HomeMy WebLinkAbout1985-12-02L N 9 V Wa I W th 10 The Planning and Zoning Commission of the City of Grapevine, Texas, met in a Special Workshop Session Monday, December 2, 1985, at 6:30 P.M. in the Conference Room, Room 204 of the Police-Library Building, 307 West Dallas Road, with the following persons present, to wit: Richard Atkins Chairman Ron Cook Vice-Chairman Peggy Engholm Member Catherine Martin Member Don Florence Member Harlen Joyce Member Larry Atchley Member with the following City Staff, to wit: H.T. (Tommy) Hardy Joy Carroll Sue Martinez Adrienne Leonard Sharron Spencer Director of Community Development Planning Aide Secretary Attorney - City Attorney's Office Councilwcman Members of the Planning and Zoning Commission and Administrative City Staff enjoyed a barbecue dinner prior to the evening's meting. WORKNEM The meting commenced at approximately 7:15 P.M., at which time the Oath of Office was administered to newly appointed Commission Member, Larry Atchley. First for consideration was the Minutes of the meting of October 15, 1985. There being no questions or corrections to the Minutes, a motion was made by Don Florence to accept the Minutes as written and Catherine Martin seconded the motion, which prevailed as follows: Ayes: Atkins, Engholm, Martin, Florence and Cook Nays: None Abstain: Joyce and Atchley The Planning and Zoning Commission to consider proposed amendments to the Comprehensive Zoning Ordinance, Section 16 "R-5.0" Zero Lot Line District, Section 45 Concept Plan Requirements, and Section 60 Sign Standards, and make a recommendation to the City Council. Section 16 - "R-5.0" Zero Lot Line District Discussion of this section commenced with Item B. - Accessory Uses - Number 3 and Item G. - Area Regulations - Numbers 3, 6, and 8, concerning width of side yard on each side, distance between buildings and distance between the face of exterior walls of neighboring dwelling units. Following a brief discussion, a motion was made by Vice-Chairman Cook to amend Item B,3 to read 12', Item G,3 to read 12" and 11', Item G,6 to read 12' and Item G,8 to read 12', and Catherine Martin seconded the motion, which prevailed as follows: Ayes: Atkins, Cook, Engholm, Mar-tin, Florence and Atchley Nays: Joyce Then there was discussion concerning the minimum tract size within the Special P&Z Minutes Wecember 2, 1985 Page 2 "R-5.0" Zero Lot Line District, for which a motion was rendered by Harlen Joyce to set a minimum tract size of 3 acres and Vice-Chairman Cook seconded the motion, which prevailed as follows: Ayes: Atkins, Cook, Joyce, Engholm, Florence, Martin and Atchley Nays: None Following the establishing • a minimum tract size, it was then discussed to add a maximum tract size of 5 acres. These two requirements are being added as number (7) under Item F. - Density Requirements. Then there was a motion made to have the maxim= tract size set at 5 acres, which prevailed the following vote: Ayes: Atkins, Cook, Engholm, Florence, Martin and Atchley Nays: Joyce Then there was discussion relative to the wording under Purpose and Uses Generally, concerning the use of the words Single-family. Following a brief discussion, a motion was made • Vice-Chairman Cook to take out reference to Single-family and replace the wording with Zero Lot Line and • add the staterent. that the district's intended use is as a buffer and Don Florence seconded the motion, which prevailed as follows: Ayes: Atkins, Cook, Joyce, Engholm, Florence, Martin and Atchley Nays: None Then it was discussed to change the wording of referencing R-5.0 Single-Family to R-5.0 Zero Lot Line. Then there was discussion relative to Item E. - Plan Requirements - concerning access easements. There was also discussion of whether to allow windows, doors or other openings on the zero lot line side of the structure. Then discussion was relative to adding a new section concerning Masonry Requirements, which will be Item L, and will read, Buildings and structures shall conform to the ma= requirements as establis�- in Section 54 • this ordinance, which is one of the Design requiremnts under Section 22. R-MF-2 Multifamily District Regulations. Then under Item K - Off-Street Loading and Item F - Density Requirements - Number 1 - Maximum Density, R-7.5 was changed to R-5.0. Following the discussion and proposed changes to Section 16 - R-5.0 Zero-Lot-Line District Regulations, a motion was rendered by Catherine Martin to recomriend the amendments to this section to the Council and Peggy Engholm seconded the motion, which prevailed as follows: Ayes: Atkins, Cook, Engholm, Martin, Florence, Joyce and Atchley Nays: None Section 45 - Concept Plans There was brief discussion of this section, relative to concept plans being filed with plats. This section was revised to add wording which would require a concept plan to be submitted with final plats and replats as well as preliminary plats. There being no further questions or amendments to this section, a motion was made by Vice-Chairman Cook to recommend the adoption of the revisions to Section 45 to the Council and Don Florence seconded the motion, which prevailed as follows: Ayes: Atkins, Cook, Fngholm, Martin, Florence, Joyce and Atchley Nays: None Special P&Z Minutes December 2, 1985 Page 3 Section 60 - Sicrns Discussion of this section was relative to sizes of awning, canopy, marquee and wall signs. It was the consensus of the Ccmnission to make a reccomendation following the public hearing input concerning percentage of area coverage of these particular signs. MISCELLANEOUS DISCUSSION There was brief discussion concerning having masonry requirements of 80% plugged into Single- Family Districts in the near future. ADJOUTRIZ= There being no further business to discuss relative to the evening's agenda, a notion was made by Harlen Joyce to adjourn the meeting and Vice-Chairman Cook seconded the motion, which prevailed as follows® Ayes: Atkins, Cook, Engholin, Martin, Florence, Joyce and Atchley Nays: None PASSED AND APPROVED By THE PLANNING AND ZCNING� COMMISSION OF THE CITY OF -- -� GRAPEVINE, TEXAS, ON THIS THE -W t- DAY OF 1986.
