HomeMy WebLinkAbout1985-06-25The Planning and Zoning Cam-Lission of the City of Grapevine, Texas, met in a Special Session on Tuesday, June 25, 1985, at 7:00 P.M. in the Joint Public Hearing Session, with the City Council in the Council Chambers at 413 Main Street, and at approximately 10:00 P.M. in the Conference Room for the Planning and Zoning Commission portion of the meting, with the following persons present, to wit: Richard Atkins Chairman Ron Cook Vice- Chairman Gerald Norman Member Don Florence Member Harlen Joyce Member Peggy Engholm Member Catherine Martin Member constituting a quorm, with no absences, and the following City Staff, to wit® J.R. Baddaker, P.E. Al Dugger, P.E. H.T. (Tmny) Hardy Joy Carroll Sue Martinez Director of Public Works Asst. Director of Public Works Director of Community DeveloFmnt Planning Aide Secretary Discussion during the public hearing portion of the meting commenced with Mr. Jeff Fegan of the DFW Airport Planning Board, who spoke relative to evaluations of airport sound exposure zoning. The subject property is located in Zone B, which is classified as moderate exposure and is normally acceptable, although land use controls should be considered. The Planning and Zoning Commission questioned whether the noise zone for the property could change according to an increase in air traffic, to an unacceptable level of noise exposure. Also addressed by the City, was flood plain studies for reclamation purposes. Then the Council noted that they would like to see deed restrictions of the subject property. Terra Properties President, Mr. Paul Spain, noted that the open space area located in Denton County could be dedicated to the City of Grapevine prior to the annexation of the property. Mr. Baddaker of the City Staff spoke relative to utility studies relative to alternatives for providing water and sewer facility capabilities. Councilwoman Spencer spoke relative to the impact of Sewer Treatment Plant operations increasing in cost for both water and sewer to the customers. The Council had a lengthy discussion relative to major cost impact of utilities to Grapevine residents. It was noted that the rezoning of the property is not the major factor in resolving utility problems, but that it would have a long term impact on the City. Then the City Council noted some items for which they had concerns and needed answers for as follows® 1.) What and how will developer pay relative to utility operations. 2.) Needs to provide deed restrictions (proposal for deed restrictions). P&Z Minutes June 25, 1985 Page 2 The Planning and Zoning Comnission discussed the,,.rnaster plan. Also, there was discussion relative to whether the proposed R-MF-2 zones are appropriate in the proposed locations. Most of the discussion of the multi-family zoning concerned density. The Comission's opinion was that the densities were too high for this particular area; although their overall opinion of the project was favorable. Discussion concerned possible sight distance problems with the street exiting onto Hughes Road. Other discussion was relative to open space dedication. Following brief discussion, a motion was made by Harlen Joyce to reccmwnd approval of the plat and Don Florence seconded the motion, which prevailed • the following vote: Ayes: Atkins, Cook, Norman, Joyce, Florence, Engholm and Martin Nays: None MINUTES OF THE =ING OF (CMUC) M=ING JANUARY 28, 1985 Next the Commission was to consider the Minutes of the (OMUC) Meeting of January 28, 1985.
