The Planning and Zoning Camdssion for the City of Grapevine, Texas met in
a Workshop Session to discuss the Zoning Ordinances at 307 West Dallas
Road, Roan 204, Grapevine, Texas on April 8, 1985. The following members
were present to wit:
Sharron Spencer
Ron Cook
Gerald Norman
Harlen Joyce
Shane Wilbanks
Richard Atkins
Peggy Engholm.
The following City Staff was also in attendance:

J. R. Baddaker, P.E. Director of Public Works
Joy Carroll Administrative Aide
Mary Peddycoart Secretary
Chairman Spencer began this Workshop Session of the Planning and Zoning
Commission at approximately 7:05 P.M. The chairman asked that all members
read the blue sheets for any possible corrections and/or changes. Sections
R-3.5 and R-3.75 have had Public Hearings, and sections for Public Hearing
are Single Family Medium Density, Open Space and Tree Preservation.
At this point, Chairman Spencer asked if all members wanted to request that
these ordinances (regulations) be adopted at the Tuesday, April 16, 1985
Council Meeting because of the open space problems and tree problems.
Members are to go over these ordinances prior to the next workshop on April
10, 1985.
A motion was made by Richard Atkins to present these ordinances, in two
different stacks in different colors to show which had already had a Public
Hearing and which had not. This motion was seconded by Ron Cook and
prevailed by the following vote:
Ayes: Spencer, Cook, Atkins, Norman, Joyce,
Wilbanks and Engholm
Nays: None
Sharron Spencer mentioned that she would like to see a Council Member
checking with the various committees. Would like to see more contact with
Council and these committees. There was discussion relative to each board
in the City having a representative going to Council Meetings to keep up
with what is happening currently in the City. Chairman Spencer further
mentioned that it would be an excellent idea if a Planning and Zoning
Commission Member would be available to attend each Board of Zoning
Adjustment meeting. This could be accomplished on a rotation basis. It
would also be very helpful if the Planning and Zoning Commission Members
were to receive a copy of the Board of Zoning Adjustment agenda prior to
each meeting.

The first sign ordinance for discussion was "Name Plate" Delete in all
districts the use of Awnings, Canopy and Marquee for Nam Plate Signs.
Wall signs are to be left in this ordinance. Name Plate signs should
contain only the name and address of owner/occupant. They should contain
no advertising. Name Plate signs should always be at eye level with the
maxim= area being two (2) square feet. On PCD change maximum height in
feet from 30 to N/A. There will be only one permanent
sign per lease space in all districts. If projecting Name Plate signs are
allowed, they will be more that 12 inches but less than 36 inches and must
be at least eight (8) feet above the sidewalk level. There was some
mention made that these projecting signs could present a cluttered
appearance; and there was further comment as to where these may be allowed.

The next sign to be discussed was the "on Premise" signs. On page 2 of this
ordinance each district on this page, having an asterisk, for conditional
uses, churches, convents and other places of worship, parks, playgrounds
and nature preserves only - these are found under "Additional
Requirements", and the members agreed that this is all right as is.
The only changes for "On Premise" were as follows: The ground signs will
be monument signs being four (4) feet in height. This completes page 2 of
"On Premise" signs. On page 3 of "On Premise" signs under Maximum Height
in Feet for HCO District there would be no limit in height for wall signs.
PCD - maxim= height in feet of sign, should be no taller than building.
On page 3, pole signs were complete removed from all districts. Under Set
it Required in Front - "CN" changed to ten feet.
At this point there was discussion as to what height was past for Monument
Signs both six feet and four feet were considered. A motion was made by
Peggy Engholm to make the height of monument signs four (4) feet. This
motion was seconded by Shane Wit and prevailed by the following vote:
Ayes: Spencer, Cook, Joyce, Norman, Wilbanks, Engholm
and Atkins
Under Spacing for "On Premise" signs the following changes were made per
the appropriate district; " CN" - ACM or W (one choice per lease space)
G (one per platted lot) . "CC" - Same as shown for "CN". CPD - ACM or W
(either ACM or Wall) . PCD - G (one per platted lot) , ACM or W (one per
lease space) . PO - G (one (1) per platted lot) , AMC or W (one per lease
space). HCO - (see CC district). HC - (same as CC district). LI - (same
as CC district). PID - (same as CC district).

Page 6. Construction. Under PCD delete wall & ACM & R for type sign
permitted.
Also under PCD change spacing to read (one (1) per platted lot).

Page 7. Real Estate. After much discussion, it was decided to keep the
maximum height in feet at six (6).
Eliminate ACM in all districts under Real Estate.
Page 8. Real Estate. Maximum height on page 8 - change all to 15 feet.
Change PO, CN & CC set backs to 15 feet.

• It was unanimously agreed to by the Planning and Zoning Commission
Members to not allow Portable On-Site Business Signs in any district.
A notion was made by Sharron Spencer to adjourn this workshop session of
the Planning and Zoning Commission. The motion was seconded by Ron Cook,
and prevailed by the following vote:
Ayes: Spencer, Cook, Norman, Joyce, Atkins & Engholm
