HomeMy WebLinkAbout1975-03-25STATE OF TEXAS X COUNTY OF TARRANT X CITY OF GRAPEVINE X The Planning & Zoning Commission of the City of Grapevine, Texas, convened in regular meeting on this the 25th day of March, 1975, with the following members present, to-wit: Ted Ware Joe Kennedy Jerry Jordan Conrad Heede Commissioner Member Member Member constituting a quorum, with Member Stiles and Member Joyce absent, with Jim Hancock Acting Secretary The Planning & Zoning Commission reconvened in the Conference Room after holding a joint public hearing on zoning application Z-75-4, D. W. Hutchinson, requesting a zoning change on a tract of land described as: being a tract of land out of the H. Suggs Survey, Abstract No. 1415, in Tarrant County, Grapevine, Texas, as recorded in Volume 2046, page 596 of Deed Records of Tarrant County, Texas. The zoning change request is from R-1 to "SP" Specific Use Permit for the retail sale and storage of alcoholic beverages for off-premise consumption only; and the retail uses permitted in "C-2" Community Business District, or in the alternatives "C-2" Community Business District, or in the alternative a more restricted use. The property is generally described as being 2707 Anderson-Gibson Road. The first orderoof business was to consider the minutes of the March 4th meeting. Member Joe Kennedy made a motion to waive the reading of the minutes and pass them as presented. Member Jerry Jordan seconded the motion and the motion prevailed by the following vote: Ayes: Ware, Jordan, Kennedy, Heede Noes: None Absent: Stiles, Joyce The next order of business was to consider zoning application Z-75-4. Member Joe Kennedy stated that he felt that this was not a place for the sale of beer but that he would agree to grant a C-1 zoning. Member Conrad Heede stated that he felt this area was not ready for any kind of business and that he was not conducive to persons applying for business zoning prematurely. Member Jerry Jordan stated that he strongly opposed beer in this area but that he was inclined to believe that "C-l" would not be objectionable. It was then determined that the building had been used previously for an upholstery business. Commissioner Ted Ware stated that this was a difficult decision; that the area seemed somewhat justified for retail business but that- the area was residential and probably not the place for alcoholic beverage sales. Member Conrad Heede asked Mr. Hutchinson if he would put in the bait shop if he wasn't given the "SP" zoning to sell beer. Mr. Hutchinson stated that he felt he could not stock the bait shop without the beer. He then restated that he would go ahead with the bait shop without the "SP" zoning for beer. Commissioner Ted Ware then stated that he was not receptive to changing a small plot. Member Joe Kennedy then made a -motion to grant a "C-l" zoning only on the tract of land. Member Jerry Jordan seconded the motion and the motion failed by the following vote: Ayes: Kennedy, Jordan Noes: Ware, Heede Absent: Stiles, Joyce The motion failed from lack of a simple majority. Member Conrad Heede then made a motion to disapprove the zoning request because the applicant failed to show how the zoning would improve the immediate area. Member Joe Kennedy seconded the motion and the motion prevailed by the following vote: Ayes: Kennedy, Heede, Ware Noes: Jordan Absent: Stiles, Joyce There being no further business, Member Conrad Heede made a motion to adjourn the meeting.
