HomeMy WebLinkAbout1986-07-08The Planning and Zoning Commission of the City of Grapevine, Texas, met in a Special Workshop Session on Tuesday, July 8, 1986 at 4:00 P.M. in the Conference Room 204, at 307 W. Dallas Road, with the following persons present, to wit: Richard Atkins Chairman Ron Cook Vice-Chairman Gil Traverse Member Ervin Meyer Member Larry Atchley Member Catherine Martin Member constituting a quorum, with member Peggy Engholm absent, and the following City Staff, to wit: H.T. (Tmny) Hardy Joy Carroll Marcy Ratcliff Sue Martinez also present, to wit: Sharron Spencer Adrienne Leonard John F. Boyle, Jr. LN11 0 Director of Community Development Administrative Assistant Planning Technician Secretary Councilwcman Attorney, City Attorney's Office City Attorney Chairman Atkins called the meeting to order at approximately 4:10 P.M. The invocation was delivered by Chairman Atkins. The first item of business was the election of officers. There was a motion made by Gil Traverse to nominate Richard Atkins as Chairman and Larry Atchley seconded the motion. There being no other nominations, Larry Atchley made a motion to reelect Richard Atkins as Chairman by acclamation and Gil Traverse seconded the motion, which prevailed as follows: Ayes: Traverse, Meyer, Cook and Atchley Nays: None Abstain: Atkins Absent: Engholm. and Martin Then there was a motion made by Larry Atchley to nominate Ron Cook to retain his position as Vice-Chairman for his years of experience and wisdom and Gil Traverse seconded the motion. There being no other nominations, Larry Atchley made a motion to reelect Ron Cook as Vice-Chairman and Gil Traverse seconded the motion, which prevailed as follows: Ayes: Traverse, Meyer, Atchley and Atkins Nays: None Abstain: Cook Absent: Engholm and Martin At this point of the meeting, the presence of member Catherine Martin was acknowledged. INULS Discussion of this particular item commenced with a presentation by Marcy Ratcliff, the City's Planning Technician. She noted that before any Special P&Z Minutes July 8, 1986 Page 2 changes were made to the Land Use Map, they determined which zoning districts would be in which land uses. This was determined by the densities. The densities were agreed upon by the "0MUC" Committee, the committee formed by the Planning and Zoning Commission last year at the time the changes to the Comprehensive Zoning Ordinance were made. Marcy then proceeded to discuss the legend to the new Land Use Map. She explained which colors represented which densities and zonings as follows: Yellow - Residential, Low Density (0-4) Light Brown - Residential, Medium Density (5-11) Dark Brown - Residential, High Density (12-20) Green - Governmental Use Light Red - Low Intensity Commercial Medium Red - Commercial Dark Red - Central Business District Blue - Industrial Marcy then proceeded to explain how the new map was made, by overlaying it on the top of the Zoning Map and seeing which land use a particular zoning category was, and colored as such. She noted that these zonings were updated zonings as reflected in the adoption of Appendix D in 1981 and from the citywide rezoning in 1984. The only areas not designated on the new Land Use Map are the annexed ETJ just North of Ira E. Woods Ave., Meadowmere, or the annexed portion of the Terra property. Also, the noise zones have not yet been designated, but will eventually be included at a later date. Following Marcy's presentation, there was lengthy discussion of the Master Plan Map concerns of the Staff as follows: The Commission desired to have medium density readdressed. They discussed changing medium density from (5-11) to (5-12) and high density fram (12-20) to (13-20). Discussion of the two noncolored areas on the map which are Bear Run and Pickering Farm, was relative to the densities. It was noted that because of the complexity of their original zoning cases the density as defined now conflicts with what was originally approved. It was noted that Bear Run was approved as a medium density use, but by allowing the owner to transfer density from the open space area will cause a high density use. Pickering Farm was approved as a low density use, which is now a medium density use. It was noted that the new map does not indicate Open Space or Flood Plain areas. The reason for excluding the flood plain is that the technology now exists to reclaim these areas. The majority of Open Space is located within the Army Corps of Engineers property along Lake Grapevine. Since the City is unable to regulate these areas, they have also been excluded from the colored area on the map. Then there was much discussion concerning Airport Noise Zones relative to Zone B - Middle zone of effect and Zone C - Zone of greatest effect and where those lines are proposed to be on the map. Then there was discussion of the Industrial out parcels in the Terra property vicinity. It was noted that these particular parcels should be colored red on the Land Use Map, indicating commercial uses relative to some of the zoning requests received by the City. Then there was discussion of the Industrial areas along the Highways 121, 360, and 114, which may be suitable for Commercial Uses. Discussion by Councilwoman Spencer and the Commission was relative to having either Industrial or Commercial in these particular areas. This might be designated on the map by red and blue hash marks indicating these uses. Special P&Z Minutes July 8, 1986 Page 3 Mrs. Spencer noted that there are several acres (approximately 2500 acres) of Commercial zoned property in Grapevine at the present time and she pointed out that if designated as Commercial along the highway frontages on the map, it may be undesirable for future land use as such. Then there was discussion of the Governmental Uses and how they are all classified the same on the map. It was noted that alcoholic beverages are not allowed in this particular district. The sale of these beverages would be permitted as a conditional use. By the addition of this use the Commission can review what restaurants or marinas would be allowed to sell alcoholic beverages, especially along the Lake. Then there was discussion of the Pickering Farm property. The Commission decided that this property should be colored yellow, low density. Then they discussed the Bear Run property land use plan relative to if it is not developed as currently zoned, what color this area should be. The consensus was to have the open space area colored yellow, low density and the remaining property colored light brown, medium density. Following all the discussion of the Master Plan Map concerns of the Staff, a motion was made by Catherine Martin to change medium density to 5-13 and high density to 13-20, to color all of the Pickering property yellow, to color Bear Run light brown on the developable area and yellow on the floodways and utility easement, to color the out parcels in the Terra Properties vicinity red, to color the apex of Industrial zoned area between Hwy. 26 and International Parkway red, to have a combination Industrial /Commercial designated area along the Hwy. 121, 360 and 114 corridor, and have alcoholic beverages and marinas recommended for amendments for the conditional uses in the Governmental Use District Regulations, a second to this motion was rendered by Vice-Chairman Cook, which prevailed by the following vote: Ayes: Traverse, Meyer, Cook, Atchley, Atkins and Martin Nays: None Absent: Engholm KHHNIZ� •• ,,* ED I I N 21k, 3 IN OWE IS i I iS 11WOM s r31 • N Adrienne Leonard of the City Attorney's office noted that the principal use portion of this definition was deleted. She also noted that some definitions of denial were added to the language. Following discussion of the proposed amendments, Vice-Chairman Cook made a motion to recommend the amendments for adoption by the Council and Larry Atchley seconded the motion, which prevailed by the following vote: Ayes: Traverse, Meyer, Cook, Atchley, Atkins and Martin Nays: None Absent: Engholm ITEM C. - DISCUSSION OF REGULATION OF SATELLITE EARTH STATIONS AND AMATEUR RADIO FACILITIES This item was placed on the agenda for the Commission to consider imposing regulations of satellite earth stations and amateur radio facilities. Following discussion of this item, a motion was made by Ervin Meyer to send this back to the Staff so that they could find out if other cities have an ordinance governing the locations of the satellite earth stations and amateur radio facilities, and Gil Traverse seconded the motion, which prevailed as follows: Ayes: Traverse, Meyer, Atchley, Atkins and Martin Nays: Cook Absent: Engholm Special P&Z Minutes July 8, 1986 Page 4 The Staff recommended that the Planning and zoning Cannission not act on this item at this time for lack of information. Following the Staff recommendation, Catherine Martin made a motion to table Item D for lack of information and Gil Traverse seconded the motion, which prevailed by the following vote: Ayes: Traverse, Meyer, Nays: None Absent: Engholm Cook, Atchley, Atkins and Martin Then it was mentioned by Chairman Atkins that Larry Atchley would be attending a seminar. He will have a report on the seminar for the next Planning and Zoning agenda, which would be discussed under Miscellaneous Discussions. There being no further business to discuss to the evening's agenda, Vice-Chairman Cook made a motion to adjourn the meeting at approximately 6:35 P.M. and Larry Atchley seconded the motion, which prevailed as follows: Ayes: Traverse, Meyer, Cook, Atchley, Atkins and Martin Nays: None Absent: Engholm 1..
