HomeMy WebLinkAbout1986-09-16X I The Planning and Zoning Commission of the City of Grapevine, Texas met in Regular Session for a joint public hearing with the City Council in Council Chambers, 413 Main Street at 7:30 P.M. on September 16, 1986 and later at 311 Main Street with the following Commission Members present, to wit: Richard Atkins Ron Cook Peggy Engholm. Catherine Martin Larry Atchley Irvin Meyer Gil Traverse Chairman Vice-Chairman Member Member Member Member Member constituting a quorum, with no absences, and with the following City Staff present, to wit: H. T. (Touny) Hardy Joy Carroll Marcy Ratcliff John S. Laster Tony Bartholom Mary Peddycoart [W.11 M Director of Conmunity Development Administrative Assistant Planning Technician Assistant Director of Public Works Attorney, City Attorney's Office Secretary Chairman Atkins called this portion of the meeting to order at approximately 9:00 P.M. The first item for consideration by the Planning and Zoning Commission was an application for a Conditional Use Permit for a car wash facility on lot 1, block 1 of the Timberpoint Addition located at 2600 Wm. D. Tate Avenue. Ira Scholnick was present representing this application. After a short period of discussion between the Applicant, Staff and the Ccmission Members, Larry Atchley remarked that he appreciated the cooperation Mr. Ira Scholnick had shown the Planning and Zoning Commission in working with them towards this Conditional Use Permit. Chairman Atkins also expressed his appreciation. At this point a motion was made by Larry Atchley to recommend that Council approve this application for a Conditional Use Permit. This motion was seconded by Ron Cook and prevailed by the following vote: Ayes: Atchley, Cook, and Traverse Nays. None Atkins, Engholm, Martin, Meyer Vary Hardy explained the purposes of the revised concept plan, and after questions from the Members, also explained that the 15% green area was actually in the undeveloped portion of this industrial park. All of this is actually one (1) lot. There is no landscaping on building fronts as these are actually loading docks. Following more discussion, a motion was made by Gil Traverse to recommend that Council approve this Concept Plan Revision. This motion was seconded by Irvin Meyer, and prevailed as follows: Ayes: Traverse, Meyer, Atkins, Cook, Engholm, Martin and Atchley Nays: None Planning and Zoninm September 16, 198 Page 2. 1 At this point in the meeting, Chairman Atkins advised all present that there would be no further discussion relative to Satellite Dishes and/or Antennas. These items would be discussed in a workshop and all interested parties are invited to attend. Shadow Glenn II B subdivision will have homes built in its northern half by Nash Phillips/Copus, and homes built in its southern half by General Homes. The plat for Shadow Glen II B was approved August 20, 1985. Representing this Tree Removal Permit was Randy Barnett of Nash Phillips/Copus. Mr. Barnett began his presentation by showing all present an aerial overview of Shadow Glen II B. Before proceeding, Mr. Barnett stated that he would like the application for removal of trees for pads and driveways to be removed from the evenings considerations. At this time, Mr. Tom Glass representing General Hanes asked to speak. Mr. Glass mentioned trying to move trees fran one area to be replanted in another area within the same subdivision. Further statements were made that the Planning and Zoning Commission should not be brought any more plans where the ordinance is ignored - referring in particular to the developer ignoring trees less than 8". Ayes: Atchley, Martin, Atkins, Cook, Engholm, Traverse and Meyer Nays: None Planning and Zoning September 16, 1986 Page 3. KNOMDUKUM Rol The next item for consideration by the Planning and Zoning Conmission was the minutes from the August 14, 1986 Special Workshop Session. As there were no errors and/or omissions noted, a motion was made by Irvin Meyer to accept these minutes as submitted. This motion was seconded by Larry Atchley and prevailed as follows: Ayes: Meyer, Atchley, Traverse Nays: None Abstain: Martin Atkins, Cook, Engholm and The minutes from the August 19, 1986 Regular Session were next for consideration. As no errors and/or omissions were noted, a motion was made by Gil Traverse to approve these minutes as submitted. To this motion a second was offered by Catherine Martin, and the vote was as follows: Ayes: Traverse, Martin, Cook, Engholm, Atchley and Meyer Nays: None Abstain: Atkins MISCELIANEOUS REPORTS AND/OR DISCUSSION None ADJOUPIZ= As there was no further business for consideration by the Planning and Zoning Commission, Ron Cook made a motion to adjourn this meeting.
