HomeMy WebLinkAbout1986-12-16The Planning and Zoning Commission of the City of Grapevine, Texas, met in a Regular Session at approximately 7:30 P.M. on Tuesday, December 16, 1986 in the Joint Public Hearing Session, with the City Council in the Municipal Court Room #205, 307 W. Dallas Road, and at approximately 8:00 P.M. in the Conference Room #204 for the Planning and Zoning Commission Meeting, with the following persons present, to wit: Richard Atkins Chairman Catherine Martin Member Peggy Engholm Member Ervin Meyer Member Gil Traverse Member constituting a quorum, with Vice-Chairman Cook and member Larry Atchley absent and the following City Staff, to wit: H.T. (Tommy) Hardy Director of Community Development Marcy Ratcliff Planning Technician Joy Carroll Administrative Assistant John S. Laster Assistant Director of Public Works Jerry L. Hodge Assistant Director of Public Works Sue Martinez Secretary ZONING APPLICATION Z86-16 - MR. JOHN T. EVANS The Planning and Zoning Commission Meeting commenced with Gil Traverse making a motion to re-open the public hearing on Zoning Application Z86-16 and Peggy Engholm seconded the motion, which prevailed by the following vote: Ayes: Atkins, Martin, Engholm, Meyer and Traverse Nays: None Absent: Cook and Atchley Then a motion was made by Gil Traverse to have the applicant resubmit the zoning application and Catherine Martin seconded the motion, which prevailed by the following vote: Ayes: Atkins, Martin, Engholm, Meyer and Traverse Nays: None Absent: Cook and Atchley v4smoklmis WWWWONM There was brief discussion of this zoning application, concerning flood plain area and also what portions of the tract have been platted. Following the discussion a motion was made by Peggy Engholm to recommend approval of the zoning application and Gil Traverse seconded the motion, which prevailed as follows: Ayes: Atkins, Martin, Engholm, Meyer and Traverse Nays: None Absent: Cook and Atchley OM,'2-73 SECTION 51.E, CASH-IN-LIEU • OPEN SPACE It was noted that the proposed amendments to this section deal with the timing and form of payment or cash equivalent on the open space dedication provisions. Also discussed was enforcement of the proposed agreement. It was noted that the tree removal application to be considered is to permit no other tree clearing, except what is allowed as a condition of the building permit. There was also discussion of tree replacement or transplanting on those lots that were clear-cut during the initial development of the subdivision. Following a lengthy discussion of this item, Peggy Engholm made a motion to table the tree removal permit application until a workshop that will be scheduled before the regular January meeting and Ervin Meyer seconded the motion, which prevailed as follows: Ayes: Atkins, Martin, Engholm, Meyer and Traverse Nays: None Absent: Cook and Atchley Then a motion was made by Catherine Martin to table this item to the workshop meeting in January and Ervin Meyer seconded the motion, which prevailed by the following vote: Ayes: Atkins, Martin, Engholm, Meyer and Traverse Nays: None Absent: Cook and Atchley CONSIDERATION OF THE MINUTES OF THE MEETING OF OCTOBER 28, 1986, NOVEMBER 11, 1986 AND NOVEMBER 18, 1986 There being no corrections or omissions to the Minutes of the October 28, 1986 meeting, a motion was rendered by Catherine Martin to approve as submitted and seconded by Peggy Engholm, which prevailed by the following vote: Ayes: Atkins, Martin, Engholm, Meyer and Traverse Nays: None Absent: Cook and Atchley P&Z Minutes December 16, 1986 Page 3 There being no corrections or omissions to the Minutes of the November 11, 1986 meeting, a motion was rendered by Gil Traverse to approve as submitted and seconded by Ervin Meyer, which prevailed by the following vote: Ayes: Atkins, Engholm, Meyer and Traverse Nays: None Abstain: Martin Absent: Cook and Atchley There being no corrections or omissions to the Minutes of the November 18, 1986 meeting, a motion was rendered by Gil Traverse to approve as submitted and seconded by Ervin Meyer, which prevailed by the following vote: Ayes: Atkins, Martin, Engholm, Meyer and Traverse Nays: None Absent: Cook and Atchley MISCEIIANEOUS REPORTS AND/OR DISCUSSION 1.) Marcy Ratcliff reviewed the revisions to the Master Plan with the Planning and Zoning Commissioners. 2.) Tommy discussed with Commissioners possibly holding a workshop meeting the week of January 13, 1987. 3.) Discussion to have members of the "Adhoc" Ccm-nittee meet for short times in the afternoons to work on a draft of the Sign Ordinance. 4.) There was discussion of the screening requirements at Fox Rental. 5.) Discussion concerning trees on Timberline. ADJOURZ= There being no further business to discuss or consider, a motion was made by Peggy Engholm to adjourn the evening's meeting at approximately 10:00 P.M. and Ervin Meyer seconded the motion, which prevailed as follows: Ayes: Atkins, Martin, Engholm, Meyer and Traverse Nays: None Absent: Cook and Atchley
