HomeMy WebLinkAbout1986-01-130 0 LOU WNW3=0 Iffitr-Awsm 'NU The Planning and Zoning Commission of Grapevine, Texas met in a Special Workshop Session on January 13, 1986 in roan. 204 of the Police/Library Building, 307 W. Dallas Road, at approximately 6:30 P.M., with the following members present, to wit: Richard Atkins Ron Cook Harlen Joyce Peggy Engholm Catherine Martin Don Florence Larry Atchley Chairman Vice-Chairman Meter Member Member Member Member constituting a quorum, with no absences and with the following City Staff, to wit: H. T. (Tommy} Hardy Director of Community Development Joy Carroll Administrative Aide Mary Peddycoart Secretary Also in attendance were Councilman, Ted Ware and Councilwoman, Sharron Spencer. Prior to the beginning of this workshop, the Planning and zoning Members, City Staff and guests enjoyed a barbecue dinner. Eel 554N • Chairman Atkins called the meeting to order at approximately 7:00 P.M., and briefly outlined the purpose for this special workshop session. Item # 1 Intersection of Dove Road and Dove Loop Road. Chairman Atkins asked for comments and participation from all of the Planning and Zoning Members with regard to the circumstances surrounding the planning for the aforementioned intersection. At this point TORUY Hardy passed out papers reflecting Objectives and Goals for Commercial Development from the City's Master Plan, which he felt were especially pertinent to this intersection. Mr. Hardy went over these papers with all present, and then turned the remainder of the meeting over to the Planning and Zoning Commission for further discussion. It was noted that the original intent of the CN zoning was to serve residential areas, however, in this particular area the new Skaggs Grocery Store and accompanying stores will take care of the area under discussion, ie, the Dove Road and Dove Loop Road intersection. There followed more discussion of the pros and cons of the CN zoning at this intersection of Dove Road and Dove Loop Road. At the end of this discussion, the Planning and Zoning Members brought up the fact that CN zoning was not the only commercial zoning available. PO and LB were also mentioned in connection with this particular comer. It was further noted that this parcel could be zoned some other form of single family, rather than the current zoning of R-5.0. Chairman Atkins directed the Planning and Zoning Members to consider what they feel would be the most beneficial and/or the most detrimental zoning district for this particular intersection. There was further discussion relating to the proposed extension of Dove Road to the East; as to what zoning would be appropriate for this intersection if it were to became a four (4) way intersection. It was agreed by all the members that any zoning decision will be based on circumstances as they are now at this intersection. Item # 2 The Planning and Zoning Commission did at this time consider proposed amendments to Zoning Ordinance 82-73, Section 60, Sign Planning and Zonirt*1 Workshop Session January 13, 1986 Page 2. 1 Standards in order to make a recommendation to the City Council. There was a short period of discussion relative to the size of the actual signage on a marquee, awning or canopy sign. The mem-bers seemed to concur that fifty percent (50%) of the marquee, awning or canopy should be allowed for signage. At this point, Don Florence made a motion to recommend to Council that the gross surface of the sign not exceed fifty percent (50%) of the total surface area of the structure (marquee, awning or canopy). This motion was seconded by Larry Atchley, and prevailed by the following vote: Ayes: Florence, Atchley, and Martin Nays: None The City Staf f further stated that they planned to have a library of sorts containing information regarding zoning and planning. This reference library would be housed in the Community Development Department of the City Offices. This motion was seconded by Ron Cook, and prevailed by the following vote: Ayes: Engholm, Cook, Atkins, Joyce, Martin Florence and Atchley Nays: None The meeting was adjourned at approximately 940 P.M.
