HomeMy WebLinkAbout1986-04-24A The Planning and Zoning Commission of the City a Special Session at approximately 7:00 P.M. on the Conference Room #204, 307 W. Dallas Road, present, to wit: Richard Atkins Chairman Ron Cook Vice-Chairman Larry Atchley Member Catherine Martin Member Peggy Engholm Member of Grapevine, Texas, met in Thursday, April 24, 1986 in with the following persons constituting a quorum, with member Harlen Joyce absent, and the following City Staff, to wit: H.T. (Stan) Laster Joy Carroll Marcy Ratcliff Sue Martinez Sharron Spencer NEW BUSINESS KR� Director of Community Development Assistant Director of Public Works Assistant Director of Public Works Administrative Assistant Planning Technician Secretary Councilwoman The first item of new business for the Planning and Zoning Commission to discuss and review was the tree removal permit application (pursuant to Section 52 of the Comprehensive Zoning Ordinance, Tree Preservation) submitted by Centennial Homes relative to the Parkwood Addition, which is located South of Mustang Drive and South of the Town Park Addition. Mr. Bud Smith of John Ball & Associates spoke relative to the tree removal permit application stating the areas which he feels trees might need to be removed, (streets, right-of-way, fill areas, house pad areas, driveways, side yard lines, and anything in the rear yards). He noted that they want to save any trees that they can. It was also noted that another purpose for the tree removal request is that it would help in the construction process to not have to come in for a permit for each individual lot. They are asking for the permit to be approved for the whole subdivision. The opinion of the Planning and Zoning Commission on this particular application is that they do not want to see trees taken out from the side yards. They also felt that they were hearing from the applicant and his representative, that they are asking for the permit application to be approved for the subdivision as a whole for convenience purposes. There was some discussion relative to having some type of retaining wall from the fill area to the park, which is City property. Following the discussion, Peggy Engholm made a motion to recommend approval for the portion of the application for the fill areas designated on the colored map as per the City Staff, so that trees can be taken out only as needed and Catherine Martin seconded the motion, which prevailed as follows: Ayes: Atkins, Cook, Atchley, Martin and Engholm Nays: None Absent: Joyce Then there was a motion rendered by Catherine Martin to deny the remainder of the tree removal permit application for the purpose of having the applicant revert back to a normal process, and bring back a plan for the house to be built on each lot (for building permit process) , and Vice-Chairman Cook seconded the motion, which prevailed as follows: Ayes: Atkins, Cook, Atchley, Martin and Enghohn Nays: None Absent: Joyce Special P&Z Minutes April 24, 1986 Page 2 The next item for discussion by the Planning and Zoning Commission was the official zoning map and to take any necessary action. Tcmny Hardy explained to the Commission, the procedures the City has in order to update the official zoning map. He noted that when they change the zoning anywhere on the map, they put the ordinance number on it. The ordinance number would be the same as the zoning case number, which gives the Staff the ability to go to the file on the particular zoning case to find out what the ordinance shows. The ordinance number is put on the particular tract it affected (on the map) and this tells the Staff that something has happened to the tract since the original adoption of the ordinance. The discussion was basically to see if citizens would be correctly informed of their property zoning and the zoning of the surrounding property (s), by looking at the zoning map. The next item was the Planning and Zoning Ccomission to consider the replat of the Aspen Oaks Addition and take any necessary action. It was noted that this replat divides the existing one-lot subdivision into six (6) lots for R-3.5 zoning. Water and sewer are available to the site. All required easements are shown. The Concept Plan has been accepted by the Director of Camunity Development. It was also noted that Larry Lightner no longer owns this property, therefore, the dedication statement on the plat is valid. Following discussion, a motion was made by Peggy Engholm to reccmTend approval of the replat and Larry Atchley seconded the motion, which prevailed by the following vote: Ayes: Atkins, Cook, Atchley, Martin and Engholm Nays: None Absent: Joyce Q 0 4 X0 QMR V.11 No Following discussion • the agenda items of the new and old business, there was discussion of items which were suggested by Councilwcman Spencer as foll,-Kgs: 1.) Because of certain zoning cases being submitted excessively, it was suggested that the Commission look at the City's one (1) year Ordinance, to see if they may need to reword the ordinance with concern to the word "substantial". 2.) Mrs. Spencer is requesting that the encroachment by fire-places into side-yards be applied as an agenda item. 3.) Mrs. Spencer asked for the Planning and Zoning Ccumission's thoughts on having members of the Ccumission and the Board of Zoning Adjustment impose requirements that each Committee attend the other's meetings a few times per year to keep abreast of what is happening on both. 4.) There was discussion relative to forming scme type of Committee to interview new Planning and Zoning Commission members, as far as input for persons which might be considered for the vacant positions.
