HomeMy WebLinkAbout1985-05-14The Planning and Zoning Ccumission for the City of Grapevine met in a special session in Council Chambers, 413 Main Street on May 14, 1985 for the purpose of making amendments to ordinances. The meting was held immediately after a public hearing and before the Council mat to consider these ordinances. The meting was called to order at approximately 8:45 P.M. with the following members present, to wit: Ron Cook Harlen Joyce Gerald Norman Peggy Engholm. Richard Atkins Catherine Martin Don Florence Acting Chairman Member Member Member Menber Member Member constituting a quorum, with the following City Staff present, to wit: H. T. (Tommy) Hardy Director of Community Development J. R. Baddaker, P.E. Director of Public Works Joy Carroll Administrative Aide Mary Peddycoart Secretary Prior to the beginning of discussion regarding any amendments to ordinances there was a short discussion relating fee schedule. The current fee schedule is $200.00 for a zoning change request. Using Terra Properties as an example, Mr. Hardy, showed that breaking down the charges on this particular zoning case showed that the costs were $20.00 per acre for this more than 400 acre tract. Terra Properties had paid the $200.00 fee for their zoning change request. It has been determined that the cost to the City for this zoning change request from Terra is somwhere near $8,000.00. Mx. Hardy then recommended that the planning. and zoning commission members consider raising the fees as follows: $500.00 for one (1) acre or less, and for any parcel of over one (1) acre the fee would be $500.00 for the first acre and $25.00 per acre or a fraction thereof. He further stated that this would be an up-front fee to be paid by anyone with a zoning change request. At this point, Peggy Engholm made a motion that the planning and zoning commission make a recommendation that the Council adopt the increased fees for future zoning change request. This motion was seconded by Richard Atkins and prevailed by the following vote: Ayes: Engholm, Atkins, Cook, Joyce, Norman Martin and Florence Nays: None The next order of business for discussion is the ordinances, and any amendments or changes or additions to sane prior to submitting to Council with recommendations. Section 26 - Highway Commercial - section E, page 26-4 This section is written as was intended. This section E - Plan Requirements - may wish to use the same wording in all sections of the zoning ordinance itself. After checking in each section, it was determined that all sections contain the same wording as Section 26, E. Section 22 - R­MF-2 - Multi-Family District Regulations. Section 22, I,l (page 22.4) change townhouse to multi-family. Section 22,F,6,a. efficiency units should be changed to 6002 feet After much discussion among the Members and City Staff with regard to the exact wording necessary for efficiency units and one bedroom units of between 6002 feet and 7502 feet, it was decided to table this portion until after John Boyle has had a chance to review the situation After reviewing John Boyle's suggestions concerning what percentage of the units could be 6002 feet, a motion was made by Peggy Engholm to include a section"e" with the following wording; "no greater than Planning and. Zonira Special Session Page 2. 1 fifteen percent (15%) of efficiency and one (1) bedroom units may be 6002 feet." This motion was seconded by Richard Atkins and prevailed by a 5 - 2 2 - vote. In the TH, Townhouse District, R-MF-1, and R-M1 -2, Multi-family Districts under section I., after much discussion, a mtion was made by Peggy Engholm to change 25 feet to "35 feet". The motion was seconded by Gerald Norman and prevailed by the following vote: Ayes: Engholm, Norman, Cook, Joyce, Atkins, Martin and Florence Nays: None Section 54 - Masonry It was decided to keep the 80% Masonry, as previously amended. For ConTaercial Districts, the 70% Masonry would also remain unchanged. Section 22 - R-MF-2, Multi-Family Vlage 22.5, section M-5,6,7,& 8 were reviewed and left as is. Section 29, 1, Height - After a brief period of discussion, a motion w-JO made • Harlen Joyce to increase the height from the current 100 A feet 150 feet. The notion failed due to the lack of a second. After E discussion, it was decided to keep the current 100 feet. Following discussion between Planning and Zoning Members and the Citz Staff, a mtion was made by Richard Atkins to recommend that this sect' be deleted from the ordinances all together. The motion was seconded Gerald Norman and prevailed by the following vote: Ayes: Atkins, Norman, Cook, Engholm, Joyce, Martin and Florence Nays: None VIE 'I 1, 1 1 111111111111111 1V111M1WWffiW=-* Following a short discussion, where special attention was paid to sectica F,2 (lot size); the rrenbers decided to make no further amendments to th section. I As there were no other sections of the City Ordinances that needed arZ further review, a motion was made by Richard Atkins to submit to Counc" as amiended with a recommendation for adoption. The motion was second] by Peg*ji Engholm, and prevailed by the following vote: Ayes: Atkins. Engholm, Cook, Norman, Joyce Florence and Martin Nays: None As this coupleted this special session of the Planning and Zoning CanuLission the meeting adjourned at approximately 10:15 P.M.
