HomeMy WebLinkAbout1975-04-29STATE OF TEXAS COUNTY OF TARRANT CITY OF GRAPEVINE The Planning & Zoning Commission of the City of Grapevine, Texas, convened in special meeting at 7:30 P.M., on this the 29th day of April, 1975, with the following members Present, to-wit: Ted Ware Conrad Heede Don Stiles Jerry Jordan Harlen Joyce Joe Kennedy constituting a quorum, with Jim Hancock Joe Lipscomb Commissioner Member Member Member Member Member Asst. City Manager Building Inspector Commissioner Ted Ware called the meeting to order. Member Conrad Heede gave the Invocation. The first order of business was to consider zoning application no. Z-75-7, Leon Zetley requesting a zoning change from SP Specific Use Permit for townhouses to "R-3" Multi-Family Use District or in the alternative Specific Use Permit for multi-family use, on a tract of land described as being Blocks A, B, and a portion of Block C of the Shorewood Park Addition to the City of Grapevine, Tarrant County, Texas. The property is generally described as being on the East side of Hood Lane adjoining Grapevine Lake property. This item was tabled to this date from the April 15th meeting of the Planning & Zoning Commission. There was a brief discussion of the application and the requested zoning change thereof. Building Inspector, Joe Lipscomb, presented a make up of dwelling units as provided in the City of Grapevine Master Plan. There followed a short discussion of the make up of dwelling units and the type of density and archetecture of the buildings. member Jerry Jordan made a motion that the Planning & Zoning Commission recommend to the City Council that zoning application Z-75-7 be approved for "SP" Specific Use District for multi-family dwellings according to the make up of dwelling units and additional restrictions as follows. Member Harlen Joyce seconded the motion and the motion prevailed by the following vote: Ayes: Ware, Heede, Stiles, Jordan, Joyce, Kennedy Noes: None Make up of Dwelling Units for Specific Use Permit for Multi-Family Step 1: * 30% 1 Bedroom = 6.6 D.U./ac. x 1.5 = 9.9 person /ac. /ac. 60% 2 Bedroom = 13.2 D.U./ac. x 2.5 = 33.0 person/ac. 10% 3 Bedroom = 2.2 D.U./ac. x 3.5 = 7.7 person/ac. 50.6 person/ac. Step 2: * 50.6 persons/acre maximum Step 3: * Conclusion - The proposed development falls between Medium (21 - 50) and High (51 - 80) Densities and is acceptable from the per- spective of recommended density criteria. Additional Restrictions (a) (b) 11-2 parking spaces per each one bedroom unit, 2 parking spaces for each 2 and 3 bedroom unit. Architecture to be equal to or better than existing buildings, in Shorewood Park Addition. N This determination to be made by the Building official at time of application for Building Permit. * Pages 111-2 & 111-3, Planning Standards and Principles - The Comprehensive Master Plan Grapevine, Texas 1974-1994 Freese & Nichols Attachement # 7 The next order of business was for the Planning & Zoning Commission to discuss the zoning ordinance. There followed a lengthy discussion of a new ordinance that would repeal the present zoning ordinance. Member'Don Stiles made a motion to request by letter for the City Council to authorize the City Staff to work in cooperation with the Planning & Zoning Commission to investigate and develop a new zoning ordinance. Member Conrad Heede seconded the motion and the motion prevailed by the following vote: Ayes: Ware, Heede, Stiles, Jordan, Joyce, Kennedy Noes: None There then followed a discussion of a recent field trip taken by members of the Planning & Zoning Commission. A discussion was held concerning zoning in the Bellaire Addition to change the zoning back to "R-1" in that area and do this through the proposed land use map rather than block zoning. There being no further business, Member Joe Kennedy made a motion to adjourn the meeting. The motion was seconded by Member Conrad Heede, and all present voted aye. The meeting was adjourned.
