The Planning and Zoning Commission of the City of Grapevine, Texas, met in
a Special Session on Monday, July 29, 1985, at 6:30 P.M. in the Conference
Roam #204, at 307 W. Dallas Road, with the following persons present, to
wit:

Members of the Planning and Zoning Commission and Administrative City Staff
enjoyed a barbecue dinner prior to the workshop session.
WORKSHOP
The Planning and Zoning Commission reviewed proposed amendments to
Comprehensive Zoning Ordinance No. 82-73.
The first section for consideration was Section 42. Supplementary District
Regulation.
Discussion was relative to Item A - Temporary Uses - Number 5, and which of
the listed uses should be allowed and the time involved.
Ms. Leonard representing the City Attorney's Office, spoke relative to
schools having to possibly obtain permits for functions going on on school
property.
Following discussion, a motion was rendered by Peggy Engholm to add wording
to Item A - Temporary Uses - Number 5, making it read as follows:
Permission may be granted by the City Manager for a period not to exceed
seven (7) calendar !Lays and Catherine Martin seconded the motion, which
prevailed by the following vote:
Ayes: Atkins, Cook, Engholm, Norman, Florence and Martin
Nays: Joyce
Then a motion was made by Don Florence to change wording of Number 5, to
allow all uses except (g) and Gerald Norman seconded the motion, which
prevailed by the following vote:
Ayes: Cook, Joyce, Norman, Florence and Martin
Nays: Atkins and Enghoh-n
Then there was a motion made by Vice-Chairman Cook to instruct the Staff to
incorporate changes into new final draft and Peggy Engholm seconded the
motion, which prevailed by the following vote:
Ayes: Atkins, Cook, Engholm, Norman, Florence, Joyce and Martin
Nays: None
Following this there were a few other suggested changes made, as follows:

Item G - Projections Into Required Yards - Number 8 - it was suggested to
ielete C-OU and M-FW and add LB and HC zoned districts.
Item H - Right-of-way and easement dedication requirements - Nun 1 - in
the table portion of this, it was suggested to add the words Single-family
to the word Residential.
Next for consideration by the Planning and Zoning Commission was Section
60. Sign Standards® There was review and suggested changes as follows:

•0.A. - Sign Permits - Second paragraph, third line fran the bottom,
the word experation should • corrected to expiration.
Item •0.B. - Classification of Signs - Number 1. (a) - delete the words •
projecting from. Number 1. (f) and (g) should be put under Number 2. -
Structural Type and on (g) the word •- •p should be corrected to
devel=t.
Then there was discussion • Number 2 (c) - Pole Sign (1) - Sign supports -
relative to adding some wording to possibly allow masonry around the pole
making it more attractive.
Item •0.C. - General Standards - Number 11 - It was suggested to delete
this item, renumbering number 12 to 11.
Then Number 13 - Traffic Safety - was changed to read as Item 60 ®D.-
Traffic Safety with (a) being changed to Number 1 and (b) being changed to
Number 2.
Then 60.D. - Exemptions - is being changed to 60.E.-,- Exemptions,
Then there was discussion relative to allowing balloons as a special
privilege under Item 60.E®
Item 60.E. - Exemptions - Number 1 (h) and (i) - it was suggested to change
Building Official to Director of Community Develqjm-yant. Number 2 - first
paragraph, it was suggested to change the word certificate to pLrlm�l—t.
Then Item 60.E. - Signs in (Residential and Planned Residential Districts)
was changed to Item 60.F. - titled the same.
Then it was suggested that the wording for On-Premise Signs be changed to
read On-Premises Signs to keep it consistent with the wording in the
definition.
Item 60.F. - Signs in the CBD District - is being changed to 60.G. - Signs
in the CBD District®
Item 60.G. - Number 1 (d) - Ground Signs - it was suggested to move to
Number 2 - Structural Types Permitted. Number 3 (b) - it was suggested to
have Real Estate Sign classified by itself as letter (c). Number 5 -
Maximum Height - it was suggested to move the wording and a maximum of 10
feet. to just after the words minimum of-8 feet. op'
Item 60.H® - (Commercial District Signs) - Number 3 (c) (1) - Add or Pole

Then there was sm-te discussion relative to 60.B. Classification of Signs
- Number 2 - Structural Types - (b) - Ground Sign It was suggested to add
wording after the words six (6) feet above ground level as follows:

Then Wall Signs were discussed and a motion rendered by Gerald Norman to
limit Wall Signs to 25% of the surface mounted on not to exceed 64 square
feet and Catherine Martin seconded the motion, which prevailed by the
following vote:
Ayes: Atkins, Cook, Engholm, Norman, Florence and Martin
Nays: Joyce
Then, under Item 60. H. - Number 3 (b) Wall Sign - one (1) per street
frontage was added and under Number 6 (d) Wall Sign - one (1) per street
frontage was added.
It was noted that the information on Wall Signs pertains to all districts.
Item 60.H. - LB,PO, and HCO DISTRICTS - is being changed to 60.1. - Sam
Item 60.1. - HC HIGHWAY COMMERCIAL DISTRICT - is being changed to 60.J. -
Sam
Then it was discussed to allow ground or pole as an On-Premise Sign
throughout the Sign ordinance.
Item 60.1. - Number 1. - it was suggested to eliminate the wording except
roof and projecting signs.
Item 60.J. Number 1. - 60.B.2. should be changed to 60.B.1.
Item 60.K. Application to Extraterritorial Jurisdiction - is being
changed to 60.L. - Sane. Then the following changes were to be made:
10150-1 should be changed to 10150 -1 and (art. 970) should be changed to
(art. 970a),
Item 60.H. - it was suggested to eliminate LB LIMITED BUSINESS from the
title.
Following review and amending of the Sign Ordinance draft, the Planning and
Zoning Con-mission discussed having a final draft copy done and the final
review of this draft to be on the evening of the next scheduled City
Council meting.
Next for consideration was Section 51. Open Space - It was noted by
Chairman Atkins that provision (3) is being added back in.
Then for consideration was Section 27. P-0 Professional Office District
Regulations - It was noted that under C. Conditional Uses - Number 3 is
being added.
Then for consideration was Section 26. HC Highway Commercial District - It
was noted that A. Permitted Uses - Number 15 was amended to include
Restaurants in general, besides drive-in and drive-through. Also noted
under C. Conditional Uses - was Number 8 was added.
Following discussion of the HC District, there was a notion made by
Vice-Chairman Cook stating because of the nature of the uses allowed in
this district, all ingress and egress to the east lots shall be from the
highway frontage and Peggy Engholm seconded the motion, which prevailed by
the following vote:
Ayes: Atkins, Cook, Engholm, Norman, Florence and Martin
