Dallas Road, with the following persons present, to wit: Richard Atkins Chairman Ron Cook Vice-Chairman Ervin Meyer Member Gil Traverse Member Larry Atchley Member Peggy Engholm Member constituting a quorum, with Con-mission member Catherine Martin absent, and the following City Staff, to wit: Marcy Ratcliff Joy Carroll Stan Laster Sue Martinez Adrienne Leonard Planning Technician Administrative Assistant Assistant Director of Public Works Secretary Attorney, City Attorney's Office The invocation was delivered by Chairman Atkins. mmom LION 0 TH %191 1' PEIATIVE • = VQA S ALLOWED IN CONDITIONAL USES Discussion by the Planning and Zoning Ccmndssion was relative to being able to have latitude before making a decision on the individual cases. Following a brief discussion, Larry Atchley made a motion to recam-kend to Council to add car washes as a conditional use in Section 25, with the following factors; traffic circulation aesthetics and drainage treatment approved by the Planning and Zoning Conmission and City Council, and Peggy Engholm seconded the motion, which prevailed as follows: Ayes: Atkins, Meyer, Traverse, Atchley, Cook and Engholm. Nays: None Absent: Martin NEW BUSINESS VO M * 0 An application for a Tree Removal Permit has been submitted for the Northport Business Park and the Thaupson Management Tract located in Northeast Grapevine. Discussion of this permit commenced with a presentation from Mr. Bobby Adams of Graham Associates, Inc. With regards to the trees on this particular site, Mr. Adams noted that a significant amount of trees will be saved and some will be transplanted. There was extensive discussion relative to relocation of the channel for the creek. The Commission's concerns of the channel improvements were mostly on the realignment, and whether the grades and curves chosen by the applicant were situated the best way possible in order to save the trees. There was mention of whether there is some type of site plan available showing specific locations of trees that will be removed, where trees will be replaced and when. Then there was discussion by Adrienne Leonard of the City Attorney's office concerning the Tree Preservation Ordinance relative to the Thompson Management Tract, which is not platted at this time. A preliminary plat is required for a tree removal permit. The Northport Business Park has been preliminary platted. August 14, 1•86 Page 2 Following a lengthy technical discussion, a motion was made by Peggy Engholm, to table the Thompson Management Tract portion of the application for lack of meting the requirements of the ordinance and Vice-Chairman Cook seconded the motion, which prevailed by the following vote: Ayes: Atkins, Meyer, Traverse, Atchley, Cook and Engholm Nays: None Absent: Martin Then there was discussion • Mr. Tom Kline • Urban Resource Group, the Landscape Architect involved in this project. Mr. Kline advised the Commission of the reasons for saving the species of trees that they have chosen. The Ccmission and City Staf f then discussed the Tree and Landscape ordinances and the requirements therein. Ayes: Atkins, Meyer, Traverse, Atchley, Cook and Engholm Nays: None Absent: Martin [OW&B-041010-ORM POW Then there was discussion of the draft ordinance. Most of the discussion concerned the size of antennas and location and screening of satellite ilishes. The Commission discussed changing Number 5. Roof Mounted Height to read: no greater than (18") instead of (3') in diameter. 10MINGINOW-AMI City Staf f discussed scheduling a workshop meeting on September 23rd relative to the Master Plan. Also discussed, was having a meeting wi representatives of Shadow Glen II concerning a Tree Removal Permit. I Commissioner Engholm made mention at the meeting, that people are calling to report heavy machinery driving into trees.
