After public hearing before the City Council and Planning and
Zoning Commission on November 22, 1977 in the City Council
Chambers at 7:30 P.M., the Planning and Zoning Commission reconvened
in an open meeting in the conference room with the following
members present:
Ted Ware Chairman
Joe Kennedy Member
Harlen Joyce Member
Jerry Burgess Member
Bob Stewart Member
The following posted agenda items were considered:
Zoning Change Application Z77-29
Applicant Melvin McGrue gave a brief explaination of his plans
to build a car washing and polishing facility. Building Official
Joe Lipscomb pointed out the property did not front on a public
right of way and approval should include specific authorization
to issue a building permit without access to a public right of
way. Member Bob Stewart made a motion to approve application
Z77-29 "R-1" to "C-2" with specific authorization to issue a
building permit without access to a public right of way. Member
Joe Kennedy seconded the motion. The motion prevailed by the
following vote:
Ayes: Ware, Kennedy, Joyce, Burgess, Stewart
Nays: None
Zoning Change Application Z77-30
Applicant Max Holderby explained that the developer of the Arbor,
an apartment project had overlooked a small tract of land in his
project and requested that it be zoned the same as the remainder
of his land. Harlen Joyce made a motion to approve the application
as submitted. The motion was seconded by Bob Stewart.

Nays: None
Preliminary Plat of Russwood Acres Phases 2 & 3
The developers engineer Leon Levitt presented the preliminary
plat to the Commission. A general discussion of the location and
layout followed. Building Official Joe Lipscomb explained that
a review of the plan had shown that 13 of the lots had 30 feet
set back on both the front and side yards which made it very
difficult to build a single story house with more than 1500 square
feet living area. A discussion of the problem followed. Harlen
Joyce made a motion to approve the preliminary plat with the
provision that the lots with 30 feet set backs on two sides be
eliminated on the final plat. The motion was seconded by Bob
Stewart.

Preliminary and Final Plat DFW Industrial Park
Hilmer Huseby and Jim Mason presented the plat showing a proposed
industrial tract between Hwy. 114 and DFW Airport, east of Main
St. A detailed discussion of the roads to serve the tract and
their location followed. The developer requested approval of the
road at two alternate locations. After review by the City Attorney,
Joe Kennedy made a motion to approve the plat as submitted.
The motion was seconded by Harlen Joyce.

Nays: None
Harlen Joyce made a motion of adjourn. The motion was seconded
by Bob Stewart.
