HomeMy WebLinkAbout1986-03-25WIN WILOOKOVITAINgkTA The Planning and Zoning Commission of the City of Grapevine, Texas, met in a Special Session on Tuesday, March 25, 1986 at 6:00 P.M. in the Conference Room 204, at 307 W. Dallas Road, with the following persons present, to wit: Richard'Atkins Ron Cook Harlen Joyce Catherine Martin Don Florence Larry Atchley Chairman Vice-Chairman Member Member Member Member constituting a quorum, with member Peggy Engholm, absent, and the following City Staff, to wit: H.T. (Tommy) Hardy Joy Carroll Marcy Ratcliff Sue Martinez Adrienne Leonard Director of Community Development Administrative Assistant Planning Technician Secretary Attorney - City Attorney's Office Members of the Planning and Zoning Commission and Administrative City Staff enjoyed a catered dinner prior to the evening's meeting. NEW BUSINESS The Planning and Zoning Commission to review their bylaws, ordinance No. 82-70, and take any necessary action. There was discussion of the sections of the bylaws and amendments made as follows: Section N. Officers and Their Duties - Item E., It was discussed to change the word Secretary to Department of Community Development. Section V. Meetings - Item D., It was discussed to change this section to read as follows: D. Tri-Annual Meetings - Three meetings will be held to keep abreast of the Master Plan. These meetings will be held on the 4th Tuesday of January, May, and October. Following discussion of Section V., Item D., a motion was made by Harlen Joyce to change the meeting dates to every 4 months on the 4th Tuesday of the month and Vice-Chairman Cook seconded the motion, which prevailed by the following vote: Ayes: Atkins, Cook, Joyce, Martin, Florence and Atchley Nays: None Absent: Engholm. Section VI. Zoning Hearings, Procedures, and Rules - Item A. Number 1., It was decided to delete the words alter, change and to delete the word enlarge,. Section VI., Item B., Number 1., It was decided to change the words; City Planning to the words Community Development. Section VI., Item E. Site Plan Requirements, It was decided to delete Item Numbers 1 - 13 from this section. Then it was decided to reword the language of Item E., as follows: Site Plan Requirements - Any site plan to come before the Planning & Zoning Commission shall be drawn by a Registered Surveyor, Registered Architect, or Registered Engineer-and shall be in compliance with Section 47, Site Plan Review, of the Comprehensive Zoning Ordinance No. 82-73. Special P&Z Minutes March 25, 1986 Page 2 Then there was discussion of Section VI., Item C. - Limitation on Re-applications. It was suggested by Adrienne Leonard, to amend the language to read similar to the ordinance in the Zoning Ordinance Book. Then there was discussion of Section VI., Item D. - Petitions of Opposition, relative to having enforcement of an established deadline for submission of the petitions. It was noted by City Staff that calculations must be done utilizing these petitions and if received at last minute, this can create difficulty in getting calculations which may affect the final vote. Then it was decided to recomnend some sort of modification to this section and bring to the City Council's attention. Section VI., Item D., It was decided to change the words City Planning to Community Development. Then there was discussion of Section IV., Officers and Their Duties, Item C., Paragraph 2, concerning opening statement to the audience. It was decided to delete this statement. At this point, a motion was made by Catherine Martin to delete the Chairman's opening statement and Harlen Joyce seconded the motion, which prevailed as follows: Ayes: Atkins, Cook, Joyce, Martin, Florence and Atchley Nays: None Absent: Engholm !is alm poorm ell Next there was discussion of Definitions of Density. At the meeting we were handed a list of three City's definitions of density. The one desired most by the Planning and Zoning Ctnutission was that of the City of Hurst, which states as follows: Density - The measure of the degree to which land is filled with residential units designed to accommodate a family group. Measurement excludes public or private streets in calculating density per acre. Then there was some discussion of the City of Southlake's "LI", Light Industrial District regulations. Then there being no further business for discussion, a motion was made by Catherine Martin to adjourn the evening's meting at approximately 8:25 P.M., and Don Florence seconded the motion, which prevailed by the following vote: Ayes: Atkins, Cook, Joyce, Martin, Florence and Atchley Nays: None Absent: Engholm PASSED AND APPROVED BY THE PLANNIN M AND ZONING�TSSION OF THE CITY OF GRAPEVINE, TEXAS, ON THIS THE /� DAY OF 1986. irman Secretary
