The Planning and Zoning Commission met in a special Workshop Session
June 11, 1985 in the Conference Room of the Police/Library Building at
307 West Dallas Road, Grapevine, Texas. The meeting convened at
approximately 7:15 P.M. with the following members present, to wit:

constituting a quorum, with Don Florence absent, and the following City
Staff present to wit:

Also present was Sharron Spencer, Council Representative for Planning
and zoning.
Chairman Atkins began this workshop session by asking the members if
anyone had any concerns on the present sign ordinance or draft from the
last workshop. At this point, it was mentioned that Banners needed to
be covered, especially with regard to enforcement. Also Billboards and
how to handle them.
There followed a discussion regarding Banners, Billboards, Portable
Signs, Vehicular Signs, Pole Signs, Window Signs and signs on trees,
etc. Permit fees was also discussed as was standardizing size of signs.
Pole Signs - It was determined that all of the commission members
were in agreement to eliminate pole signs.
Vehicular Signs - after much discussion, the consensus was that
this will not be a part of the sign ordinance, as it might be impossible
to enforce.
Billboards - Apparently the bill boards that are presently standing
will stay, but apparently no more permits will be issued for new bill
board signs in the future.
Window Signs - the board discussed what percentage of a window can
be made into a sign. The board discussed whether or not a window should
act as a sign. A question was raised about regulating the percentage of
a window that could be used for a sign. It was decided not to impose
regulations.
Banners - After a period of discussion involving how to handle
banners, Mr. Tommy Hardy mentioned that he would get a copy of Farmers
Branch Ordinances. That city's Code of Ordinance handles banners,
rather than their Sign Ordinances. After more discussion, it was
decided to include banners, balloons, etc in the Code of Ordinance
rather than Sign Ordinance.
Pole Signs - After further discussion or pole signs and a
subsequent vote of four (4) to two (2) in favor, pole signs were again
added to the sign ordinance in each district. (On Premise) There was
further discussion as to whether or not to adopt Addison's Codes for
pole signs, to include color or pole. It was decided that the business
could have either a pole sign or a monument, but in no case could they
have both. At this time, Peggy Engholm made a motion to make monument
signs six feet (6') in height. The motion was seconded by Catherine
Martin and prevailed by a vote of 6-0. It was further decided that the
maximum height for pole signs would not exceed 20'. Need to make all
necessary changes to reflect corrected heights for both pole signs and
monument signs in the sign ordinance.

At this point in the meting, Harlen Joyce made a motion to recomm-nd
the amended sign ordinance to City Council for Public Hearing, and to
recompand that portable signs be eliminated, and to recommnd that
banners, balloons, etc., be made a part of the Code Ordinance. This

Construction Signs PCD add 15' for set back requirements.
Per Tommy Hardy: Need to eliminate Highway Beautification Section for
Code Ordinance since (chapt. 20) Billboards will no longer be allowed.
Section 61: Administration and Enforcement ® pages 2 (-4) - plug in
"and concepts that are required by this ordinance".
Section 61: page 3 (C-1) put a (.) period after the word "entirety" and
delete all remaining words. In section 3, after "direction" put a
period.
After a brief period • discussion, and as there was no further business
to discuss; a motion was made by Gerald Norman to adjourn this workshop
meeting. This motion was seconded by Ron Cook and prevailed by the
following vote:
