HomeMy WebLinkAbout1985-09-17ce I W11,141% uWAR.-V - 1-1-1 The Planning and Zoning Commission of the City of,Grapevine, Texas, met in a Regular Session at approximately 7:30 P.M. on Tuesday, September 17, 1985 in the Joint Public Hearing Session, with the City Council in the Council Chambers at 413 Main Street, and at approximately 8:00 P.M. at 311 Main Street for the Planning and Zoning Commission Meeting, with the following persons present, to wit: Richard Atkins Ron Cook Harlen Joyce Gerald Norman Catherine Martin Don Florence Peggy Engholm. YRm-ber Member Member Member Menber constituting a quorum, with no absences, and the following City Staff, to wit: J.R. Baddaker A. L. Dugger H. T. (Tommy) Hardy Joy Carroll Sue Martinez Director of Public Works Assistant Director of Public Works Director of Community Development Planning Aide Secretary First for consideration by the Planning and Zoning Camission was Conditional Use Application - CU85-01, submitted by Roland Dickey, owner of Dickey's Bar-B-Que. The present zoning is "HC" Highway Commercial. The application is for Conditional Use Permit for Sale, Storage and On-Premise Consumption of Alcoholic Beverages, (Beer only), in accordance with "HC" Highway Convercial regulations. There being no discussion, a motion was made by Gerald Norman to reccumend approval of the Conditional Use Application and Harlen Joyce seconded the motion, which prevailed as follows: Ayes: Atkins, Cook, Florence, Norman, Martin and Florence Nays: None Absent: Engholm NOTE: At this time, approximately 7:55 P.M., Planning and Zoning Con,umssion Member, Peggy Engholm arrived at the meting. Next for consideration was the replat of Dove Crossing Phases I & II. It was noted that the purpose of this replat is to change some of the front building lines from 25' to 20'. This is allowable via Ordinance No. 83-80. There was discussion relative to the possibility of removing some of the items from this ordinance, more specifically item (4) relating to front and rear yard setbacks. City Attorney, John Boyle elaborated on the legal procedures of the Planning and Zoning Commission's prior decision of denial of this plat. According to Mr. Boyle, if the plat meets all requirements of the platting and of the ordinance, the Commission is bound by the ordinance to grant the variances requested on the setbacks. It was noted that twenty-nine (29) homes have already been done with the rear yard variances. Following discussion, a motion was rendered by Vice-Chairman Cook to recommend approval of the replat of Phases I & II and Don Florence seconded the motion, which prevailed as follows: Ayes: Norman, Joyce, Cook and Florence Nays: Engholm, Martin and Atkins L*&Z minutes September 17, 19EI P-la ge 2 It was noted that the existing zoning is "GU", Governmental Use. The purpose of this plat is for the purpose of improvements to the City Property on North Main Street. IN'Sm"1611HO Zv Wa 2 It was noted that the present zoning is "LI", Light Industrial. Both water and sewer are available to the tract. There are drainage facilities provided on-site. There being no discussion, a motion was made by Harlen Joyce to recommend approval of the plat and Don Florence seconded the motion, which prevailed as follows: Ayes: Atkins, Cook, Enghoh-n, Florence, Martin, Joyce and Norman Nays: None Ayes: Atkins, Cook, Engholm, Florence, Martin and Joyce Nays: Norman Following discussion, a motion was made by Gerald Norman to recommend denial of the plat based on the refusal to dedicate any proposed right-of-way and Vice-Chairman Cook seconded the motion, which prevailed as follows: Ayes: cook, Atkins, Florence, Joyce and Norman Nays: Engholm and Martin Next the Commission was to consider the Minutes of the Meeting of June 18, 1985.
