Pearl Tree Apartments. The preliminary plat was titled Grapevine 1. No additional utility or drainage easements are necessary. A motion was made by Shane Wilbanks to recommend that Council approve this final plat as submitted. The motion was seconded by Harlen Joyce, and prevailed by the following vote: Ayes: Spencer, Cook, Norman, Joyce, Wilbanks, Engholm and Atkins Nays: None BLocK 14, AND SOUTH 50 FEET • LCT 14 The location of this particular plat is the northwest quadrant of the Main Street, Ira E. Woods Avenue (S.H. 26) intersection. It has been recommended that a 9.71 foot strip at the north end of the property be dedicated for right of way purposes, as the Highway Department, in its Main Street improvements, calls for a left turn lane southbound at the intersection with Hudgens Street. Representatives from Town & Country Cleaners stated that this recommended right of way dedication would eliminate all parking at this location. It was further stated by the owner of Town & Country Cleaners that they may be willing to dedicate, although they would hate to lose their parking. It was pointed out by a member that the right of way would be taken anyway since it is a Main Street project from the Highway Department. After a short period of discussion, a motion to recommend that Council approve this replat with right of way was made by Gerald Norman and seconded by Harlen Joyce; which failed by the following vote: Ayes: Norman, Joyce Nays: Spencer, Cook, Wilbanks, Atkins and Engholm Then a motion to table until the March Planning and Zoning meeting was made by Ron Cook and seconded by Gerald Norman; which prevailed by the following vote: Ayes: Spencer, Cook, Norman, Wilbanks, Atkins and Engholm Nays: Joyce P. & Z. I i, I RINDOUPTV III 1 155511 � 1111 i This replat was done at the staf f I s request, shifting the Hillwood Way street connection onto Dove Road approximtely 250 feet east, which should eliminate the turning mvement problem. The reconfiguration • the lots at the northeast corner of the project necessitated the lot nunberinq changes in Phase II. As there was no further discussion, a wthion to recommend that Council approve this replat was made by Harlen Joyce and seconded by Gerald Norman. The motion prevailed by the following vote: Ayes: Spencer, Cook, Joyce, Norman, Wilbanks, Atkins and Engholm Nays: None This plat combines the two (2) lots 7 & 8 into one lot. There home • Lot 7, and the purpose of this plat is to allow the owners to install a swimming pool on Lot 8. A swimming pool being an accessory structure must l•t on the same lot as the principle use. Ayes: Spencer, Cook, Norman, Wilbanks, Joyce, Atkins and Engholm Nays: None The next order of business for the Planning and Zoning ccmission to consider was the owners of this property applying for a variance to the required parking from the Planning and Zoning Commission. Previously on this same agenda the Planning and Zoning Commission considered the replat for this same property. After some discussions, questions from the members, and convents from the staff and from the representatives of the owner with regard to the number of parking spaces being well under the nunber required based on square footage requirements; a motion was made by Peggy Enghoh-n to table this parking variance until the March meeting. The mtion was seconded by Shane Wilbanks, and prevailed by the following vote: Ayes: Spencer, Cook, Norman, Joyce, Wilbanks, Engholm and Atkins Nays: None Ayes: Spencer, Cook, Norman, Wilbanks, Joyce, Engholm and Atkins Nays: None P. & Z. As there was no further business to be considered by the Planning and Zoning Commission, a motion was made to adjourn by Richard Atkins and seconded by Peggy Engholm.
