The Planning and Zoning Commission of the City of Grapevine met in Regular
Session at approximately 7:30 P.M. February 25, 1986 in a Joint Public
Hearing with the City Council in the Council Chambers at 413 Main Street.
At the end of the Public Hearing portion, the Planning and Zoning
Commission remained in Council Chambers, and the Council Members retired
to the conference room of the same building. This meting had been
rescheduled from February 18, 1986 at which time the Planning and Zoning
Commission did not have a quorum present to hear any of the agenda items.
At this rescheduled meting the following Planning and Zoning Commission
Members were present to wit:

Chairman Atkins called the Planning and Zoning portion of the meeting to
order at approximately 8:05 P. M.
Grapevine Zoning Ordinance 82-73 Section 26,D. 2.B (Proposed Amendment to
�h�a Commercial District Regulations)
Following discussion and review regarding the proposed amended wording to
Section 26, D,2.; John Boyle, City Attorney, suggested that Staff get all
facts before Grandfathering certain businesses that do not front on a
State Highway, but are zoned as HC. (example - business fronting on Wall
Street, and parallel to Northwest Highway) Tommy Hardy, Director of
Ccmunity Developiwnt then indicated that the Staff was making an
inventory of existing businesses fronting only on a street that is other
than a State Highway. It was further suggested by John Boyle that the
City set a Moratorium for these business, with this Moratorium only
applying to new permits.
John Boyle's office has rewritten Section 26,D.2.a and 26,D.2.b. to read
as follows:
D: LIMITATION OF USES:
2. (a) All property zoned HC, Highway Commercial, shall have
driveway access and frontage in accordance with Section 26,
paragraph G.l, only from a State Highway.
(b) Additional driveway access on a corner lot from other that a
State Highway, for the intersecting street only, may be approved
by the Planning and Zoning Commission and City Council with the
filing of a concept plan in accordance with Section 45. For
purposes of this Section 26,D., corner lot shall man a lot
located at the juncture of a State Highway and a street which
intersects such State Highway.
As the Members had no further questions or comments regarding this
rewording, a motion was made by Catherine Martin to recommend that Council
approve this amended wording of Section 26,D.2.a. & b. A second to this
motion was made by Harlen Joyce. The motion prevailed by the following
vote:

NEW BUSINESS
CU-86-01 - North Seafood p, •ba, Silverhook Seafood Restaurant
This conditional use permit is for the requested on premise sale,
consumption and storage of alcoholic beverages. Joy Wells was present to
represent this application for conditional use permit.
After a brief period • discussion between the Planning • and • Zoning • Members
and John Boyle regarding the 50%/50% alcoholic beverage/ food ordinance,
and the fact that this is a monthly tabulation, there was no further
discussion.
At this time a motion was made by Peggy Engholm to recommend that Council
approve this Conditional Use Application. This motion was seconded by Don
Florence, and prevailed by the following vote:
Ayes: Engholm, Florence, Atkins, Cook, Joyce, Martin
and Atchley
Nays: None
Amendment to Section 47, Site Plan Review and Section 53,H.l.a.,
Landscap gulation
The amendments to both of the above sections were discussed together.
With regard to Section 47, after a short period of discussion it was
brought up that these changes would make things easier • the builders.
It was also mentioned that these changes would not change the final item.
With regard to Section 53, H.1.a., after a period of questions from the
Board to the Staff concerning size of island being directly relative to
the size of the tree, to be saved, it was recommended by Mr. Tommy Hardy
that this item be tabled for further study.
As there was no further discussion on either • the previously mentioned
sections, a motion was made by Catherine Martin to recommend that Council
accept the revisions to Section 47, Site Plan Review and reconmnd that
the amending of Section 53, H.1.a. be tabled. This motion was seconded by
Peggy Engholm, which prevailed by the following vote:
Ayes: Martin, Engholm, Atkins, Cook, Joyce, Florence
and Atchley

Replat - Lot 32-R, Block 4 - Placid Penninsula
The owner of this property, Mr. Phillip Barnwell, was present representing
this replat. There followed a brief discussion regarding the location of
the proposed hcme on this plat, followed by a motion by Harlen Joyce to
reccmend that Council approve this replat. This motion was seconded by
Larry Atchley, and prevailed • the following vote:
Ayes: Joyce, Atchley, Atkins, Cook, Engholm, Florence
and Martin

Final Plat - Timberline South
With regard to this final plat, there was much discussion pertaining to
Heritage Drive between the Planning and zoning Commission, Joe Wright and
John Powell, representing Starnes and Associates. After this period of
discussion, a motion was made by Harlen Joyce to recommend that Council
approve this final plat, which was seconded by Catherine Martin. The
ration prevailed by the following vote:
Ayes: Joyce, Martin, Atkins, Cook, Florence, Engholn
and Atchley
Nays: None
Parking of Recreational Vehicles in Required Front Yard
The purpose of this discussion is to determine whether a public hearing
should be scheduled with regard to amending the City Ordinance prohibiting
the parking of recreational vehicles in the required front yard of all
residential districts. Chairman Atkins asked the Members, as a body, how
they felt about this ordinance and how they felt about advertising for a
public hearing for same.
The consensus seem to be from the Members that the ordinance should be
upheld. There was no recommendation for a Public Hearing.
Minutes for meeting dates of January 13, & 21, and February 4, 1986
The next item for consideration by the Planning and Zoning Commission was
the Minutes of January 21, 1986. There were questions regarding Z86-02
and Z85-26, and it was requested that these two items be checked by the
secretary.
At this point, a motion to table these minutes was made by Catherine,
Martin, which was seconded by Peggy Engholm. The vote was as follows:
Ayes: Martin, Engholm, Atkins, Cook, Atchley and
Florence
Nays: None
The next set of minutes for consideration by the Planning and Zoning
Commission were from January 13, 1986. As there were no additions or
changes noted, a motion was made by Harlen Joyce to approve these minutes
as written. This motion was seconded by Ron Cook, and prevailed as
follows:
Ayes: Joyce, Cook, Atkins, Florence, Atchley, Engholm
and Martin
Nays: None
The last set of minutes for consideration by the Planning and zoning
Commission were minutes from February 4, 1986. There were no additions
or changes noted, and a motion was made by Peggy Engholm to approve these
minutes as written. This motion was seconded by Harlen Joyce, and
prevailed by the following vote:
Ayes: Engholm, Joyce, Atkins, Cook, Martin and Atchley
Nays: None
