HomeMy WebLinkAbout1986-05-20The Planning and Zoning Commission for the City of Grapevine, Texas met in Regular Session in a Joint Public Hearing Session with the City Council in Council Chambers at 413 Main Street at approximately 7:30 P.M., Tuesday, May 20, 1986 and at approximately 8:30 P.M. at 311 Main Street for the Planning and Zoning Commission Meeting, with the following members present to wit: Richard Atkins Ron Cook Harlen Joyce Peggy Engholm Catherine Martin Larry Atchley Chairman Vice Chairman Member Member Member Member constituting a quorum, with the following City Staff present to wit: H.T.(Tcmy) Hardy Director of Community Development Joy Carroll Administrative assistant Marcy Ratcliff Planning Technician Mary Peddycoart Secretary Adrienne Leonard Attorney, City Attorney's Office Chairman Atkins called the meeting to order at approximately 8:30 P.M. NEW BUSINESS WRIESEMa"A Is The first item for consideration by the Planning and Zoning Commission was the requested zoning change from R-Th, Townhomes to R-3.5, Duplex. Mr. Gerald Thompson was present representing this requested zoning change for the 7.8± acres on the Northwest Corner of Dove Road and Dove Loop Road. Mr. Thompson stated that if Dove Road was actually extended to the East as proposed, then he would be back in to request CN, Neighborhood Commercial Zoning for the corner itself (as shown on the submitted concept plan). However, if the East extension of Dove Road does not become a reality, then this corner section would also have duplex housing. After a brief period of discussion between the comission members, a motion was offered by Harlen Joyce to recommend that Council approve this requested zoning change. This motion was seconded by Larry Atchley, and prevailed by the following vote: Ayes: Joyce, Atchley, Atkins, Cook, Engholm and Martin Nays: None Z86-10 - WATSON AND TAYLOR The next item for consideration by the Planning and Zoning Conrdssion was the requested zoning of "LI", Light Industrial for approximately 71.049 acres located West of Grapevine Industrial Park, Northeast of S.H. 26 and South and East of Industrial Blvd. This is presently zoned as E.T.J. (R-20 residential). Present and representing this application were Mr. Rick Horn and Mr. John Marshall. After a period of discussion, a motion was made by Catherine Martin to recommend that Council approve this application as submitted, provided that Council had approved the annexation of this acreage. This motion was seconded by Harlen Joyce, and prevailed by the following vote: Ayes: Martin, Joyce, Atkins, Cook, Engholm and Atchley Nays: None Planning and Zoning May 20, 1986 Page 2. Next for consideration by the carmission meaibers were the definitions of "Density", "Denial", "Commercial Laundry" and "Heavy Equipment". It was decided to vote • each definition separately. After a period • discussion of these proposed defions, a motion was made by Harlen Joyce to recommend the definition of "Denial" that was suggested • the City Attorney's Office. This motion was seconded • Peggy Engholm and prevailed by the following vote: Ayes: Joyce, Engholm, Atkins, Cook, Atchley and Martin Nays: None With regard to the definition • "Density", a motion was rendered by Catherine Martin to recommend the wording as previously agreed upon, as amended by the removal of the wording "or private streets". This motion was seconded • Ron Cook and prevailed as follows: Ayes: Martin, Cook, Atkins, Engholm, Joyce and Atchley Nays: None Camiercial Laundry was the next definition to be considered by the Planning and Zoning Commission. The reason for including this in the definition section is that the Staff has received many questions regarding same. A motion was at this time made by Ron Cook to recommend the wording as per the City Attorney's office. A second to this motion was made by Larry Atchley, and the motion prevailed as follows: Ayes: cook, Atchley, Atkins, Joyce, Engholm and Martin Nays: None Heavy Equipment - The commission members were provided a definition of this just prior to the meeting. As the members felt that there was need for much further discussion with regard to this definition, it was proposed that this definition could possibly be tabled. At this time Larry Atchley made a motion to table the recommendation of this definition. This motion was seconded by Ron Cook and prevailed by the following vote: Ayes: Atchley, Cook, Atkins, Joyce, Martin and Engholm Nays: None a: N C I I mgRo-phow.,31 k, 191 Ift, 60,011 The next item for consideration by the Planning and Zoning Camnission. was the zoning change frcm R-7.5, Single Family District to PO, Professional Office District. This zoning change application was tabled from the April 15, 1986 meeting. The applicant was to submit a new site plan shcwing adequate parking space existed across the street from the property in question. The Planning and Zoning Commission reviewed two (2) site plans [A & BI submitted by the applicant. Planning and Zoning May 20, 1986 Page 3. There followed much discussion between the members, staff and the applicant regarding the parking situation at this location and the additional spaces across the street. After a lengthy discussion a motion was offered by Peggy Engholm to recommend that Council deny this request for zoning change. Catherine Martin seconded that motion, which prevailed by the following vote: Ayes: Engholm, Martin, Atkins and Cook Nays: Joyce and Atchley Please note, a typewritten transcript of this portion of the Planning and Zoning Commission can be obtained from the Community Development Office. IQ 1 we) am rm k, I 0—rellas • ••• r •• r • Tommy Hardy, Director of Community Development requested a workshop meeting be held the evening of May 29 to discuss definitions, uses allowed in HC, Highway Commercial District and also to discuss the Planning and Zoning Commission's By-Laws. Mr. Hardy also mentioned a need to discuss the possibility of a car wash in the South side of Grapevine. As one of the members would be unable to attend the workshop session if held on May 29,1986, the date of June 2, 1986 was agreed upon. There was discussion with regard to Batch Plants, concrete and/or asphalt. Tommy Hardy is to check into the landscaping at Dove Crossing, as well as the situation regarding lawns that are in the City right of way and the mowing of these areas. Also mentioned was a fence on the corner of Timberline and Mustang Drives, which is causing a site distance problem for drivers. Mr. Hardy advised that this is being corrected and that the fence will be moved back. • 191 W 'Jim a to) • NUMOIRRAMR The last item for consideration by the Planning and Zoning Commission was the consideration of the minutes of the April 15, 1986 meeting. A motion was made by Ron Cook to approve these minutes as submitted. The motion was then seconded by Catherine Martin, and the vote was as follows: Ayes: Cook, Martin, Atkins, Engholm and Atchley Nays: None Abstain: Joyce VADVTOWINNI ST-1 SAW I As there was nothing further for consideration by the Planning and Zoning Commission, a motion was made by Ron Cook to adjourn. The motion was seconded by Larry Atchley and prevailed by the following vote: [The voting was held for a few moments when it was learned that Member, Harlen Joyce, had not been offered his seat on the board for another term.] At this time, Chairman Atkins said that he would entertain a motion to commend Harlen for his 24 Yrs. of service to the City. This notion was offered by Ron Cook and seconded by Peggy Engholm. The vote follows: Ayes: Cook, Engholm, Atkins, Martin and Atchley Nays: None Abstain: Joyce Planning and Zoning May 20, 1986 Page 4.
