The Planning and Zoning Commission of the City of Grapevine, Texas, met in
a Special Joint Session with the City Council on February 4, 1986, at
approximately 7:30 P.M. in the Council Chambers at 413 Main Street, with
the following persons present, to wit:

constituting a quorum, with member Don Florence absent, and the following
City Staff, to wit:

PROPOSED AMENDMENTS TO THE COMPITHENSIVE ZONING ORDINANCE (HIGHWAY
COnERCIAL DISTRICT)
First for consideration by the Planning and Zoning Commission, was the
proposed amendments to the Comprehensive Zoning Ordinance (Highway
Commercial District), to make a recommendation to the City Council.
It was noted during the public hearing portion of the meeting, that the
reason for amending this section is to have it worded to express the intent
of the "HC", Highway Commercial zoning district regulations; concerning
Item D. - Limitation of Uses.
There being no further discussion, a motion was made by Catherine Martin to
recommend that the City Council adopt the amendment to Section 26.D.2 and
Peggy Engholm seconded the motion, which prevailed by the following vote:
Ayes: Atkins, Cook, Atchley, Engholm. and Martin
Nays: Joyce
Absent: Florence
It was noted by Mr. Tomt-ny Hardy, Director of Community Development, that at
the last Council meting there was concern stated by some local builders
over the requirement of the R-5.0 Zero Lot Line housing being brought into
the Site Plan review process; and as a result of that, the Council
instructed the Staff to set up a public hearing to amend it to the
possibility of dropping the R-5.0 off the Section 47, Site Plan Review
process. At this point in the discussion, Mr. Hardy mentioned that on
Section 47.C.1, the residential district RMT-1 needs to be added which was
inadvertently left off of this item.

It was noted by Mr. Hardy that this section regulates islands in parking
lots as part of the landscaping requirements of off-street parking and
vehicular use areas. Presently, the regulation requires planter areas be
located no further apart than every twelve (12) parking spaces. The
planter shall contain one (1) tree. It was noted that in reviewing a site
plan recently submitted, the Staff recognized if there was flexibility in
the location of the spacing of the planter islands native trees could be
saved in some instances; therefore, Staff is recommending a public hearing
be set to amend this section accordingly.

Following discussion of the proposed amendments to Section 47, Site Plan
Review and Section 53.H.l.a, Landscaping Regulations, a motion was made by
Harlen Joyce to reccumend that a public hearing date be set for the two
sections • February 18, 1986 if possible, if not, then for the meeting •
March 18, 1986, and Larry Atchley seconded the motion, which prevailed as
follows:
Ayes: Atkins, Cook, Joyce, Atchley, Engholm and Martin
Nays: None
Absent: Florence

It was noted that the owners of this plat have submitted a letter to the
City requesting that the plat be withdrawn from the agenda so that a new
plat can be submitted showing the required frontage on Northwest Highway,
for the February 18, 1986 meting.
There being no discussion, a motion was made by Catherine Martin to
reccnvend withdrawal of this plat from the agenda and Peggy Engholm
seconded the motion, which prevailed by the following vote:
Ayes: Atkins, Cook, Joyce, Atchley, Engholm and Martin
Nays: None
Absent: Florence

It was noted that the owners of this particular plat have requested that
the plat be tabled until February 18, 1986, so that a public hearing can be
held. It was also noted that the City Attorney's office has ruled that two
(2) public hearings must be held, one for preliminary plat and one for
final plat.
There being no further discussion, a motion was made by Larry Atchley to
recommend that the plat be tabled to February 18, 1986 and Peggy Engholm
seconded the motion, which prevailed • the following vote:
Ayes: Atkins, Cook, Joyce, Atchley, Engholm and Martin
Nays: None
Absent: Florence
