HomeMy WebLinkAbout1985-04-10A Workshop Meeting of the Planning and Zoning Commission was held at 7:00
P.M. on April 10, 1985 at 307 West Dallas Road, Rom 204, Grapevine,
Texas for the purposes of reviewing amndments the City of Grapevine
Zoning Ordinances. The workshop meting convened at approximately 7:00
P.M. with the following members present to wit:
Sharron Spencer
Ron Cook
Harlen Joyce
Gerald Norman
Shane Wilbanks
Peggy Engholm
Richard Atkins
constituting a quorum, with the following City Staff to wit:
H. T. (Tommy) Hardy Director of Community Development
J. R. Baddaker, P.E. Director of Public Works
Kevin Conklin Director of Parks & Recreation
Joy Carroll Planning Aide
Mary Peddycoart. Secretary
Prior to the beginning of this workshop session, Chairman Spencer told
the Planning and Zoning Coumission members that she would prepare a list
of things that the Planning and Zoning Commission will have to take a
look at. She is preparing this list, as this will be her last Planning
and Zoning meting as a member.
The first order of business was the definitions section of the City
Ordinances. Specifically, definitions for "berm", "convenience stores"
and "feature landscaping". These definitions will be obtained from Tony
Wiles.
It was noted that all single family (medium density) districts,
specifically R-7.5 and R-3.5 have had a public hearing.
OPEN SPACE REGULATIONS: The basic difference in this revision and that
originally submitted January 29, 1985 is that it gives the city the right
to accept or reject cash in lieu of open space. It also provides a
definition of (cash in lieu of open space).
Under open space, paragraph A. Change the wording American Parks and
Recreation Association to "National Recreation and Parks Association".
Under open space, paragraph E. The Parks Board felt that if an addition
is built adjacent to an existing park then the Parks Board would rather
not have a one (1) acre park in that particular addition. They would
prefer in that case to have cash in lieu of land to be used at that
given adjacent City Park.
Kevin Conklin, Director of Parks and Recreation for the City of Grapevine
spoke to the Planning and Zoning Commission regarding Open Space. Mr.
Conklin stated that the Parks Board had mt recently and he then read to
the Planning and Zoning Commission their findings. The Parks Board would
like a ccmmittee to be formed to check the site of any dedicated land for
a park prior to acceptance.
J. R. Baddaker, P. E., Director of Public Works suggested that the Parks
Board move their meting date up one week so that the preliminary plat
can be considered by the Parks Board prior to suhrdssion to the Council.
The open space is to be included at the time of the preliminary plat
submission.
There followed discussion by the nembers regarding whether or not to have
it be a formal board meeting or should a committee be formed.
J. R. Baddaker suggested that on the preliminary plats - have a
ccomission take a look at it. When final plat comes in, get the full
Parks Board's reccmTendation on this final plat, including open space.
Make it subject to the final recommendation, to be approved by the Parks
Board before final plat is filed with Public Works. This statemnt must
be made at the time of the preliminary plat.

Section 51, paragraph E. Kevin Conklin would like the 15,000 square fel
minimum removed. He would rather ask for 30, 000 square feet for pal
use. The members agreed to this change.
Section 51, E, line 4. May want to change the word "shall" to "M�Q
to avoid developers trying to take the cash in lieu of; may want
again reduce the square footage to an absolute minumn. Must be care
on rewording as Council may end up hearing each and every case. i
Richard Atkins made a motion that minimum be set for open space MM
30,000 square feet. The motion was seconded by Peggy Engholm a]
prevailed • the following vote:
Ayes: Spencer, Cook,
and Engholm

Section 51, E. after the words All such payments add: Said payment
should be made to the City of Grapevine concurrent with the formal
acceptance of streets and utilities.
Section 51, E. (2) May change the wording from 1/2 mile radius to "a
reasonable proximity". After much discussion, the nembers decided t#
change this 1/2 mile radius to 3 miles.
Section 51, E. (3) Change 2 years to "T' years and after the word years
add: after expended • unconditionally conn-Litted to be expended.
After a short period of discussion, a motion was made by Gerald Nonwan
• recommend that City Council adopt the edited version of the Open Space
Requirements. This motion was seconded • Ron Cook and prevailed by
the following vote:

Need to define "non vehicular open space"

A.j. Amend and add "one (1) hour photo developing shop"
Section 24: CN, Neighborhood Comn-parcial District.
C., 8. should read Veterinarian, including veterinary hospitals where
small animals are kept overnight.
Section 25: CC, Community Commercial District
No changes or corrections.
Section 26: HC, Highway Commercial District
No changes or corrections.
Section 27: PO, Professional Office District
No changes or corrections.
Section 29: HCO, Hotel and Corporate Office District
M., Design Requirements: second line, change P-0 to "HCO ".
Section 52: Tree Preservation
No changes or corrections.
Section 53: Landscaping Regulations
53. G, 1. change (to be determined) to "American Standard for Nursery
Stock"
Chairman Spencer noted that all districts could be sent to City Council
with Planning and Zoning reconmendations for a Public Hearing. At this
time Gerald Norman made a motion to send TH, R-ME' -1, R-FT-2, CN, CC, HC,
PO, HCO, Tree Preservation and Landscaping as amended to Council and to
recommend that Council call a Public Hearing at the earliest possible
time. This motion was seconded by Harlen Joyce, and prevailed by the
following vote:
Ayes: Norman, Joyce, Spencer, Wilbanks, Atkins, Cook and
Engholm
Nays: None
Chairman Spencer asked if there was a motion to do something with the LB
District. Does the con-mission want to send LB District to Council for
consideration?

-At this time, a motion to submit the LB District to Council to recam-enS
Council consider for a Public Hearing was made by Richard Atkins
seconded by Peggy Engholm. The motion prevailed by the following votel:
Ayes: Atkins, Engholm,

Section 48, D. Application for Conditional Use Permit -- the application
needs to conform with concept plan. This should read: "shall contain R-
concept plan and the following info:"
Section 48, F, 6. - should refer to secs. 56, 57 and 58, rather than 56
and 57 as stated.

As there were no other portions of this ordinance for discussion,
motion was made by Harlen Joyce to reccmmnd that Council consi •j
Section 48 for public hearing. This motion was seconded by Gera
Norman, and prevailed • the following vote:

Engholm and Atkins
Nays: None
Section 49 - Chairman Spencer asked for a motion to repeal old Section 49
(Site Plan) and reconvend to adopt new Section 49 (Special Use). After a
short period of discussion, the menbers decided to discuss this at length
at a later datef after obtaining John Boyle's thoughts on the section.
Section 54 - Masonry currently is 80% below the plate line, on a
residential dwellings including townhouse and multifamily. After
period of discussion is was decided to change the aforementionj
percentage of Masonry to 80% of the exterior structure. The rnmbers we
in favor of recam-ending this to Council for public hearing by a vote
6-1.
PO, CN, CC, LB, HCO, HC, CBD and GU - concerning these districts,

notion was made • Gerald Norman to increase the masonry requir " n
from 50% to 70% • total exterior walls. The motion was seconded •
Peggy Engholm and prevailed • the following vote:
Ayes: Norman, Enghoh-n, Spencer, Cook, Atkins,

Nays: None
LI - Light Industrial - after discussion, a motion was made by PegA
Engholm to reconimnd the 70% masonry for this district also. The motil
was seconded by Richard Atkins and prevailed by the following vote:
Ayes: Engholm, Atkins, Spencer, Cook, Norman
and Wilbanks

Off - Premise Signs - at this time, it was decided, by a vote of 6-1, to
not allow off-premise signs.
Floor Ratio - A motion was made by Ron Cook and seconded by Peggy Engholm
to send the definition to Council with recomaendation. for Public Hearing.
The motion prevailed by the following vote:
Ayes: cook, Engholm, Spencer, Atkins, Joyce
Wilbanks and Norman
Nays: None
Sign Ordinance: It was determined that there was not time to have sign
ordinance ready for recommendations for Council's next meeting.
Therefore, may want a workshop in the near future and possibly may wish
to incorporate sane of Addison's Sign Ordinances. At present, billboards
are written out of ordinance.
The final order of business was the R-5.0 District (zero lot line) . if
this district is kept, then the Open Space Ordinance needs to be applied.
Adjournment;
There being no further business for discussion at this workshop session
of the Planning and Zoning Commission, a motion was made by Gerald Norman
to adjourn. The motion was seconded by Shane Wilbanks and prevailed by
the following vote:
Ayes: Norman, Wilbanks, Spencer, Cook,
Joyce, Atkins and Engholm
Nays: None
The meeting adjourned at approximately 11:15 P.M.
